The territorial limits of the State of Texas, too, as defined by her laws before her admission into our Union, embrace all that portion of New Mexico lying east of the Rio Grande, while Mexico still claims to hold this territory as a part of her dominions. The adjustment of this question of boundary is important. ”

As a matter of State policy, the organization of Arizona is of the first importance. Situated between New Mexico and Sonora, it is possible now to make it a thoroughly American State, which will constantly exert its influence in both directions, to nationalize the other two. New Mexico is at present thoroughly Mexican in its character and vote.
