“ III. South Korea under President Yoon Seok-Yul The U.S.-ROK alliance and the U.S. Forces in Korea have kept the peace in the Korean peninsula since the 1953 Korean War Armistice. During the past 69 years of de facto peace—unstable but actual peace, one without war—South Korea has developed into the world’s tenth largest economy and a free democracy. The alliance has been repeatedly affirmed by combined military exercises and the credible commitment by the U.S. to defend South Korea against North Korea’s persisting aggression. ”

“ No direct attack has been mounted on the concept of popular, democratic government, and a facade of constitutional forms has been maintained. Despite the abuses of democratic forms under President Syngman Rhee, and the subsequent failure of Korea's closest approach to democracy under Rhee's immediate successor, the ideal of democratic government is not discredited. Korea's history and political experience, however, provide a poor base for nurturing democracy. ”

“ So what are your feelings about such talks as you visited the Pyeongtaek base?
And another question I have is that people have concerns about Korea passing, although a lot of that has gone away. People are still concerned that Korea may be neglected in diplomacy. So what are your views on the Korea passing? Can you just say for sure, for certain, that Korea passing no longer exists for the Korean people?
PRESIDENT TRUMP: I’ll start off with your second. South Korea — Republic of Korea, Korea — is very important to me. ”

“ We have also established a very good relationship, which has never happened between him or his family and the United States. They have really taken advantage of the United States. Billions of dollars has been paid to them. And we won’t let that happen.
But we think that North Korea and Chairman Kim have a tremendous potential as an economic force, economic power. Their location between South Korea and then Russia and China — right smack in the middle — is phenomenal. ”

“ If circumstances permit in the future, South and North Korea may be able to develop it into offices established in each other’s territory. Today, Chairman Kim and I set up an unwavering milestone toward the denuclearization and permanent peace regime on the Korean Peninsula, common prosperity of the nation, and unification of the two Koreas.
Thanks to Chairman Kim Jong Un’s bold decisions, we are able to give good presents to the peoples of South and North Korea as well as to the world. The way of making the public announcement also makes today’s summit even more special. ”

“ I would simply say that the United States enjoys very strong and steady relations between United States and Japan, and also between the United States and South Korea.It is concerning to us, even to the point of being painful for us, to see relations between Japan and South Korea fall to the current level. The political tensions are such that we believe it actually impedes all of our abilities to be effective in Northeast Asia, and I think the President will want to discuss this in some detail with Prime Minister Suga. ”

“ South Korean descriptions of Kim Il Sung as an uneducated ruffian were doubtless prejudiced, but certainly he was a ruthless guerrilla leader who showed an uncommon aptitude for politics. His rise in the new North Korean state was spectacular, for in September 1948 he became the first prime minister. The following year he went to Moscow for conferences at the Kremlin, and nine days after the outbreak of civil war in Korea he was appointed commander in chief of the invading army while retaining his position as prime minister. ”

“ The exposure of the Agrarian Reform as a fraud had hurt the Communists, and the disinterested spirit of the United States occupation was gaining recognition throughout Korea in spite of initial blunders. Pyongyang could not afford to let South Korea take the lead in forming a government, and July 1948 dated the creation of a Communist state known as the People’s Democratic Republic of Korea. After adopting a constitution modeled after that of Communist Bulgaria, the Supreme People’s Council claimed to represent all Korea. ”

“ South Korea is at least 50 times richer than the North. Such a stark wealth disparity between two neighboring states joined contiguously by land is a globally unique phenomenon. The gap, which each year grows sider, has grave implications for the inferior Korea.
The richer Korea, as a free and open democracy, is a magnet to the long-oppressed people of the North. More than 34,000 North Koreans have risked their lives to escape their land of misery and resettle in the favored Korean land of liberty and prosperity. ”

“ The Democratic People’s Republic of Korea and the Korean people, under the leadership of the Workers’ Party of Korea, will uphold the great leader Comrade Kim Il Sung as the eternal President of the Republic, and will complete the revolutionary cause of Juche to the end by defending and carrying forward the ideas and achievements of Comrade Kim Il Sung. ”

“ We also confirmed the principle of autonomy for our people, whereby we ourselves determine our own fate.
By developing inter-Korean relations in an all-embracing and groundbreaking manner, we firmly pledged to reconnect Korea’s arteries and to hasten a future of common prosperity and reunification on our own terms.
Moreover, it was agreed that President Moon Jae-in would visit Pyeongyang this fall as I am doing now. ”

“ China today enjoys greater political and economic influence over the Korean peninsula than at any time since its defeat in the First Sino-Japanese War of 1894-1895, which largely removed China from Korean affairs until the founding of the People’s Republic in 1949 and forestalled official relations with South Korea until the normalization of relations in 1992. ”

I believe that making such joint efforts will make the ROK-U.S. alliance an even greater alliance as President Trump and I have agreed to do last June, and, at the same time, make America even greater. ”

“ Because of its occupation by two nations of radically differing ideologies and policies, and the corresponding separation into two parts economically, there is little that Korea, even as a liberated nation, can do to improve its situation. South Korea lacks the experience and industrial potential to create or support its own armed forces.
An American organized and equipped Korean military force would serve to counteract in large measure the North Korean People’s (Communist) Army when the American and the Soviet forces are withdrawn from Korea. ”

“ Seoul's 5-year plans have been dedicated to building up the South's economic strength so that it might become a "magnet" for the people of North Korea. Pak's recent reforms and constitutional revision specifically prescribe ad infinitum the fundamental goal of a universal effort to achieve national unity.
Following the Korean war, Seoul's official formula for Korean unification remained U.N.-supervised elections throughout the peninsula, a formula which P'yongyang has always rejected. North Korea has always refused to recognize any role for the United Nations in Korea. ”

“ The Military Government in Korea, which is currently being turned over to American and Korean civilians, is the only government in South Korea. The immediate and primary objectives of the American Military Commander in Korea are to maintain law and order in the face of subversive uprisings in the American zone, to care for and safeguard American noncombatants and property, and to operate a military government which looks toward the future political independence of Korea together with its economic and social rehabilitation. ”

“ Whether the political situation in South Korea today turns into an opportunity or liability largely depends on actions by the U.S. Regime collapse in a democracy won’t bring down the entire political order, but it may lead to the revival of failed policies. On the other hand, regime collapse in a dictatorship may well mean the destruction of the existing system and the launch of a new legal order, which, in the North Korean context, may mean liberation for millions. ”

“ The strong paternalistic and authoritarian traditions of Korean governments, continued by the Japanese and to a remarkable degree by Rhee, inculcated a master-servant relationship between people and government. There had been little or no opportunity for political parties or even interest groups to mature and compromise. Neither has there been any sizable middle class with the interest, training, and opportunity to participate in public affairs. ”

“ The United States must eschew such ploys and pursue proactive coercive diplomacy—one that employs unremitting financial sanctions and multi-faceted information dissemination operations into the North. The Pax Americana that has made possible the past seven decades of peace and prosperity in South Korea and much of Pacific Asia must not be compromised by an unworthy Korean state, the despotic and deceitful Kim dynasty. ”

“ I think we recognize that, you know, we are stronger if we approach these challenging issues in North Korea in partnership with Japan and South Korea.
I do just want to underscore here, quickly, before we get to questions: We are no — under no illusions about the difficulty this task presents to us. We have a long history of disappointment in diplomacy with North Korea. It’s defied expectations of Republican and Democratic administrations alike. We’ve had working groups. ”

“ The partition disrupted the Korean economy because most of the mineral ores and most of the modern economic infrastructure that Japan had developed were in the north. Lacking an industrial base, the largely agricultural South needed massive foreign economic aid to survive. The South Koreans felt that the United States, having participated in the division of the country, was responsible for supporting them. The United States, therefore, was obliged to shoulder the burden of supporting the less naturally endowed but more populous South. ”

“ Military and political tensions in South Korea are as high as they have been at any time since the Korean War. Over 51,000 U.S. personnel live in South Korea, including 35,654 active duty military personnel. ”

“ Article 56 In case of a vacancy in the office of the President, an election shall be held immediately. Not less than thirty days before the term of office of the President expires, a new President shall be elected. Article 57 When, in time of civil war, in a dangerous situation arising from foreign relations, in case of natural calamity or on account of a grave economic or financial crisis, it is necessary to take urgent measures for the maintenance of public order and security, the President shall have power to make necessary financial disposition by the resolution of the State Council ”
