President of the Council

“ The President of the United States has no constitutional council, (a thing unknown in any safe and regular government.) He will therefore be unsupported by proper information and advice, and will generally be directed by minions and favorites; or he will become a tool to the Senate; or a council of state will grow out of the principal officers of the great departments—the worst and most dangerous of all ingredients for such a council, in a free country ”

“ The President shall always preside over the national council when present, and in his absence the Vice-President shall preside, and in the absence of both the national council shall appoint a president pro tempore; and the presiding officers may at all times call a member to the chair, but such appointment shall not extend beyond one sitting of the national council. ”

“ Members fall into three groups: (1) members of the cabinet; (2) holders of certain important non-political offices who by custom are entitled to appointment; (3) persons eminent in politics, literature, law, or science, or by reason of service rendered the crown, upon whom the dignity is conferred as an honorary distinction. Members bear regularly the title of Right Honorable. The President of the Council, designated by the crown, takes rank in the House of Lords next after the Chancellor and Treasurer. ”

“ The constitution of the Federation provides for the organization of precinct councils, which shall have the same relation to the ward councils which the latter hold to the central council. Thus far the organization of precinct councils has been attempted in only one or two instances; and the Federation proper consists, therefore, of the membership of the central and of the ward councils. The central council has an executive committee consisting of the five executive officers: president, first and second vice-president, secretary, treasurer, and ten other members. ”

“ The Council is perpetual, and supposed to be always in session, their constitutional duty being to serve as a check upon the President. They can veto his acts, but he cannot veto theirs. The Grand Committee will comprise only from 40 to 50 per cent of Legislative Council, and its members will be partly elected by a ballot and partly appointed by nomination.
All Legislation and the Budget for transferred subjects only must be passed in the Legislative Councils. ”

“ The Superintendent of Native Affairs and the Notekeeper shall be ex-officio members of the Executive Council. The President and members of the Executive Council shall have the right to sit, but not to vote, in the Volksraad. The President is allowed, when important affairs arise, to invite the head official to be present in the Executive Council whose department is more directly concerned with the subject to be treated of. The said head official shall then have a vote in the Executive Council, be equally responsible for the resolution taken, and sign it along with the others. ”

(d) establish such committees of the Council, including an executive committee, as may be deemed necessary or appropriate for the efficient conduct of Council functions ”

“ The president shall, as typed in Exodus, chapter four, and in Numbers, chapter sixteen, verses twelve and twenty-five to thirty-two, act as chairman of the Executive Council as chief administrator of the affairs of the Association, and as a worker and minister in the general interest of the Association. ”

On the conclusion of the evidence, the three inferior officers in each company confer together until they arrive at a unanimous decision, which, through their spokesman, they submit to their President. When each President is unanimous with his assistants, he confers with the Presidents of the other companies, and when all eight Presidents are unanimous they confer with the Brigadier, who, if he agrees with them, delivers the final decision. ”
