“ The chairman of a great Committee like the Committee of Ways and Means stands, indeed, at the sources of a very large and important stream of policy, and can turn that stream at his pleasure, or mix what he will with its waters; but there are whole provinces of policy in which he can have no authority at all. He neither directs, nor can often influence, those other chairmen who direct all the other important affairs of government. He, though the greatest of chairmen, and as great, it may be, as any other one man in the whole governmental system, is by no means at the head of the government. ”
