Seven Years' War

“ We have the most to win or lose by such a struggle. We shall be beset by the greatest perils, and we can only emerge victoriously from this struggle against a world of hostile elements, and successfully carry through a Seven Years' War for our position as a World Power, if we gain a start on our probable enemy as soldiers; if the army which will fight our battles is supported by all the material and spiritual forces of the nation; if the resolve to conquer lives not only in our troops, but in the entire united people which sends these troops to fight for all their dearest possessions. ”

“ But we have now been mercifully spared for nearly forty years from any general or continued war. Ten years more of almost unbroken peace, or of peace broken only in the remoter dependencies of the empire, have passed over us. ”

“ But this country which I have been in part describing is now the scene of one of the greatest calamities that can afflict mankind. After seventy years of almost uninterrupted peace, it has become the scene of a civil war, more gigantic, perhaps, than any that we have any record of with regard to any other nation or any other people; for the scene of this warfare is so extended as to embrace a region almost equal in size to the whole of Europe. ”

“ Fourscore and seven years ago our fathers brought forth upon this continent a new nation, conceived in liberty, and dedicated to the proposition that all men are created equal.
Now we are engaged in a great civil war, testing whether that nation, or any nation so conceived and so dedicated, can long endure. We are met on a great battle-field of that war. We have come to dedicate a portion of that field as a final resting-place for those who here gave their lives that that nation might live. It is altogether fitting and proper that we should do this.
But in a larger sense we cannot dedicate, we cannot consecrate, we cannot hallow this ground. ”

“ So this great Forty Years’ War began, in which there was to be no single grand, decisive engagement, but a thousand petty skirmishes and little raids, infinitely more vexatious and exhausting, and was waged until the weaker of the combatants, literally worn out in the fray, had laid down her arms and her life together, and was at peace at last, under the sheet in the darkened parlor. ”

“ I remember being told by a right hon. gentleman, in the course of a private conversation in the House, that 'if an angel came down from heaven to write my dispatches, I could not prevent Europe from a war in six months'. Well, Sir, not months, but years, rolled by, and no war took place. It was the anxious desire of the Government of Earl Grey to prevent war; and the maintenance of peace was one of the objects at which they expressly aimed, and succeeded. ”

“ Is it not full sixty whole years since the first French revolution, and six whole years since the revolution of all Europe? Bah!—change is a thing of the past, and tragedy a myth of our forefathers; war a bad habit of old barbarians, eradicated by the spread of an enlightened philanthropy. ”

“ Granet replied.
“It will be a peace that will cost us much, but nothing more than we deserve. For generations the war has been the perfectly obvious and apparent sequence of European events. It threw its warning shadow across our path for years, and our statesmen deliberately turned their heads the other way or walked blindfolded. ”

“ For the thirty years’ war in its wearisome progress makes the outward history of Germany, in the second quarter of the seventeenth century, little more than a record of battles and sieges, with scant breathing-spaces of peace, not long enough for the towns to recover from exhausting occupations of foreign troops. ”

“ I am not, indeed, presumptuous enough to suppose that, when I name fifteen years, I am not naming a period in which events may arise which human foresight cannot reach, and which may baffle all our conjectures. We must not count with certainty on a continuance of our present prosperity during such an interval; but unquestionably there never was a time in the history of this country, when, from the situation of Europe, we might more reasonably expect fifteen years of peace than at the present moment. ”

“ You have no cause to be ashamed of your military character and efforts. You have proved what wanted no proof—your spirit, hardihood, immense powers, and rapidity and variety of resources. You have spent as much money, and have armed and perhaps have destroyed as many men, taking the two sides together, as all Europe spent in the first years of the Revolutionary war. ”

“ Our Government is going about this war as though it might last five years. Are we so much wiser than the men at the head of the nation—even if we have the vote?” she added, slyly.
“It does not matter whether the war will be ended in a few weeks, or in ten years. ”

“ Our prosperous generation, threatened with effeminacy and softness, needs to re-open the pages of history and to linger long upon the portraits of our heroic leaders. Theirs was the greatest war that ever shook the earth. A million Northern men, and over against them a million Southern men, and a battle line a thousand miles in length! Including the long-term men and the short-term service, 3,000,000 men engaged in the conflict! ”

“ But our old, rich, and beautiful country, with all the accumulations on its soil of the labour, the art, the thought of uncounted generations, has been in this war the buffer between German savagery and the rest of Europe. Just as our armies bore the first brunt and held the pass, till civilisation could rally to its own defence, so our old towns and villages have died, that our neighbours might live secure. We have suffered most in war—we claim the first thought in peace. We live in the heart and on the brink of danger. ”

“ So, full of this mad obsession, full of this frenzied infatuation, full of lust of power and conquest, Germany struck swiftly, blindingly, perfidiously—struck with the forces secretly organized for instant war, while yet the peaceful peoples were unprepared. ”

“ To watchers of the present conflict it seems an intolerable thought that, after the fighting is done, we should once more return to a condition of “armed peace,” with jealous, distrustful, and revengeful Powers piling up armaments and plotting singly or in groups against their neighbors until Europe is plunged into another war more terrible, more bloody, and more costly than this. ”

“ For four and a half years it was they who bore the brunt of the war, they who sacrificed their sons and their substance. In the future it is they to whom the states will look for the further sacrifices in blood and treasure which will be necessary in the struggles which they evidently anticipate. ”

“ The whole history of our country has been, in the main, a history of peace. Since 1789, a hundred and twenty-one years ago, only three foreign wars have interrupted our progress, and they lasted, all told, less than eight years. ”

“ France and England, abusing their strength, may long defer the period of its utter exhaustion; but I will venture to say, that the fate of all civilised nations is concerned in the termination of a war, the flames of which are raging throughout the whole world. ”

“ On the day after the armistice—the very day when our war with just Germans was over, when the deeper, realer, more intimate, more desperate war Germany had precipitated upon all nations with themselves, begins, why should the men and women who had been working every afternoon for the men of this nation, in the Red Cross, talk about reducing to a peace basis? ”

“ Wars, as the Greek philosopher said, are set in motion by trivial causee, but owe their existence to great causes. The trivial causes of the Thirty Years' War were the succession to the duchies of Cleves and Juliers, and the revolt of Bohemia from the Austrian succession. ”

“ OF WHIGS AND POPULISTS
A country defeated in a bitter war and divested of half its territory loses its drive and spirit and suffers a shock which is communicated to all its people. For generations its citizens brood over what has happened, preoccupied with the past and dreaming of a miraculous change, until time brings apathy or a reversal of history. The Grand Army, with its crude and brutal philosophy and methods, was pride’s answer to defeat. ”

“ War, foreign or civil, is another sword hanging over civilisations, whereby the fruits of a long period of growth may be destroyed in a few years. After the Thirty Years War the recovery of Germany occupied a century and a half. ”

“ The Germans asked constantly, 'When do you think the war will end?' We answered, 'Perhaps in five years, but in the end we will smash you,' and this made them very angry, so our people went about with their heads up, scornful, refusing to complain against any severity or any hardship. ”

“ If in two years we have been reduced from sixty thousand fighting men to half that number, where will our army be after another ten years of war? It is clear enough to me that if we go on any longer, we shall be compelled to surrender. Would it not be better to come to some agreement with the enemy, while we have the opportunity? We have all received the gift of reason ”

“ I will not dwell on the sixteen remaining years of the Thirty Years' War. It is too horrible a picture to paint. The desolation and misery which overwhelmed Germany were most frightful and revolting. The war was carried on without system or genius. "Expeditions were undertaken apparently with no other view than to desolate hostile provinces, till in the end provisions and winter quarters formed the principal object of the summer campaigns." "Disease, famine, and want of discipline swept away whole armies before they had seen an enemy." ”

“ It is certain that, during the last fifty years, the period in which peace societies have been at work, armies have been growing steadily larger, the means of destruction have been multiplying, and wars have been as frequent and as bloody as ever before; and, what is worse, the popular heart goes into war as it has never done in past ages. ”

“ If the war lasts long, all that was good in the ideals of Germany, France, and England will have perished, as the ideals of Spartans and Athenians perished in the Peloponnesian War. All three races, with all that they have added to our civilisation, will have become exhausted, and victory, when it comes, will be as barren and as hopeless as defeat. ”

“ The twenty months that have just lapsed into history have done much to loosen the hold of some of the baleful insular prejudices which heretofore held sway over the minds of nearly all sections of the British nation. It may well be, therefore, that we are now better able to grasp the significance of the principal events of the war, and to seek it not in their immediate effects on the course of the struggle, but in the roots—still far from lifeless—whence they sprang. ”

“ Should we now seek to imagine the worst possible effects of a defeat, we shall find that they resemble, line for line, with the exception of imperialistic annexations, the same picture that presented itself as the irrefutable consequence of victory: the effects of war today are so far reaching, so deeply rooted, that its military outcome can alter but little in its final consequences. ”

“ It is difficult for any nation to shrink at once into insignificance, from the possession of unlimited power; it is impossible for France to maintain an inglorious peace.
2d, The spirit of the nation had become completely military. One year of peace cannot be supposed to have done away the effects of twelve years of victory.
3d, The general laxity of morals, and the habits of dissipation and idleness, which have followed from the revolution, and have been taught by the military, and especially by the disbanded soldiers, were favourable to him. ”

“ My Lord Mayor, from both points of view—that of our domestic interest as a kingdom and an empire, and of our settled attitude and policy in the counsels of Europe, a war such as this, which injures the one and frustrates the other, was and could only be regarded as among the worst of catastrophes—among the worst of catastrophes, but not the worst. ”

“ In February 1793, War was declared by Great Britain against the republic of France—and although war is a calamity that ought always to be regretted by friends of humanity, as thousands are undoubtedly thereby involved in misery ”

“ During these years we were all of us, Tories, Liberals., and Radicals, prepared to make war for what we deemed to be sufficient cause. We might debate angrily about the sufficiency of the cause., but we never denied that., if the cause was sufficient., war was the legitimate ultima ratio, and not merely for the defence of territory, but also for what were conceived to be the interests of the British Empire or the resentment of injuries to it. ”

“ I consider that either a serious weakening of England, France, and Italy, or a serious strengthening of Germany, would be a great misfortune for the civilisation of the world. I wish ardently to see the Germans expelled from France and Belgium, and led to feel that the war has been a misfortune for them as well as for the Allies. ”

“ When we reflect upon the uncertainty of the result of the late mission to France, and upon the uncommon nature, extent, and aspect, of the war now raging in Europe—which affects materially our relations with the powers at war, and which has changed the condition of their colonies in our neighborhood—we are of opinion, with you, that it would be neither wise nor safe to relax our measures of defence, or to lessen any of our preparations to repel aggression. ”

“ Yet Europe was tranquilly going its way when the Southern States were suffering pain and hardship worse than any that France and England have known. Paris and London were dining and smiling when Richmond was in flames.
War can be brought home to no community until its own sons are dying and risking death. In nothing are we so much the creatures of our surroundings as in war. ”
