“ The annual Trades Union Congress continued to meet, and to appoint its standing Parliamentary Committee. In short, though many individual Unions disappeared, and many others saw their balances absorbed and their membership reduced, the trials of 1879 proved that the Trade Union Movement was at last beyond all danger of destruction or collapse, and that the Trade Union organisation had become a permanent element in our social structure. ”

“ The Trades Union Congress repeatedly declared itself in favour of universal brotherhood among Trade Unionists, and the formation of a federal bond between the different societies. But the inherent differences between trade and trade, the numerous distinct types into which societies were divided, the wide divergences as to Trade Union policy which we have been describing, and, above all, the rivalry for members and employment between competing societies in the same industry, rendered any universal federation impossible. ”

“ It is unnecessary for us to argue whether this conception of the functions of law and government is or is not an adequate view of social development. The able and conscientious men who formed the Front Bench of the Trades Union Congress of 1876-85 had grown up without any alternative political theory, and had accordingly erected the objection to legislative interference or Governmental administration into an absolute dogma. ”

“ In these years of good trade every society had been rapidly increasing its membership. The miners, the agricultural labourers, and the textile operatives in particular had swarmed into organisation in a manner which recalls the rush of 1834. The Trades Union Congress at Sheffield, held just before the General Election of 1874, claimed to represent over 1,100,000 [Pg 287] organised workmen, including a quarter of a million of coal-miners, as many cotton operatives, and a hundred thousand agricultural labourers. ”

The Building Trades have lost their relative position in the Trade Union world to nearly as great an extent as the cotton operatives. Thirty years ago their representatives stood for 10 per cent of the Trades Union Congress, whereas to-day they probably do not represent 3 per cent of its membership. They have, for a whole generation, supplied no influential leader. ”

“ If the tariff adopted at the last session of Congress shall be found by experience to bear oppressively upon the interests of any one section of the Union, it ought to be, and I can not doubt will be, so modified as to alleviate its burden. To the voice of just complaint from any portion of their constituents the representatives of the States and of the people will never turn away their ears. ”

“ Without taking a vigorous part in promoting, enforcing, and resisting all sorts of legislation affecting education, sanitation, the Poor Law, the whole range of the Factories, Mines, Railways, and Merchant Shipping Acts, the Shop Hours, Truck, Industrial Arbitration and Conciliation, and now even the Trade Boards' Act, the Trade Union cannot properly fulfil its function of looking after the regulation of the conditions of employment ”

“ Rarely, if ever before, in the history of the country has there been a time when the proceeds of one day's labor or the product of one farmed acre would purchase so large an amount of those things that enter into the living of the masses of the people. I believe that a full test will develop the fact that the tariff act of the Fifty-first Congress is very favorable in its average effect upon the prices of articles entering into common use. ”

“ I would suggest to Congress the propriety of readjusting the tariff so as to increase the revenue, and at the same time decrease the number of articles upon which duties are levied. Those articles which enter into our manufactures and are not produced at home, it seems to me, should be entered free. Those articles of manufacture which we produce a constituent part of, but do not produce the whole, that part which we do not produce should enter free also. ”

“ If we fail to pass this agreement, we will embolden the purveyors of false populism in our hemisphere. So we must come together, pass this agreement, and show our neighbors in the region that democracy leads to a better life. (Applause.)
Trade brings better jobs and better choices and better prices. Yet for some Americans, trade can mean losing a job, and the federal government has a responsibility to help. (Applause.) I ask Congress to reauthorize and reform trade adjustment assistance, so we can help these displaced workers learn new skills and find new jobs. ”

“ The very acts of Congress imposing burdens on them, as consumers, give them the means, through the monopoly which it affords the manufacturers in the home market, not only of indemnifying themselves for the increased price on the imported articles, which they consume, but in a great measure of commanding the industry of the rest of the Union. The argument urged by them for the adoption of the system, and with much success is, that the price of property and products in the manufacturing states must be thereby increased, which clearly proves the beneficial operation of the system on them. ”

“ That the results of this legislation will be the quickening and enlargement of our manufacturing industries, larger and better markets for our breadstuffs and provisions both at home and abroad, more constant employment and better wages for our working people, and an increased supply of a safe currency for the transaction of business, I do not doubt. Some of these measures were enacted at so late a period that the beneficial effects upon commerce which were in the contemplation of Congress have as yet but partially manifested themselves. ”

“ United States membership in the Organization will evidence our continuing desire to cooperate in promoting an expanded trade among the free nations. Thus the Organization, as proposed, is admirably suited to our own interests and to those of like-minded nations in working for steady expansion of trade and closer economic cooperation. Being strictly an administrative entity, the Organization for Trade Cooperation cannot, of course, alter the control by Congress of the tariff, import, and customs policies of the United States. ”

“ If the Common Market should move toward protectionism and restrictionism, it would undermine its own basic principles. This Government means to use the authority conferred on it last year by the Congress to encourage trade expansion on both sides of the Atlantic and around the world. ”

“ The State Rights party then accused the Unionists of being in league with the northern manufacturers to prevent a tariflf reduction, and declared that if the present session of Congress failed to modify the tariff as the South demanded, and bloodshed and disunion followed, the Union party would be responsible. ”

“ Fair Trade " delegates were expelled, on it being proved that their expenses were not paid by the Trade Union organisations which they nominally represented. A renewed attack on the Congress of 1882 ended in the triumphant victory of the Parliamentary Committee, the complete exoneration of Broadhurst and his colleagues, and the final discomfiture of the " Fair Trade " delegates. ”

“ It is confidently believed that the balance of trade in favor of the United States will increase, not diminish, and that the pledge of Congress to resume specie payments in 1879 will be easily accomplished, even in the absence of much-desired further legislation on the subject. ”

“ So long as each section of workers believed in the intention of the governing class to protect their trade from the results of unrestricted competition no community of interest arose. It was a change of industrial policy on the part of the Government that brought all trades into line, and for the first time produced what can properly be called a Trade Union Movement. In order, therefore, to make this movement fully intelligible, we must now retrace our steps, and follow the political history of industry in the eighteenth century. ”

“ If our tariffs are to be made equitable, and not necessarily burden our imports and hinder our trade abroad, frequent adjustment will be necessary for years to come. Knowing the impossibility of modification by act of Congress for any one or a score of lines without involving a long array of schedules, I think we shall go a long ways toward stabilization, if there is recognition of the Tariff Commission's fitness to recommend urgent changes by proclamation. ”

“ Combinations of capital organized into trusts to control the conditions of trade among our citizens, to stifle competition, limit production, and determine the prices of products used and consumed by the people, are justly provoking public discussion, and should early claim the attention of the Congress.
The Industrial Commission, created by the act of the Congress of June 18, 1898, has been engaged in extended hearings upon the disputed questions involved in the subject of combinations in restraint of trade and competition. ”

“ We must help all American manufacturers hit hard by the present crisis — with loan guarantees and other incentives to increase American exports by nearly $2 billion.
I'd like to believe we can achieve a new consensus on trade based on these principles, and I ask the Congress again to join me in this common approach and to give the president the trade authority long used, and now overdue and necessary, to advance our prosperity in the 21st century. ”

“ No State in the Union is for free trade. Every free trader has an exception. These exceptions combined, control the tariff legislation of this country, and if the Democrats were in power to-day, with the control of the House and Senate and Executive, the exceptions would combine and protect protection. As long as the Federal Government collects taxes or revenue on imports, just so long these revenues will be arranged to protect home manufactures. ”

“ The deliberate refusal of the Trade Union leaders to discuss internal problems in public Congress under such circumstances was not surprising. Most men in their position would have hesitated to let the world know that the apparent solidarity of Trade Unionism covered jealous disputes on technical questions, and fundamental differences as to policy. They easily persuaded themselves that a yearly meeting of shifting delegates was fitted neither to debate technical questions nor to serve as a tribunal of appeal. ”

“ To seize that initiative, I shall shortly send to the Congress a new five-year Trade Expansion Action, far-reaching in scope but designed with great care to make certain that its benefits to our people far outweigh any risks. The bill will permit the gradual elimination of tariffs here in the United States and in the Common Market on those items in which we together supply 80 percent of the world’s trade—mostly items in which our own ability to compete is demonstrated by the fact that we sell abroad, in these items, substantially more than we import. ”

“ Its official organ, the National Laborer, declared that "the Trades' Union never will be political because its members have learned from experience that the introduction of politics into their societies has thwarted every effort to ameliorate their conditions." ”

“ It has secured an abundant revenue and been productive of an abounding prosperity. Under it the country has had a very large export and import trade. A constant revision of the tariff by the Congress is disturbing and harmful. The present law contains an elastic provision authorizing the President to increase or decrease present schedules not in excess of 50 per centum to meet the difference in cost of production at home and abroad. ”

“ I do not doubt that the exigencies of the Government do require an increase of the tariff of duties above 20 per cent, and I as little doubt that Congress may, above as well as below that rate, so discriminate as to give incidental protection to manufacturing industry, thus to make the burdens which it is compelled to impose upon the people for the purposes of Government productive of a double benefit. ”

“ The Trade Union Congress could claim to represent less than 10 per cent of the wage-earners of the country. Many of the old societies were already shrinking up into insignificant minorities of superior workmen, intent mainly on securing their sick and superannuation benefits. Any definite exclusion of wider ideals might easily have reduced the whole Trade Union organisation to nothing more than a somewhat stagnant department of the Friendly Society movement. ”

“ We must also increase economic security for American workers through expanded trade. For over a year now, the United States Congress has debated trade promotion authority. This week, I met with members of the House and Senate to urge them to resolve their differences and approve a bill. If Congress waits, less markets will be open to American goods, and less jobs will be created for American workers. ”

“ When the tariff bill of 1829 was before the senate, he made an elaborate and powerful speech in which he asserted that congress had not the constitutional power to impose duties on imports for the purpose of protecting domestic manufactures. ”

“ We want to work with Congress on a competitiveness package that will complement these efforts. For Congress to place severe restrictions on international trade with tariffs and barriers and to limit my ability to utilize our trade laws when necessary, would damage our own prosperity and that of virtually the entire world. I urge Congress to bear this in mind. As major trade legislation comes to the floor, the United States is already becoming more competitive. Now, it's up to Congress to show that it understands economic reality. ”

“ Good jobs depend on expanded trade. Selling into new markets creates new jobs, so I ask Congress to finally approve trade promotion authority. ”

“ When last winter, during the short session of the late Congress, the Committee of Ways and Means of the House invited manufacturers and others interested in productive industries to appear in Washington for a hearing, they ought to have known that such an invitation was equivalent to the opening before the whole country of a big grab-bag into which every one desiring to get an advantage through tariff legislation would be at liberty to thrust his hands. ”
