Congress at its last session appropriated $50,000 to enable the secretary of agriculture “to acquire and to diffuse among the people of the United States useful information on subjects connected with the marketing and distributing of farm products.”
Marketing, however, is only one aspect of the problem of rural organization. The General Education Board, which for several years has co-operated with the Department of Agriculture in the support of its farm demonstration work, has expressed a willingness to extend its co-operation with the department in this problem of Rural Organization Service.

The purpose of the Act is 'to establish and maintain such orderly marketing conditions for agricultural commodities in interstate commerce as will establish prices to farmers at a level that will give agricultural commodities a purchasing power with respect to articles that farmers buy, equivalent to the purchasing power of agricultural commodities in the base period.' To accomplish this, the Secretary of Agriculture is directed to issue orders, whenever he has reason to believe the issuance of an order will tend to effectuate the declared policy of the act.
