“ Conforming Amendments.— Subsection (l) of section 168 is amended— (1) by striking ``cellulosic biomass ethanol'' each place it appears and inserting ``cellulosic biofuel'', (2) by striking ``Cellulosic Biomass Ethanol'' in the heading of such subsection and inserting ``Cellulosic Biofuel'', and (3) by striking ``cellulosic biomass ethanol'' in the heading of paragraph (2) thereof and inserting ``cellulosic biofuel''. ”

“ Factors- In conducting the study, the Secretary shall consider-- (1) the energy intensity of various biofuel blends compared to diesel fuel; (2) environmental and energy effects of using various biofuel blends compared to diesel fuel, including emission effects; (3) the cost of purchasing biofuel blends; (4) whether sufficient biofuel is readily available; (5) any public benefits derived from the use of such fuels; and (6) the effect of biofuel use on locomotive and other vehicle performance and warranty specifications. ”

“ Leading edge biofuel projects that will use technologies performing at the pilot or demonstration scale that the Secretary determines are likely to become commercial technologies and will produce transportation fuels that substantially reduce life-cycle greenhouse gas emissions compared to other transportation fuels. ”

“ Every scientific study in the world could sing the praises of biofuels, but you might still be hard-pressed to find an investor willing to take the risk on a cellulosic ethanol plant or a brand-name petroleum company willing to build an E85 fueling station. ”

“ Now it's not enough to only build cars that use less oil - we also have to start moving away from that dirty, dwindling fossil fuel altogether. That's why my second proposal will create a market for clean-burning, home-grown biofuels like ethanol that can replace the oil we use and begin to slow the damage caused by global climate change. ”

“ The potential for biofuels in this country is vast. Farmers who grow them know that. Entrepreneurs and fueling station owners who want to sell them know that. Scientists and environmentalists who study the atmosphere know it too. ”

“ It is essential to address the challenges and opportunities posed by biofuels, in view of the world’s food security, energy and sustainable development needs. We are convinced that in-depth studies are necessary to ensure that production and use of biofuels is sustainable in accordance with the three pillars of sustainable development and takes into account the need to achieve and maintain global food security. ”

“ For any calendar year in which the Administrator makes a reduction under this subparagraph, the Administrator may also reduce the applicable volume of renewable fuel and advanced biofuels requirement established under paragraph (2) (B) by the same or a lesser volume. ”

“ Federal and State laws and incentives related to renewable fuel production and use; (5) renewable fuel research and development advancements; (6) renewable fuel development and biorefinery processes and technologies; (7) renewable fuel resources, including information on programs and incentives for renewable fuels; (8) renewable fuel producers; (9) renewable fuel users; and (10) potential renewable fuel users. (b) Administration— In administering the biofuels and biorefinery information center, the Secretary shall— (1) continually update information provided by the center ”

“ I also support biodiesel fuel, which can, which can substitute for regular diesel in cars, trucks, buses and farm equipment. Last year I went out to see a biodiesel refinery in Virginia that's making clean-burning fuel from soybean oil. And it was a really interesting process to watch. I don't know if you know this or not, but they're able to use waste products like recycled cooking grease to manufacture biodiesel. In other words, research and development has lead to new alternative sources of energy like biodiesel. ”

“ You're beginning to see a new industry evolve. And as more Americans choose biodiesel over petroleum fuel, they can be proud in knowing they're helping to make this country less dependent on foreign oil.
Another important alternative fuel is ethanol. Ethanol comes from corn, and it can be mixed with gasoline to produce a clean, efficient fuel. In low concentrations, ethanol can be used in any vehicle. And with minor modifications, vehicles can run on fuel blend that includes 85 percent ethanol and only 15 percent gasoline. ”

“ I'm confident the United States can meet those goals, and I know we must, for the sake of economic security, national security, and for the sake of being good stewards of the environment.
Biodiesel is the most promising of these fuels. Biodiesel refineries can produce fuel from soybeans, and vegetable oils, and recycled cooking grease, from waste materials. All you out there with waste, you may be in business before you know it as this new technology kicks in. Most Americans -- or, more Americans are beginning to realize the benefits of biodiesel every year. ”

“ Like biodiesel, ethanol helps communities to meet clean air standards, farmers to find new markets for their products, and America to replace foreign crude oil with a renewable source grown right here in the nation's heartland. Together, ethanol and biodiesel present a tremendous opportunity to diversify our supply of fuel for cars and buses and trucks and heavy-duty vehicles. ”

“ Our clean diesel rules will reduce air pollution from diesel engines by about 90 percent, and reduce the sulfur content of diesel fuel by more than 95 percent.
Today I saw a diesel-powered truck that can get up to 30 percent better fuel economy than gasoline-powered vehicles, without the harmful emissions of past diesels. I mean, the fellow got in the truck and cranked it up, and another man got on the ladder, and he put the white handkerchief by the emissions port, and the white handkerchief remained white. In other words, technology is changing the world. Our engines are becoming cleaner. ”

“ BIOMASS-BASED DIESEL AND BIODIESEL BLENDS— The terms 'biomass-based diesel blend' and 'biodiesel blend' means a blend of 'biomass-based diesel' or 'biodiesel' fuel that is blended with petroleum-based diesel fuel. ”

“ Biodiesel is one of our nation's most promising alternative fuel sources. And by developing biodiesel, you're making this country less dependent on foreign sources of oil. As my friend, George Allen said, that's the reason I have come. I want to talk about the need for this country to have a comprehensive energy strategy. ”

“ More Americans are realizing the benefits of biodiesel every year. In 1999, biodiesel producers sold about 500,000 gallons of fuel for the year. Last year, biodiesel sales totaled 30 million gallons. That's a sixtyfold increase in five years. More than 500 operators of major vehicle fleets now use biodiesel, including the Department of Defense and the National Park Service and James Madison University. The County of Arlington, Virginia, has converted its fleet of school buses to biodiesel. And Harrisonburg is using biodiesel in its city transit buses. ”

“ Retrofit Technologies for the Development of Ethanol From Cellulosic Materials— The Secretary shall establish a program of research, development, demonstration, and commercial application on technologies and processes to enable biorefineries that exclusively use corn grain or corn starch as a feedstock to produce ethanol to be retrofitted to accept a range of biomass, including lignocellulosic feedstocks.'. ”

“ This coalition also knows that corn-based ethanol is only the beginning. If we truly want to harness the power of these fuels and the promise of this market, we can and must generate more cellulosic ethanol from agricultural products like corn stocks, switch grass and other crops our farmers grow.
Already, there are hundreds of fueling stations that use a blend of ethanol and gasoline known as E85, and there are millions of cars on the road with the flexible-fuel tanks necessary to use this fuel - including my own. ”

“ Biodiesel is readily used by vehicles with diesel engines. In 2005, about 75 million gallons of biodiesel were produced, tripling the 25 million gallons produced in 2004.
What are current levels of gasoline and diesel consumption? In 2004, the United States consumed about 140 billion gallons of gasoline, more than any other country. Consumption averages about 380 million gallons of gasoline per day in 2004 and is reaching 400 million gallons per day in 2006. The 3.4 billion gallons of ethanol produced in 2004 represent about 2% of gasoline consumption. ”

“ These alternative fuels-such as ethanol, methanol, natural gas, propane, electricity, and biodiesel-can make significant contributions to our energy security and environmental quality. By increasing the use of alternative fuel vehicles (AFVs) , we can reduce our demand for imported oil, create new products, jobs, and businesses, and improve air quality by dramatically reducing carbon dioxide emissions as well as the hydrocarbons, nitrogen oxides, and particulate matter that are such major contributors to urban air pollution. ”

“ Biodiesel is a biologically derived diesel fuel substitute created by chemically reacting vegetable oils or animal fats with alcohol. Most biodiesel in the United States comes from soybean oil or restaurant greases. ”

“ I appreciate the folks here at Virginia BioDiesel for showing me around. You know, I love the innovative spirit of our entrepreneurs in this country. And the folks here have got incredible vision and they're willing to take risk to innovate. What I think is interesting is they have combined farming and modern science, and by doing so, you're using one of the world's oldest industries to power some of the world's newest technologies. After all, they're taking soybeans and converting it to fuel and putting it into brand-new Caterpillar engines. ”

“ By expanding our use of renewable and alternative fuels like ethanol, we can become less dependent on oil, and confront the serious challenge of climate change.
To increase the supply of alternative fuels, I've asked Congress to join me in setting a mandatory fuel standard to require 35 billion gallons of renewable and alternative fuels in 2017 -- nearly five times the current target. ”

“ We will also fund additional research in cutting-edge methods of producing ethanol, not just from corn but from wood chips, stalks, or switch grass. Our goal is to make this new kind of ethanol practical and competitive within six years. Breakthroughs on this and other new technologies will help us reach another great goal: to replace more than 75 percent of our oil imports from the Middle East by 2025. By applying the talent and technology of America, this country can dramatically improve our environment ... move beyond a petroleum-based economy ... ”

“ Combined with a small portion of ligneous matter, it constitutes a fuel of greater evaporating power than coal, and, when pulverized and scattered over growing potato-plants or other vegetables, it prevents their destruction by insects or blight, and acts also as a fertiliser of the soil. Essential and viscid oils are obtained by various well-known processes from bituminous substances, but from none in such abundance and possessing such valuable properties as the oils extracted from the bitumen of the lake of Trinidad, as well as from the petroleum of springs still in activity. ”

“ Ethanol is a versatile fuel and the benefits are — the benefits are easy to recognize when you think about it. One, the use of ethanol in our automobiles is good for the agricultural sector. I'm one of these people who believes when the agricultural sector is strong, America is strong. The way I like to put it, it would be a good thing when a President can sit there and say, gosh, we've got a lot of corn, and it means we're less dependent on foreign sources of oil. ”

“ Beginning in 2010, we will require petroleum makers to reduce the carbon content of their fuel mix one percent per year by selling more clean, alternative fuels in its place. This proposal will spur greater production and availability of renewable fuels like cellulosic ethanol and biodiesel, and it will even create an incentive for the production of more flexible-fuel and plug-in hybrid vehicles that can use these clean fuels or charge up with renewable electricity. ”

“ By far the most promising site for oil in America is the Arctic National Wildlife Refuge in Alaska. I want you all to hear the facts about what we're talking about. Technology now makes it possible to reach the oil reserves in ANWR by drilling on just 2,000 acres of the 19 million acres. Technology has advanced to the point where you can take a small portion — 2,000 acres — of this vast track of land and explore for oil in an environmentally sensitive way. ”

“ Most vehicles can use 10 percent ethanol in their automobiles.
What's interesting that Americans don't realize, with a little bit of expenditure, we can convert a — kind of the standard automobile to what's called a flex-fuel automobile. And that flex-fuel vehicle can use ethanol that is — or fuel that is 85 percent ethanol. It's amazing, isn't it? Without much cost, your automobile can be converted to be able to burn fuel with 85 percent ethanol, or a product made from corn grown right here in America. ”

“ We may obtain oil from such material, but it is utterly different from any kind of mineral oil, while, on the other hand, by distilling natural bituminous shales, or cannel coal, or peat, we obtain a crude oil almost identical with natural petroleum, and the little difference between the two is perfectly accounted for by the greater rapidity of our methods of distillation as compared with the slow natural process. We may go on approximating more and more nearly to the natural petroleum by distilling more and more slowly. ”

“ In the latter condition—the hydrocarbons—hydrogen is protected from the all-devourer, oxygen, and enters into innumerable uses. As the inflammable ingredient of wood, of bituminous coal, of petroleum and other vegetable and animal oils, we have it sealed up by Providence, as it were, for a temporary and portable fuel, pending the full development of man's proper authority over the elements—temporary, for it has long been a source of anxiety to economists that the resources of forests and coal-fields are so finite and their prospect of exhaustion so definite. ”
