“ Article 41
⁠A lawyer who once served as a judge or prosecutor shall not act as agent ad litem or defender within two years after leaving his post in a people's court or people's prosecutorate.
Article 42
⁠Lawyers and law firms shall, in accordance with State regulations, perform the obligation of legal aid, provide the recipients with standard legal services, and protect their lawful rights and interests. ”

“ Every Federal agency shall assist in the service of legal process in civil actions pursuant to orders of courts of States to establish paternity and establish or enforce a support obligation by making Federal employees and members of the Uniformed Services stationed outside the United States available for the service of process. ”

“ Provided, That no part of the fund hereby appropriated, shall be applied unless in addition to the certificates now required by law, the clerk of the said court shall certify in his official capacity, that the services have been rendered, and the supplies furnished for, and used by the court, and that the charges therefor were legal and proper. ”

“ General Aspects.—The provisions of the Statuto respecting the administration of justice are brief and general. Justice, it is declared, emanates from the king and is administered in his name by the judges whom he appoints. These judges, after three years of service, are irremovable. Proceedings of courts in civil cases and hearings in criminal cases are required to be public. No one may be withdrawn from his ordinary legal jurisdiction; and no modification may be introduced in respect to courts, tribunals, or judges, save by law. ”

“ Administrative courts exist for the application of administrative law, and administrative law may be defined in brief as that body of legal principles by which are determined the status and liabilities of public officials, the rights and liabilities of private individuals in their dealings with the official representatives of the state, and the procedure by which these rights and liabilities may be enforced. ”

“ The people's courts heard administrative proceedings pursuant to law, effectively protected legitimate rights and interests of the citizens, legal persons and other organizations, and promoted administrative departments in exercising their functions and powers in accordance with law. ”

“ The treasurer and the auditor (and also the secretary of state when he handles State funds) give heavy bonds for the faithful performance of their duties.
ATTORNEY-GENERAL.--The attorney-general is a lawyer who acts as attorney for the State in law cases to which the State is a party. His duties pertain chiefly to the higher courts of the State. He is the legal adviser of the State officers, and, when requested by them, gives opinions upon points of law.
He prosecutes persons who are indebted to the State, and assists in bringing to justice those charged with crime. ”

“ Uniformity and consistency in the regulation of business entrusted to a particular agency are secured, and the limited functions of review by the judiciary are more rationally exercised, by preliminary resort for ascertaining and interpreting the circumstances underlying legal issues to agencies that are better equipped than courts by specialization, by insight gained through experience, and by more flexible procedure. ”

“ Courts of record and of general jurisdiction, are vested with exclusive power to regulate the conduct of their own officers, and in this respect their decisions are put on the same footing with that numerous class of cases, which is wisely confided to the legal discretion and judgment of the court, having jurisdiction over the subject-matter. ”

“ But, in the first place, it must be remembered that the judges are selected from the ranks of the profession, and that in the long run their views upon the importance of constitutional law, and their sense of the great responsibility of their position, must be derived mainly from the profession in which they were bred. Every lawyer may become engaged in suits turning upon points of constitutional law. ”

“ Legal assistance shall be provided by legal professionals, as an independent and autonomous service, and legal assistance offices established in the units of local self-government in accordance with the law. ”

“ Whenever the head of a department or bureau gives the attorney general due notice that the interests of the United States require the service of counsel upon the examination of witnesses touching any claim, or upon the legal investigation of any claim, pending in such department or bureau, the attorney general shall provide for such service. ”

“ The Organic Act of the Judicial Power shall make provision for the setting up, operation and internal administration of courts and tribunals as well as for the legal status of professional judges and magistrates, who shall form a single body, and of the staff serving in the administration of justice. ”

“ All Federal agencies should develop appropriate programs to encourage and facilitate pro bono legal and other volunteer service by government employees to be performed on their own time, including attorneys, as permitted by statute, regulation, or other rule or guideline. ”

“ Lawyers' associations shall include in their annual assessments the performance of legal aid obligations by law firms and lawyers, and shall, in accordance with the relevant regulations, sanction the law firms and lawyers who refuse to perform or delay in performing legal aid obligations. ”

“ And be it further enacted, That there shall be appointed, in the said district, a person learned in the law, to act as attorney for the United States, who shall, in addition to his stated fees, be paid, by the United States, two hundred dollars, as a full compensation for all extra services. ”

“ Men and women are assisted in obtaining employment and receive medical and legal aid. There is also a species of tribunal for settling petty disputes in cases where the parties interested object to applying to the ordinary courts. ”

“ It is believed that no civilized nation of modern times has been without a class of men intimately connected with the courts, and with the administration of justice, called variously attorneys, counsellors, solicitors, proctors, and other terms of similar import. ”

“ Judicial review of agency action. 'Except so far as (1) statutes preclude judicial review or (2) agency action is by law committed to agency discretion.
' (a) Right of review.
'Any person suffering legal wrong because of any agency action, or adversely affected or aggrieved by such action within the meaning of any relevant statute, shall be entitled to judicial review thereof. ”

“ In the English courts, when it is made to appear that property of the government ought, in justice, to contribute to a general average, or to salvage, it seems to be the usual course of proceeding for the proper officer of the government to consent in court that it may take jurisdiction of the matter. ”

Canons 28, 35, 47. The statutes respectively set the qualifications for the practice of law in the State and provide for injunctions against 'running, capping, soliciting and maintenance.' Authorities everywhere support that proposition ”

“ The citizens and subjects of both parties shall be allowed to employ such advocates, solicitors, notaries, agents and factors as they may judge proper in all their affairs and in all their trials at law in which they may be concerned before the tribunals of the other party, and such agents shall have free access to be present at the proceedings in such cases and at the taking of all examinations and evidence which may be exhibited in the said trials. ”
