“ The Postal Service shall serve as nearly as practicable the entire population of the United States.
(b) It shall be the responsibility of the Postal Service—
(1) to maintain an efficient system of collection, sorting, and delivery of the mail nationwide;
(2) to provide types of mail service to meet the needs of different categories of mail and mail users ”

“ Section 3891 is as follow: 'Any person employed in any department of the postal service who shall unlawfully detain, delay, or open any letter, packet, bag, or mail of letters intrusted to him, or which has come into his possession, and which was intended to be conveyed by mail, or carried or delivered by any mail carrier, mail messenger, route agent, letter carrier, or other person employed in any department of the postal service, or forwarded through or delivered from any post-office or branch post-office established by authority of the postmaster general ”

“ The introduction of the parcel post as a great common carrier is an added feature in connection with this subject. The fourth-class postmaster receives much more mail than he sends out. This inequality which affects his pay can be largely corrected if the postmasters in cities would adopt some practical measures towards stimulating orders from city patrons for farm produce which could be shipped by mail. ”

“ The report of the Postmaster-General exhibits the continual growth and the high state of efficiency of the postal service. The operations of no Department of the Government, perhaps, represent with greater exactness the increase in the population and the business of the country. In 1860 the postal receipts were $8,518,067.40; in 1880 the receipts were $33,315,479.34. All the inhabitants of the country are directly and personally interested in having proper mail facilities, and naturally watch the Post-Office very closely. ”

“ Prior to the late sixties the railroads simply transported the mails, which were delivered at the post offices and there distributed. Accordingly, 'weight' as the basis of compensation was at the time of its adoption and long thereafter entirely adequate.
"For a few years, however, prior to 1873 the distribution of the mails in transitu had been practiced to a sufficient extent to satisfy the Post Office Department and Congress that it was a desirable innovation and a branch of the postal service that should be very much enlarged. ”

“ Any person, when engaged in carrying mail under contract with the Postal Service, or employed by the Postal Service, is deemed a carrier or person entrusted with the mail and having custody thereof, within the meaning of sections 1701, 1708, and 2114 of title 18. ”

“ The third is where a letter or parcel is addressed to a patron at a post office giving the route number and the number of the patron’s box. The fourth system is where mail is addressed to the patron at an office giving the section and township where the patron lives. This latter system is used by the railroads relative to freight and express matter and definitely locates a person in any part of the United States. The addition of the rural route number and box makes the most complete designation possible. ”

“ A great deal of loss and inconvenience could be avoided, and much labor and expense saved for the postal service, if every one would see that every piece of mail sent out is properly addressed and stamped, and has a return address in the upper left-hand corner. ”

“ In selecting modes of transportation, the Postal Service shall give highest consideration to the prompt and economical delivery of all mail. Modern methods of transporting mail by containerization and programs designed to achieve overnight transportation to the destination of important letter mail to all parts of the Nation shall be a primary goal of postal operations. ”

“ The mailbox systems automatically add your name (i.e., the sender's return email address) , the creation date, and forward it to the recipient. If the recipient's mailbox is on another system, the message is routed through one or several networks to reach its destination. Several email services offer forwarding to fax, telex or ordinary postal service delivery. Some offer forwarding to paging services. When new mail arrives in your mailbox, messages with text like 'MAIL from [email protected]' will be displayed on your beeper's small screen. Soon, you can send electronic mail to anyone. ”

“ At places where railroad companies are required to take the mails from and deliver them into post offices or postal stations or to transfer them to connecting railroads, the persons employed to perform such service are agents of the companies and not employees of the postal service, and need not be sworn ”

“ No ship or vessel arriving at any port in the United States shall make entry or break bulk until the mails are delivered to the postmaster by the master of such ship or vessel. Penalty was $100. Act of 1825.
Section 1, Act of March 2, 1847, permitted deputy postmasters whose compensation for last preceding year did not exceed $200 to send letters written by himself, and to receive through the mail written communications addressed to himself in his private business which shall not exceed 1⁄2 ounce, free of postage. ”

“ INADEQUATE LIFT SPACE- The Postal Service may enter into contracts to transport mail by air in foreign air transportation with a certificated air carrier or a foreign air carrier without complying with the requirements of paragraphs (b) (1) and (2) if-- ` (A) emergency or unanticipated conditions exist that make it impractical for the Postal Service to comply with such requirements ”

“ The habit of purchasing by mail is rapidly assuming enormous proportions in this country, and the custom has been catered to, in such a manner, that the ranchman on the plains may wear a latest style metropolitan custom-made suit, while his daughters may equip herself a la Fifth Avenue—all by inspection of a catalogue, a postal money order and a letter. ”

“ Some people, indeed, recognising the absurdity of calling a decrepit old man a “postboy,” preferred to give him the title of “mailman,” by which name a postal servant who got drunk and delayed the Bath mail in 1770 is styled in a contemporary newspaper, which says, “The mail did not arrive so soon by several hours as usual on Monday, owing to the mailman getting a little intoxicated on his way between Newbury and Marlborough and falling from his horse into a hedge, where he was found asleep by means of his dog.” ”

“ Well, after ten days John Dolittle got what is called the Domestic Mails in pretty good shape. Domestic mails are those that carry letters from one part of a country to another part of the same country, or from one part of a city to another. The mails that carry letters outside the country to foreign lands are called Foreign Mails. To have a regular and good service of foreign mails in the Fantippo post office the Doctor found a hard problem, because the mail ships which could carry letters abroad did not come very often to this port. ”

“ The Post Office Department requires the railroad company to take the mail from the post office wherever the office is within 80 rods of the depot, and the company has an agent, and in many cases to perform the terminal service regardless of the distance between the post office and the station. ”

“ No dignity is perfect which does not at some point ally itself with the mysterious. The connexion of the mail with the state and the executive government—a connexion obvious, but yet not strictly defined—gave to the whole mail establishment an official grandeur which did us service on the roads, and invested us with seasonable terrors. ”

“ A post master will suffer no person whatever, except his duly sworn assistants, or clerks and letter carriers, who may also have been sworn, to have access to the letters, newspapers, and packets in his office, or whatever constitutes a part of the mail, or to the mail locks or keys. ”

“ It will be a very pleasant thing to be able to post letters without going off our own doorsteps, but this is only half of the comfort which the new box is going to be to us.
In each post-box will be a special envelope containing blanks, on which the householder can order one and two cent stamps and postal-cards, putting the money to pay for them into the envelope with his order.
The postman collects this envelope with the regular mail, and hands it to a special clerk, who takes out the money, fills the order, and drops the envelope in the mail for the postman to deliver on his next round. ”

“ The New York Post-office
Conceive, if you can, an organization that is incessantly and perpetually going at top speed; that knows not a moment of rest the year round, or generation after generation; which never sleeps, nor pauses, nor hesitates; that disposes each day of a mountain of 14,300,000 pieces of ordinary mail, or more than any other office in the world; that does a parcel-post business that makes the business of the express companies seem small in comparison; that handles in excess of 41,500,000 pieces of registered mail each year ”

“ Well, the Postoffice Department employs a large force—a vast army of men, and some women, I believe. Counting the employes in its legal, purchasing and inspection divisions with the postmasters, assistant postmasters, railway and office clerks, city and rural carriers, messengers, etc., there must be somewhere around 330,000 people employed in our federal postal service. ”

“ And in case the Postmaster General shall not be able to conclude a contract for carrying the mail on any of such railroad routes, at a compensation not exceeding the aforesaid maximum rates, or for what he may deem a reasonable and fair compensation for the service to be performed, it shall be lawful for him to separate the letter mail from the residue of the mail, and to contract, either with or without advertising, for conveying the letter mail over such route, by horse express or otherwise, at the greatest speed that can reasonably be obtained ”

“ It is estimated that the delivery division effects the delivery daily through the carriers assigned to the general office and to the various stations of approximately 5,000,000 letters, cards, and circulars, 800,000 papers, periodicals, and pieces of printed matter and small parcel-post packages, and 65,000 bulky parcel-post packages, or, in all, close to 6,000,000 pieces of mail of all classes. ”

“ EARLY BRISTOL POST MARKS.
The mail services in the rural districts are not free from danger. The pitcher may have been carried to the fountain year after year without mishap, but it not infrequently becomes broken at last. In like manner the contractor for the Portishead, Clevedon, and Yatton mail cart service, after having driven over this route with immunity from accident for forty years, yet came to grief in the last week of his connection with His Majesty's mails, January, 1902. ”

“ This system, which was suggested by the celebrated Rowland Hill, originated at a period in English postal history when the requirements of trade and commerce demanded a revisal of the code. Perhaps no man was better qualified for the purpose than was Mr. Hill. In 1839 railroad post-offices were in use for mail-bags. Each railway company provided a car, when desired to do so by the postmaster-general, for the exclusive use of the mails. These cars were fitted up with boxes to facilitate the distribution and reception of the mails. ”

“ He has to cast the unpaid postage and enter the correct account on the letter bill; take charge of registered letter bags and loose registered letters, and advise them on the letter bill; see to the correct labelling, tying, and sealing of the mail bags he makes up; check the despatch of mails on the bag list; dispose of his letters by a given time, the hours of the despatch of mails being fixed. In consequence, he often has to work under great pressure in order to finish in time. The postal clerk has to surcharge unpaid and insufficiently prepaid correspondence ”

“ The classified [Pg 47] or carrier stations are practically complete post-offices, so far as the public is concerned, affording full facilities for the sale of stamps, money-orders, postal savings, registration of mail, acceptance of parcel post, the distribution of mail, etc., and for the delivery and collection of mail by carriers. The financial stations afford all the conveniences mentioned for the benefit of the public, except that they do not make delivery of mail nor effect its distribution. ”

“ In nothing perhaps will the advantages now offered by the Post-office, in connection with the packet service, be more appreciated by the public than in the reduced rates of postage. The following table shows the initial rates for letters to several places abroad in 1829 and in 1884: [81] —
If we were asked to point out a mail-packet of the present day as fulfilling all modern requirements in regard to the packet service, and showing a model of equipment in the vessels as well as order in their management, we would not hesitate to name the mail-steamers plying between Holyhead and Kingstown. ”

“ If you are doing a large mailing don’t neglect to make it a part of your duties to step in and watch the operations of your mailing clerks frequently. An employe sometimes forgets postal rates and wastes a great deal of money. We know an advertiser whose clerk sent out six thousand packages with four cents postage on each when the packages, consisting of printing matter, could have traveled at two cents. Most of the successful mail order advertisers keep their eyes on such details and they save money thereby. ”
