Military use

“ Large numbers of untrained men, without organization to embody them in, add little to actual military strength.
Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ All the appliances of science, industry, and art are brought into use to make it the best army the world ever saw.
It is the business of the government to bring the materials together, and the business of the generals to organize it into brigades, divisions, and corps,—to determine the number of cavalry and batteries of artillery, to place weak materials in their proper places, and the strongest where they will be most needed. ”

“ Base of Operations.—In military language represents the original line on which an offensive army forms, whether it be the frontier of a country, river, or safe position, whence it takes the field to invade an enemy’s country. ”

“ Abroad, they consist in alliances and security not to be disturbed in the meditated expedition, foreign levies, and the buying up of warlike ammunition, as well to increase our own stores as to prevent the enemy from getting them.
The precautions at home, consist in providing for the security of our distant frontiers, levying new troops, or augmenting the old ones, with as little noise as possible; furnishing your magazines with ammunition; constructing carriages for artillery and provisions; buying up horses, which should be done as much as possible among your neighbors ”

“ Then, again, on entering on a foreign expedition, we have at once to undertake a most difficult operation in the rapid embarkation [Pg 250] of men, horses, guns, munitions, engineer, medical and commissariat stores; so that from every point of view a strong administration is required, and one in which the unrivalled experience of our officers should be fully utilised and trusted. ”

“ The objective being determined upon, the army will move toward it by one or two lines of operations, care being taken to conform to the fundamental principle laid down, and to avoid double lines, unless the character of the theater of war makes it necessary to use them, or the enemy is very inferior either in the number or the quality of his troops. ”

“ Force for defense vs. force for aggression.
The problem of the League of Peace is actually the problem of the use of force. Force internationally expressed is measured in armaments. The chief discussion which has been waged for the past decade between the pacifists and militarists has been over the question of armaments. The militarists claim that armaments insure national safety. The pacifists declare they inevitably lead to war. ”
