The American plutocrats—those who by force of their wealth share in the direction of public policy—must carry on. They have no choice. If they are to continue as plutocrats, they must continue to rule. If they continue to rule, they must shoulder the duties of rulership. They may not relish the responsibility which their economic position has thrust upon them any more than the sojourners in Newfoundland relish the savage winters. ”

“ The monarchy is there for all men to see, and some day it will be done away with. We are supposedly a democracy, and our superstructure is plutocratic. Our people feel the burden, but they have not yet discovered what the burden is.”
“And when they do?” I asked, a little defiantly.
“When they do,” replied Krebs, “they will set about making the plutocrats happy. Now plutocrats are discontented, and never satisfied; the more they get, the more they want, the more they are troubled by what other people have.” ”

“ Surely it is not a new thing to us to learn that men are greedy and covetous, and that they will be selfish and tyrannical if they dare. The plutocrats are simply trying to do what the generals, nobles, and priests have done in the past—get the power of the State into their hands, so as to bend the rights of others to their own advantage ”

“ Our plutocrats have become ashamed of their country—probably because it permits them to practice a brutal predacity —and now cultivate foreign customs, ape foreign fashions, and purchase as husbands for their daughters the upper- servants of European potentates—people who earned their titles of nobility by chronic boot-licking or sacrificing their female relatives to the god of infamy. ”

“ While plutocracy has been potent in the development of resources of the earth and in sharpening the human mind in certain directions, it is evident that many lines of human development are impossible under a plutocratic regime. ”

“ Do not be deceived by the outside appearance of order in our plutocratic society. It fares with it as it does with the older forms of war, that there is an outside look of quiet wonderful order about it; how neat and comforting the steady march of the regiment; how quiet and respectable the sergeants look; how clean the polished cannon; neat as a new pin are the storehouses of murder; the books of adjutant and sergeant as innocent-looking as may be; nay, the very orders for destruction and plunder are given with a quiet precision which seems the very token of a good conscience; ”

“ And if the Plutocracy gets you first, why it's only a matter of time when the Proletariat gets the Plutocracy.
"Even your present wealth is not a true measure of your power. The strength of your wealth at this moment is only an empty shell. That is why you are crying out your feeble little battle-cry, 'Return to the ways of our fathers.' You are aware of your impotency. You know that your strength is an empty shell. ”

“ For the state, which before had no firm basis to stand upon, but leaned one while towards an absolute monarchy, when the kings had the upper hand, and another while towards a pure democracy, when the people had the better, found in this establishment of the senate a central weight, like ballast in a ship, which always kept things in a just equilibrium; the twenty-eight always adhering to the kings so far as to resist democracy, and, on the other hand, supporting the people against the establishment of absolute monarchy. ”

“ Their usurping tyrant he would then no longer be, but their lawful king. For fear and force, a great navy and standing army of ten thousand hired barbarians are not, as his father had said, the adamantine chains which secure the regal power, but the love, zeal, and affection inspired by clemency and justice; which, though they seem more pliant than the stiff and hard bonds of severity, are nevertheless the strongest and most durable ties to sustain a lasting government. ”

“ The danger at hand at last awakened their judgments into a resolution to choose a dictator, who, by the sovereign authority of his office, and by his personal wisdom and courage, might be able to manage the public affairs. Their choice unanimously fell upon Fabius, whose character seemed equal to the greatness of the office; whose age was so far advanced as to give him experience, without taking from him the vigor of action; his body could execute what his soul designed; and his temper was a happy compound of confidence and cautiousness. ”

“ Those who during his lifetime had complained that his power completely threw them into the shade, when after his death they had made trial of other orators and statesmen, were obliged to confess that with all his arrogance no man ever was really more moderate, and that his real mildness in dealing with men was as remarkable as his apparent pride and assumption. His power, which had been so grudged and envied, and called monarchy and despotism, now was proved to have been the saving of the State ”

“ And those of a more private and mean condition readily embracing such good advice, to those of greater power he promised a commonwealth without monarchy, a democracy, or people's government, in which he should only be continued as their commander in war and the protector of their laws, all things else being equally distributed among them;—and by this means brought a part of them over to his proposal. The rest, fearing his power, which was already grown very formidable, and knowing his courage and resolution, chose rather to be persuaded than forced into a compliance. ”

“ Or can you, when you see before your eyes the succession of Alexander himself, who arrived at the height of power and ruled the greatest empire, in the short space of an hour trodden under foot, -- when you behold a king, that was but even now surrounded with so numerous an army, receiving nourishment to support his life from the hands of his conquerors, -- can you, I say, believe there is any certainty in what we now possess, whilst there is such a thing as chance? No, young men, cast off that vain pride and empty boast of victory ”

“ These verses really represent the state of those who, in order to obtain the empty title of statesmen and popular leaders, govern a country by following the caprices and impulses of the people. Just as the men stationed in the bows of a ship see what is coming before the steersmen, but yet look up to them as their chiefs and execute their orders; so they who govern with a view solely to their own popularity, although they may be called rulers, are, in truth, nothing more than slaves of the people. ”

“ Otherwise what would the king or queen of an empire be but a poor official, maintained in a sort of state by the people, and paid by them for the discharge of a certain set of duties which must be performed by some one; but who possesses, in fact, no will nor power of his own; rather the servant of the people than their master?'
'I think,' replied Julia, 'you have given a very just definition of the imperial office. A king, queen, or emperor, is indeed the servant of the people. He exists not for his own pleasure or glory, but for their good. ”

“ He used also to beg of them, if they had become great by virtue and self-restraint, not to degenerate; and if, on the other hand, their empire had been won by licentiousness and vice, to reform themselves, since by the latter means they had become so great as not to need any further assistance from them. Those who were always seeking office, he said, were like men who could not find their way, who always wished to walk with lictors [28] before them to show them the road. He blamed his countrymen for often electing the same men to public offices. ”

“ So that after having many times stained the place of election with the blood of men killed upon the spot, they left the city at last without a government at all, to be carried about like a ship without a pilot to steer her; while all who had any wisdom could only be thankful if a course of such wild and stormy disorder and madness might end no worse than in a monarchy. ”

“ He had many kings waiting on him, but four he always carried with him as servants and guards, who, when he rode, ran by his horse's side in ordinary under-frocks, and attended him, when sitting on his throne, and publishing his decrees to the people, with their hands folded together; which posture of all others was that which most expressed slavery, it being that of men who had bidden adieu to liberty, and had prepared their bodies more for chastisement, than the service of their masters. ”

“ To have men obey him of their own freewill, he conceived to be the best discipline; but, likewise, to subdue resistance, and force them to the better course, was, in his opinion, commendable and brave. This disposition made him dislike the management of the city. The citizens lay dissolved in supine idleness and pleasures; the king let everything take its own way, thankful if nobody gave him any disturbance, nor called him away from the enjoyment of his wealth and luxury. The public interest was neglected, and each man intent upon his private gain. ”

“ A plutocracy would be a civil organization in which the power resides in wealth, in which a man might have whatever he could buy, in which the rights, interests, and feelings of those who could not pay would be overridden. ”

“ There are many reasons for believing that the supreme political struggle of the coming century will be between plutocracy and democracy. The question which will, I believe, transcend all others is the question which is involved in those two terms: Shall we have a plutocracy? or shall we have a democracy? ”

“ A despot who desires to rule over slaves rather than men is no better than a farmer who is ready to reap a harvest of darnel and cammock in preference to wheat and barley. Among the many undesirable features of despotic rule, the one desirable element is the honour and glory, in a case where the subjects are good but the ruler is better, and where they are great but he is regarded as greater. If he is satisfied with safety without honour, his right course would be to rule over a herd of sheep, horses, or oxen, not over human beings. ”

“ With a proud and powerful plutocracy on one side, and a hungry proletariat on the other, can democracy find resources anywhere for controlling the elements of human greed and passion? A plutocracy wants to obtain free swing for its powers through and over the social organization. ”

“ In a despotism he will become a courtier and obtain favour by obsequious and often dishonourable services to a prince. In an old-fashioned oligarchy he will adopt the same attitude towards some powerful noble. In a parliamentary plutocracy, like our own, he will proceed in fashion with which we are only too familiar, will make himself the paid servant of those wealthy men who finance politicians, and will enrich himself by means of "tips" from financiers and bribes from Government contractors. ”

“ With a great crowd of select followers, amongst whom were both the worthy statesmen who had already been there before, he went to the cunning impostors, who were now weaving with all their might, but without fibre or thread.
‘Is it not splendid!’ said both the old statesmen who had already been there. ‘See, your Majesty, what a texture! What colours!’ And then they pointed to the empty loom, for they believed that the others could see the cloth quite well.
‘What!’ thought the Emperor, ‘I can see nothing! This is indeed horrible! Am I stupid? Am I not fit to be Emperor? ”

“ And this we believe to be the origin of the tyrant and the king, of oligarchies, and aristocracies, and democracies,—because men are offended at the one monarch, and can never be made to believe that any one can be worthy of such authority, or is able and willing in the spirit of virtue and knowledge to act justly and holily to all; they fancy that he will be a despot who will wrong and harm and slay whom he pleases of us ”

“ So a ruler must begin by acquiring rule within himself. Let him set his own soul straight, and make his own character firm, and then begin adjusting his subjects thereto. You cannot set upright, when you are falling; teach, when you are ignorant; discipline, when unruly; command, when disobedient; govern, when ungoverned. And yet it is a common error to suppose that the chief blessing of authority |C| is to be above authority. To the King of Persia every one was a slave except his own wife, the very person whose master he ought to have been. ”

“ This he did not say merely out of vanity and arrogance, or that he were willing, without any advantage, to offend the nobility; but the people always delighting in affronts and scurrilous contumelies against the senate, making boldness of speech their measure of greatness of spirit, continually encouraged him in it, and strengthened his inclination not to spare persons of repute, so he might gratify the multitude. ”

“ I spoke of the professional men and the artists as villeins. What else are they? One and all, the professors, the preachers, and the editors, hold their jobs by serving the Plutocracy, and their service consists of propagating only such ideas as are either harmless to or commendatory of the Plutocracy. Whenever they propagate ideas that menace the Plutocracy, they lose their jobs, in which case, if they have not provided for the rainy day, they descend into the proletariat and either perish or become working-class agitators. ”

“ And, at length, his father and Marcius, taking him aside, persuaded him to accept a gift so noble in itself, and tendered to him rather from heaven than from men. "Though," said they, "you neither desire riches, being content with what you have, nor court the fame of authority, as having already the more valuable fame of virtue, yet you will consider that government itself is a service of God, who now calls out into action your qualities of justice and wisdom, which were not meant to be left useless and unemployed. ”
