“ Those who have the command of the Sea Trade, may Work at easier Freight with more profit, than others at greater: for as Cloth must be cheaper made, when one Cards, another Spins, another Weaves, another Draws, another Dresses, another Presses and Packs; than when all the Operations above-mentioned, were clumsily performed by the same hand; so those who command the Trade of Shipping, can build long slight Ships for carrying Masts, Fir-Timber, Boards, Balks, &c. ”

“ Its commerce is speculative but vast and successful. It is a frequent circumstance that a ship goes out without a cargo for a voyage around the world. In such a case the captain puts his elder children to school, takes his wife and younger children and starts for some semi-barbarous place where he procures some odd kind of cargo which he exchanges with advantage for another somewhere else; and so goes trafficking around the world, bringing home a freight of the highest value. ”

“ To the second class belong the “ seekers” or “ tramps” which come and go wherever profitable employment offers, and which more especially lay themselves out to be chartered to carry full cargoes of coal, timber, wheat, nitrate, jute and such like. These vessels, some of which are of great capacity, are frequently in competition with the liners. This competition sometimes results in “cut rates ” of freight, to the serious loss of the great ship owning firms and companies. With the establishment of regular lines, moreover, there grew up competition between rival lines, with similar results. ”

“ Previous to the cargo being admitted to [Pg 148] entry, free from the duties imposed on the produce of foreign fishery, the owner, importer, or consignee of the cargo, together with the master or commander of the vessel, must severally make oath, each to the best of his knowledge and belief, that the said cargo was the produce of fish, etc., actually caught by the crew of a British-built vessel, wholly owned by her Majesty’s subjects, usually residing in Great Britain, etc., registered and navigated according to law. ”

“ If merchandise shall be imported, destined to be delivered in different districts or ports, the quantities and packages so destined to be delivered shall be inserted in successive order in the manifest; and all spirits and wines constituting the whole or any part of the cargo of any vessel shall also be inserted in successive order, distinguishing the ports to which the same may be destined, and the kinds, qualities, and quantities thereof. ”

“ And it is further enacted by the authority aforesaid, that no goods or commodities that are of foreign growth, production or manufacture, and which are to be brought into this Commonwealth in shipping belonging to the people thereof, shall be by them shipped or brought from any other place or places, country or countries, but only from those of their said growth, production, or manufacture, or from those ports where the said goods and commodities can only, or are, or usually have been first shipped for transportation ”

Merchant-Ship, a vessel employed in commerce, to carry commodities of various sorts from one port to another.
The largest merchant-ships are those employed by the different European companies of merchants who trade to the East Indies. They are in general somewhat larger than our forty-gun ships: they are mounted with twenty cannon on their upper deck, which are nine pounders, and six on their quarter-deck, which are six pounders. “ For one cargo carried in the year at the beginning of the 19th century at least six could now be carried by the same ship, and from the point of view of trade the difference of a venture which realizes its profits in two months, as compared with one which occupied a whole year, does not need to be insisted on. ”

“ On the other hand, the Mercantile Marine remained, and still remains, individualistic, each merchant ship-owner, or company of ship-owners, building the sort of vessel best adapted to the particular enterprise in hand. Thus we have sailing from our ports, ships of all descriptions, ocean-going liners carrying passengers, cargoes and mails, as well as tramps, colliers, cold-storage vessels, and an infinity of other types. ”

“ Those bound up-stream, under full sail, like ourselves, are piled with European boxes and bales, from stem to stern; and on top of the freight, in the midst of the freight, sitting on it, stretched out on it, peeping from it, is another cargo of human beings, men, women and children, black, yellow, clothed in all the hues of heaven and the rags of earth. It is an impassive load that stares at us with incurious, unwinking eyes. ”

“ Shipping may be divided into two classes, both of which are of national importance. The liners, which comprise fixed services of passenger and cargo [Pg 75] ships. These services must be maintained, and new tonnage built at whatever cost to replace lost ships. The other class is our cargo ships. Many of these conduct regular services; others are what are known as “tramps,” and go where the best freights offer. It is the owners of the tramp steamers who have realised large profits by selling their ships. ”

“ And be it further enacted, That it shall be the duty of the owner and master of every steam vessel engaged in the transportation of freight or passengers, at sea or on the Lakes, Champlain, Ontario, Erie, Huron, Superior, and Michigan, the tonnage of which vessel shall not exceed two hundred tons, to provide and to carry with the said boat or vessel, upon each and every voyage, two long-boats or yawls, each of which shall be competent to carry at least twenty persons ”

“ In England certain of these societies, notably the company of Russian merchants, the Turkey merchants and, for long, the East India Company, occupied positions of influence and importance, the last-named company especially becoming possessed of much shipping, including large vessels, well armed, for prize-making or defence. The needs of trade and shipping were for long but little understood and often arbitrarily obstructed, but as a broad general principle it was recognized by the crown that the national trading interests required for their protection special privileges and concessions. ”

“ So the true measure of a nation’s merchant marine is its earning capacity, not merely the number or tonnage of its ships; and judged by this standard, the merchant marine of the United States was at this time far in advance of the merchant shipping of the whole British Empire. ”

“ A ship's load is called distinctively a cargo, or it may be known as freight or lading. Freight denotes merchandise in or for transportation and is used largely of transportation or of merchandise transported by rail, which is, in commercial language, said to be "shipped." A load to be fastened upon a horse or mule is called a pack, and the animal is known as a pack-horse or pack-mule. ”

“ Government aid to shipping and an enthusiastic demand on the part of the people for increased tonnage resulted in the building up of a merchant marine that for size and speed, for energy and enterprise became, shortly, second to none but Britain, and in some aspects exceeded even that great sea power. ”

“ With competition the transatlantic voyage has been cut from forty days to little more than four. Giant ships plough every sea and offer their magnificence to every passenger who cares to pay the passage money. No longer do silks and spices fill the holds of the argosies of the deep. Iron ore or polished motor cars, bales of cotton or crates of textiles, toys or machinery, hides or shoes, lumber or furniture—it matters not. ”

“ Is it in human nature that the conscience of the good Shipowner will remain tender? He sees a vessel of much less strength, and not nigh so efficiently manned, go to sea, perhaps a foot deeper than his, earning the same rate of freight, and carrying a Government certificate of competency. ”

“ It must be a matter of deep interest to all present, because you are all directly or indirectly interested in the shipping trade, to know whether such a ship as the Great Eastern is, or is not, likely to answer in a commercial point of view, and I venture on this topic because I have heard strong opinions expressed to the effect that, commercially, she will be a great triumph. ”

“ Ores of every description, on an oversea voyage, should be stowed in a boxed hold, or on platforms in the centre of the ship, thoroughly blocked from the sides. In a word, the proper stowage of a ship, whether as regards her form or the nature of her cargo, is a science which has not been sufficiently studied.
[304] We must ever remember that although, since we relieved our Shipowners of all the restrictions to which they were subjected by the Navigation Laws, they have advanced above all other nations, the shipping of many of those nations are now running them a very close race. ”

“ Aside from these considerations, the supposed advantage to be derived from allowing cargo to come in, when considered intrinsically, is without force. Under this theory, two vessels would depart on the same day from a foreign port; one bound to a port in the United States, with cargo, under a charter to foreign citizens to convey their goods into this country; the second ship proceeding in ballast, under charter to American citizens to proceed to the United States and there take cargo. ”

“ No, certainly; for, not to insist upon the numberless people that are employed and subsisted by shipping and navigation, we gain much more by our shipping than the above-mentioned sums from other countries with which we trade ”

“ All other kinds of goods imported and exported come and go without let or hindrance. The masters of vessels report on arrival, and before departure, the approximate quantity of cargo carried, and, to a certain extent, its nature. But the returns cannot be regarded as in any way even an approximation of the truth, and the value of the goods I cannot attempt to estimate. The Annual Reports of the Harbour Master give very exhaustive details of the origin and destination of the cargoes, as of the shipping using the port, and many other matters of interest. ”

“ Freight is the price of transportation by sea and demurrage has been called a kind of extended freight but is more generally understood as the price of delay in loading or receiving the cargo on the part of the shipper or consignee. Freight must be earned by conveyance and delivery of the cargo but the ship is entitled to hold the goods until payment is made. ”

“ I should conceive, however, that a Trade in which Six hundred and twenty-nine merchant vessels from Europe, the United States, Asia, and the Southern coasts of the Pacific, have found employment, must be more valuable, in the ratio of nearly three to one, than a Trade in which two hundred and ten vessels only were engaged. ”

“ As to the employment of sailing ships, there can at the present day be seen at most large shipping ports a number of sailing ships of various types and sizes. Some of the largest ships are employed in the jute trade of India, the grain trade of California, British Columbia, &c., the nickel ore trade from New Caledonia and the nitrate trade of Chile. ”

“ What price will any one who wants a ship—that is to say, something that will carry a cargo from one port to another—give for the unfinished vessel which would take water in at every seam and go down in half an hour, if she were launched? ”

“ If the number be doubled, each will carry but half its usual freight, will be worth but half its former value for that [Pg 419] trade. There is so much work to be done, and no more. A hundred vessels can do it all. A thousand can do no more than all. ”

“ This measure, too, is calculated expressly to take our own carriage from us and give the equivalent to other nations: for it is well known, that the shipping of France is not equal to the carriage of their whole commerce; but the freight in other branches of navigation being on an equal footing with only forty livres the hogshead, in ours, and this new arrangement giving them sixty-two livres ten sols the hogshead, in addition to their freight, that is to say, one hundred and two livres ten sols, instead of forty livres, their vessels will leave every other branch of business to fill up this. ”

“ A thousand vessels have lain at one time side by side, off the mouth of that little river, and through the low sandy heads that close the great port towards the sea, thirteen millions sterling of exports is carried away each year by the finest ships in the world. ”
