State church

“ The clergy of a State Church enjoy many advantages over those of unprivileged and unendowed religious persuasions; but they lie under a correlative responsibility to the State, and to every member of the body politic. ”

“ To the clergy was given the control of education, and to the gymnasia and universities a considerable number of foreigners and Protestants received appointments. In all respects the sovereignty of the state over the church and the clergy was very decidedly expressed, the episcopate at all points restricted in its jurisdiction, the training of the clergy regulated and supervised on behalf of the state, the patronage of all pastorates and benefices usurped by the government, even public worship subjected to state control by the prohibition of superstitious practices, etc. ”

“ The general synod, whose members undertake to fulfil their duties agreeably to the word of God and the ordinances of the evangelical national church, has the task of maintaining and advancing the state church on the basis of the evangelical confession. The laws of the state church must receive its assent, but any measure agreed upon by it cannot be laid before the king for his sanction without the approval of the minister of public worship. It meets every sixth year ”

“ A second function of the National Church is to feed the nation—to feed it with something which no State has to offer. It is the hand of the Catholic Church dispensing to the nation "something better than bread". When a priest is ordained, the Bishop bids him be "a faithful dispenser of the Word of God, and of His holy Sacraments," and then gives him a local sphere of action "in the congregation where thou shalt be lawfully appointed thereunto". ”

“ If the government think a change in the church necessary, say the separation of the school from the church, the abolition of festivals, the appointing of infidel professors to theological chairs, the compiling of an enlightened catechism—and all these relate to the spirit of the times or the supposed welfare of the state—then the clergy must obey. ”

“ I doubt if the Catholic Church has ever abrogated or ignored her old right to meddle in the politics of a state or nation. I do not know, nor do I believe, that the Catholic clergy in this our country take it upon themselves to instruct the people in their political duties. ”

“ When he has more ample means, he can send men into the more populous districts, where they must go in strength, and reap a great harvest for the extension of the Church. But we must first establish the State, without which the Church cannot exist. And for this reason the first help should be given to this State, and not to what has the pretext of piety. ”

“ There shall be no union of church and state, nor shall any church dominate the state or interfere with its functions. No public money or property shall be appropriated for or applied to any religious worship, exercise, or instruction, or for the support of any ecclesiastical establishment. ”

“ The ministers of a church have a particular interest in its legislation—are to be presumed to have an especial knowledge of the best way in which that should be conducted. But they are not to be presumed to have an exclusive interest in ecclesiastical legislation—an exclusive knowledge of what is best for the church. Many people have these things at heart, and are endowed with this knowledge, equally with the clergy. The Christian community at large must be allowed an extensive share in the legislature of the council which deals with ecclesiastical concerns. ”

“ Those who contend that the church and state should exist separately, recognize the great truth that the church and the state have independent and different spheres. There is no proper connection between the two, and no necessity exists for interference one with the other. They contend that the church should exist unnoticed by the state; that religious creeds should approximate or separate according to the inclinations of the church members. ”

“ Such influence on the manners and habits of the people [in that state] is next to nothing, and yet you extol your Church above that of England, and exclaim against establishment! Add to this, the dependence of your clergy upon the people for support—a state of things which is attended with most pernicious consequences ... but in general, the clergy of all denominations in the United States, are miserably dependent upon their congregations.... It is the duty of Christian nations to constitute, within their boundaries, ecclesiastical establishments.... ”

“ The immediate need of our Church is, in our opinion, a tolerant recognition of divergent ritual practice; but we feel bound to submit to your Grace that our present troubles are likely to recur, unless the Courts by which ecclesiastical causes are decided in the first instance and on appeal can be so constructed as to secure the conscientious obedience of clergymen who believe the constitution of the Church of Christ to be of Divine appointment, and who protest against the State's encroachment upon Rights assured to the Church of England by solemn Acts of Parliament.... ”

“ Statesmen who valued religion chiefly as a State engine had an eye merely to political ends in the distribution of Church preferment. This is of course a danger to which an Established Church is peculiarly liable at all times; but the critical circumstances of the eighteenth century rendered the temptation of using the Church simply for State purposes especially strong. ”

“ What, then, may we gather, from these observations, to be the theory of the Reformation in reference to the church? (We shall afterwards consider the Protestant theory of the state; meanwhile we confine ourselves to the church.) We may gather this: that the whole believing community is “the church”—a congregation of priests; that the whole Christian nation is a spiritual or ecclesiastical commonwealth. ”

“ The many different churches of our country, with few exceptions (the Roman Catholic Church is perhaps the only one) are in principle churches of the people. A change of opinion, of belief, of religious conviction among the people will result in the appointment of such pastors and leaders as are in agreement with their congregations. Clergy and laity form here one organic body. The clergy are not imposed upon their congregations by the state ”

“ The activities of all religions are supervised by the government through its Department of Cults. The separation of church and state is constitutionally guaranteed, but in practice this guarantee serves to impose limitations on the churches and clergy but does not in any manner restrict government interference in religious activities. ”

“ The royal placet or right of permitting or refusing, is required for all clerical enactments which are not purely inter-ecclesiastical but refer to mixed matters; the theological endowments are subject to state control and joint administration; boys’ seminaries are not allowed; clergymen appointed to office must submit to state examination; according to consuetudinary rights, about two-thirds of the benefices are filled by the king, one-third by the bishops on reporting to the civil court, which has the right of protest; clergy who break the law are removable by the civil court, etc. ”

“ At the fifth Provincial Council of the Hierarchy, held at Quebec in 1873 (approved by the Pope in
September, 1874) , among many other Decreta affecting the conduct of the "faithful," I find the following judgment upon the relations of the Roman Catholic Church towards the State:—
"We assert that the Church is a perfect Society, independent of the Civil power and Superior to it. ”

“ The high church party, which has its most powerful representatives in the aristocracy, holds aloof from the dissenters, seeks to maintain the closest connexion between church and state, and eagerly contends for the retention of all old ecclesiastical forms and ordinances in constitution, worship, and doctrine. ”

“ Fundamentally different in principle, as would be a religious Establishment which derives its constitution from some act of the State, and a Church claiming the allegiance of baptised Christians, as a branch of the one Holy Catholic and Apostolic body, the two communities can, without doubt, be moulded so as to present identical external features. A Bishop is an expedient chief officer, whether he be a delegate of the executive or a successor of the Apostles ”

“ A Church which embraced, with equal sympathy, and within a hundred years, the Virgin, Saint Bernard, William of Champeaux and the School of Saint- Victor, Peter the Venerable, Saint Francis of Assisi, Saint Dominic, Saint Thomas Aquinas, and Saint Bonaventure, was more liberal than any modern State can afford to be. Radical contradictions the State may perhaps tolerate, though hardly, but never embrace or profess. Such elasticity long ago vanished from human thought. ”

“ Believing with you that religion is a matter which lies solely between man and his God, that he owes account to none other for his faith or his worship, that the legislative powers of government reach actions only, and not opinions, I contemplate with sovereign reverence that act of the whole American people which declared that their legislature should "make no law respecting an establishment of religion, or prohibiting the free exercise thereof," thus building a wall of separation between church and State. ”

“ 'The 'establishment of religion' clause of the First Amendment means at least this: Neither a state nor the Federal Government can set up a church. Neither can pass laws which aid one religion, aid all religions, or prefer one religion over another. Neither can force nor influence a person to go to or to remain away from church against his will or force him to profess a belief or disbelief in any religion. No person can be punished for entertaining or professing religious beliefs or disbeliefs, for church attendance or non-attendance. ”

“ If it is true that the supremacy of the church over the state disturbs the peace of nations and endangers the very existence of governments, it is equally certain that no religion can long continue to maintain its purity when the church becomes the subservient vassal of the state. ”

“ No doubt it is at first sight a fair vision, this inclusion of all decently orderly and decently Christian ministries in the land within one pale of order and law: one service, one liturgy, one recognised ministry, one administration of ordinances, throughout the whole country,—the whole people taught out of the same books, at the same time, and by men who have the same claim to their attention, until the nation, in the visible uniformity of its religious acts and expressions, presents a fair image of one visible Church. ”

“ But any number not less than six might unite and organize themselves into a religious association to enjoy the rights and privileges of the law as such religious bodies. This number was selected, however, from among the believers on this occasion to conform to the requisitions of the statutes. This is, therefore, the anniversary of the day on which the organization took place, or commenced rather to develop itself. And from that time, as the body of the Church increased, the Priesthood in its various branches has developed itself into the organization as we now behold it in the earth. ”

“ At the very moment, probably, when the committee were engaged in considering the tremendous innovation contained in this article, “sundry persons of the Baptist church in the county of Prince William” were putting their names to a petition earnestly imploring the convention, “That they be allowed to worship God in their own way, without interruption; that they be permitted to maintain their own ministers and none others; that they may be married, buried, and the like, without paying the clergy of other denominations;” ”

“ and that they mainly attributed the peaceful dominion of religion in their country to the separation of Church and State. I do not hesitate to affirm that during my stay in America I did not meet with a single individual, of the clergy or of the laity, who was not of the same opinion upon this point. ”

“ The Presbyterian Church in the United States is a voluntary religious organization, which has been in existence for more than three-quarters of a century. It has a written Confession of Faith, Form of Government, Book of Discipline, and Directory for Worship. The government of the church is exercised by and through an ascending series of 'judicatories,' known as Church Sessions, Presbyteries, Synods, and a General Assembly. ”

“ The preachers and lecturers deal with men of straw, as they are men of straw themselves. Why, a free-spoken man, of sound lungs, cannot draw a long breath, without causing your rotten institutions to come toppling down, by the vacuum he makes. Your church is a baby-house made of blocks, and so of the state. ”

“ I believe in an America where the separation of church and state is absolute—where no Catholic prelate would tell the President (should he be Catholic) how to act, and no Protestant minister would tell his parishoners for whom to vote—where no church or church school is granted any public funds or political preference—and where no man is denied public office merely because his religion differs from the President who might appoint him or the people who might elect him. ”
