“ The banding together of a group of people having certain equipment and training for Federal use is not a new thing. In Europe the automobile owners have had a Volunteer Motor Corps for a long time. They agree to conform to certain regulations, attend meetings at certain stated times and hold themselves in readiness at any moment to turn their motor car over to the Government, either with or without driver.They have drills and manoevers with the idea of being able to serve as a quick dispatch bearing service, a quick mobilizing force or a hospital corps. ”
