“ But, for reasons which it deemed sufficient, Congress did not choose to make this technical requirement of a 'hearing' in specifying the procedure for the protection of licensees who might be affected by Commission action. Congress may well have desired to avoid the litigious waste so abundantly established by the voluminous cases to which the claim of intervention in courts has given rise. The requirement of notice and an opportunity to show cause is not the equivalent of the requirement of a 'hearing'. ”
