Alcalde mayor

“ But on the other hand, the Aldermen shewed by many reasons, that unto them belongs the election of Mayor, both because they, the Aldermen are the heads, as it were, and the populace the limbs, as also because it is the Aldermen who pronounce judgments in pleas moved within the City. Of the populace on the other hand there are many who have neither lands, rents, nor dwellings in the City, being sons of divers mothers, some of them of servile station, and all of them caring little or nothing about the City’s welfare. ”

“ The mayor, or his deputy, appointed under his hand and seal, or in case of the mayor's death, the surviving justice of the peace, who last served the office of mayor, shall be the presiding officer at every election of mayor, sheriffs, aldermen, and common council-men, and of such scrutinies as shall be demanded thereupon. ”

“ The Mayor, therefore, is the chief executive officer of the city and he either appoints solely, or with the consent of the city council in some instances, the city officers not constitutionally required to be elected. ”

“ But I am completely in sympathy with the purpose of the Citizens' Union to secure a Mayor for the great city who shall be 'free from all partisan obligations.' Such a Mayor, if elected, I shall certainly be. In making appointments it shall be my endeavor to fill every place with an eye single to the public good. The patronage of the city shall not be used, so far as it is in the Mayor's power to prevent it, for the purpose of either strengthening or weakening one party or another, or any fraction of any party. ”

“ This was nineteen years ago, but it makes a pretty good platform in municipal politics even to-day—smash corruption, take the municipal service out of the domain of politics, insist upon having a Mayor who shall be a workingman's Mayor even more than a business man's Mayor, and devote all attention possible to the welfare of the children. ”

“ The mayor, aldermen and councillors, before entering upon the duties of their offices, shall take and subscribe an oath or affirmation that they will support the Constitution of the United States and of this State, and that they will well and truly perform the duties of their offices to the best of their will and abilities. ”

“ The recorder made a speech to the livery-men, 'apprising them of the custom and manner of choosing a lord mayor; which, he observed, was for the Common Hall to nominate two of the aldermen who had served sheriffs, to the Court of Aldermen, who had then a right to elect either of them into that great office, and which ever that the court so fixed on, the Common Hall was bound to accept.' When he had ended, the Lord Mayor and Court of Aldermen retired into the Council Chamber, and left us to preside at the election, attended by the Common Sergeant and other officers. ”

“ Mayors shall direct,
coordinate and oversee actions in implementation of decisions of the local councils, and shall
serve as the primary liaison between the local councils and the Governors.
2) Mayors shall be elected and removed pursuant to section 4 (3) of this Order.
3) The Deputy Mayors report to the Mayor and the most senior Deputy Mayor (based on length
of public service) shall assume the role of the Mayor in the absence of the latter official.
4) Mayors and Deputy Mayors may attend the regular meetings of the local councils as nonvoting
members. ”

“ All that remains of the lord mayor’s show, to remind the curiously informed of its ancient character, is in the first part of the procession, wherein the poor men of the company to which the lord mayor belongs, or persons hired to represent them, are habited in long gowns and close caps of the company’s colour, and bear painted shields on their arms, but without javelins. ”

“ CHAPTER II. The Mayor is so protected that be cannot help himself.
A commotion without,—a kind of howl, a kind of hoot. Mr. Williams, the warehousemen, the tanners, Mike Callaghan, share between them the howl and the hoot. The Mayor started: is it possible! His door is burst open, and, scattering all who sought to hold him back,—scattering them to the right and left from his massive torso in rushed the man who had taken in the Mayor,—the fellow with one eye, and with that fellow, shaggy and travel-soiled, the other dog! ”

“ If the many thousands of spectators who fill the streets and occupy the balconies and windows on Lord Mayor's day, and witness the glorious institutions of the Livery of the largest and most wealthy city of the world, and to gaze at the magnificent cavalcade preceding the state carriage of the Lord Mayor, think that the Aldermen, Sheriffs, and under-Sheriffs have but to mount their chargers, and be comfortably seated in the saddle, to receive the shouts of approbation from the multitude, they are in error. ”

“ The chief executive officer of a city is a mayor. A city is divided into wards of convenient size, in each of which are chosen one or more aldermen, (usually two,) and such other officers as are named in the charter. The mayor and aldermen constitute the common council, which is a kind of legislature, having the power to pass such laws, (commonly called ordinances,) and to make such orders and regulations, as the government of the city requires. ”

“ You must know that the corporation of our town have lately elected a new mayor, a person of many qualifications—big and portly, with a voice like Boanerges; a religious man, the possessor of an immense pew; loyal, so much so that I once heard him say that he would at any time go three miles to hear any one sing ‘God save the King’; moreover, a giver of excellent dinners. Such is our present mayor; who, owing to his loyalty, his religion, and a little, perhaps, to his dinners, is a mighty favourite ”

“ A city of the second class must elect a mayor and twelve councilmen, and its mayor must appoint a police judge, an attorney, a street commissioner and a chief of police. A city of the third class must elect a mayor, seven councilmen, a treasurer, a health officer, a clerk and an attorney, and its mayor must apoint a marshal, a police justice and as many policemen as the council provides for. An incorporated town must elect a mayor, five councilmen and a treasurer, and its mayor must appoint a marshal and a clerk. ”

“ This municipal assembly shall be the Council of Administration, which shall establish for the entire extent of its jurisdiction the rules of the common regime, and shall decide on all that concerns the municipal police, its internal security, sanitary policy, the management and use of municipal revenues, local expenditures, and generally all that is within the jurisdiction of the municipalities.
Art. 43. The active power shall be entirely, and for all the extent of the municipal district, in the hands of the mayor and his lieutenant, who shall be elected immediately by the primary assemblies. ”

“ I met remarkable men in the mayors and provosts and the leading citizens connected with municipal affairs, and each community had its own individual stamp and its problems, successes, and failures. There was generally one greatly desired improvement overshadowing all other questions engrossing the attention [Pg 315] of the people. Each was a little world in itself. The City Council is a Cabinet in miniature and the Mayor the Prime Minister. Domestic politics keep the people agog. Foreign relations are not wanting. ”

“ A mayor and various other executive officers and a legislative unicameral council are elected for four years. The mayor and the heads of departments consult as a “cabinet.” Various boards—of civil service, public debt, education, health, police, fire, drainage, water and sewerage and state commissioners of the port—control many of the most important interests of the city. ”

“ In the system of municipal council and manager there shall also be a mayor who shall preside over the Municipal Council and shall be the representative of the people in all acts of an official or social character. ”

“ The Mayor and the Councilmen shall make oath to favor no person by reason of friendship, and to render an equitable decision in all matters, according to their powers; all others shall take the oath of obedience and to sustain with arms the decisions of the Mayor and Councilmen. When the bell of the belfry shall sound to assemble the Commune, anyone who does not attend shall pay a fine of twelve sous. ”

“ The feeble efforts of a worn out man to serve them can never answer their sanguine expectations. I will do my best, and will sacrifice ease and retirement, the chief comfort of old age, to their wishes. I do accept the office of lord [Pg 91] mayor. I shall hope for the assistance of your Lordship and my brethren the Court of Aldermen. ”

“ The mayor, who is elected every four years and is ineligible for succession, appoints directors of the Departments of Public Works, Safety, Health, and Supplies, subject to confirmation by Select Council. ”

“ The machinery of local administration is completed by councils of which the governor of a prefecture, the mayor of a town, [3] or the head-man of a county or district, is ex-officio president, and the councillors are partly elective, partly nominated by the Central Government. The councils may be said to stand in an executive position towards the local legislatures, namely, the assemblies, for the former give effect to the measures voted by the latter, take their place in case of emergency and consider questions submitted by them. ”

“ With only a fourth of the population they will hold three fourths of the public offices, have the majority in the municipal council, the mayor of the commune, if not the adjunct, the highest grades in the national guard, the member of the conseil-général, the deputy, sometimes the senator, and the most widely circulating journal of the district, daily filled with eulogiums on their merit. ”

“ The ordinance having been passed by the Provincial Council, the citizens were called on to elect their first mayor, which was done on 21st July, 1865, when there were five candidates. The city was divided into four wards, for councillors, each having two members, who were chosen on 1st August. The election of mayor is annual, and is made by the ratepayers of the city. ”

“ On the morrow my brother departed with the painter for the old town, and there the painter painted the mayor. I did not see the picture for a great many years, when, chancing to be at the old town, I beheld it.
The original mayor was a mighty, portly man, with a bull’s head, black hair, body like that of a dray horse, and legs and thighs corresponding; a man six foot high at the least. ”

“ I shall not attempt in these pages a treatise on municipal government, for if the task were rightly executed, it would be a history of civilization. Non-partizanship in municipal elections, municipal ownership, home rule for cities,—who is interested in these? I have discussed them in interviews— (“Is there to be a statement for us this morning, Mr. Mayor?”) —and speeches numerous as autumn leaves, and like them, lost now in the winds to which they were given.
After all, it is life in which we are all interested. ”
