“ And, although Arius mentioned not the venerable bishop by name, no one doubted for whom his fierce rebuke was intended, and understood perfectly well what doctrinal deliverances he condemned as "the philosophy of the world," as "the political and legal religion which had been established in the Western Empire," and as "not taught in the Scriptures," and as "unknown to three centuries of Christian faith and practice." To this sermon the bishop subsequently replied in language of even greater vehemence ”

“ If a Bishop should be a man of great address and skill in the art of preferment, and of a quick understanding how to raise and enrich his family in the world, but should have no taste or sense of the maxims and principles of the saints and fathers of the church; if he did not conceive the holy nature, and great obligations of his calling, and judge it better to be crucified to the world, than to live idly in pomp and splendor; who would scruple to charge such a Bishop with want of understanding? ”

“ They cannot expect a free church, nor can they expect that any priest who is not what he should be will be allowed to lead them astray. When a bishop sees fit to make a change, these people should regard the action of the bishop as a move made in their interests, and should not only be willing to submit, but even pleased to see that such an interest is taken in them. When people such as they are, or any other for that matter, undertake to pronounce on the fitness of a pastor they, as Catholics, know they are going too far. ”

“ That the bishop should treat the whole teaching of the church and the church itself as wrong, was an idea so new that it fell upon him now like a thunderbolt out of a cloudless sky. But here, clear in his mind now, was a feeling, amounting to conviction, that it was the purpose and gesture of the true God that he should come right out of the church and all his professions.
And in the first glow of his vision he felt this gesture imperative. He must step right out.... Whither? how? And when?
To begin with it seemed to him that an immediate renunciation was demanded. ”

“ What makes a church, according to the apostolic constitution? All churches which have that constitution agree that the essentials of a church are a bishop with a clergy and laity in his communion. The bishop is its nucleus, and makes the church in the sense in which the head makes the body. A bishopless church is a headless body. We say this is what all Christians agree upon who believe in apostolical succession. So that even the recent contemptible sect calling themselves “Old Catholics” were bound to procure a bishop for their schism, albeit they set at defiance both authority and logic. ”

“ The bishop was naturally a well-meaning man, but his want of firmness rendered him easily influenced. Hence, at the instance of his associates, he at first favoured the duke of Athens, and afterwards, by the advice of other citizens, conspired against him. At the reformation of the government he had favoured the nobility, and now he appeared to incline towards the people, moved by the reasons which they had advanced. Thinking to find in others the same instability of purpose, he endeavoured to effect an amicable arrangement. ”

“ We with our selfish hearts, our sordid ungenerous souls, cannot understand the saints of God; we cannot realize how God speaks to them, and comforts them, and feeds them like the ravens in the wilderness. Yet this bishop was a man like ourselves, a man whose life was cast on evil days, and who lived in the midst of a wicked and perverse generation. ”

“ In his poor diocese, he had everything to construct, and everybody to instruct, even some Indian tribes, who received him with great joy as a “chief of the black robes,” a priest of “the true prayer.” He had no sinecure dignity. “At home he was at once the bishop, the pastor of the congregation, the professor of theology for his seminary, and a teacher for one of his academies.” These give a small idea of his labors. When the king of terrors (to most men) came, he found the bishop at his post, on duty, like the faithful Roman sentinel at the gates of Pompeii. ”

“ A bishop is himself subject to authority. His immediate superior is the archbishop. An archbishop has a sphere of immediate jurisdiction, like any other bishop, but he also rules a number of subject bishops. Of these there must be at least three; but an archbishop is not permitted to have more than twenty subject bishops—an important point, as we shall see. Above the archbishop is the primate. It is the special privilege of the primate to ordain and crown the king. ”

“ A quarrel with a government had hitherto always brought a bishop glory, but not so a quarrel with the Curia. In the former case, the Pope took care to make up to the bishop in professional advantage more than he could lose by political collision. In the latter case, no government could or would make up to him for disgrace or ruin. A martyr bishop was one of the most effective figures in every Church display. A great occasion would be comparatively dull without one. Governments could make no such use of bishops who might suffer for loyalty. ”

“ Therefore schismatics like the Dutch Jansenists also have bishops who are validly, though illegally, conse- crated. In the hierarchy of divine law, the office and the dignity of the bishop rank immediately after the primacy of the Pope; and in so far as certain rights are concerned, a bishop takes precedence over a cardinal who is not a bishop. The archbishop or metropolitan is the foremost among the bishops of a Church province, but he has no more power than they. ”

“ The silence invited the bishop to speak.
“In the light of this vision, I see my church plainly for the little thing it is,” he said.
He wanted to be perfectly clear with the Angel and himself.

The constitution of the council was not as yet defined. ”

“ It is the duty of the Bishops to plan for the people in their Wards. Let every Bishop take a course to design for his people. This is the way for them to do, and this is their calling; and in so doing they will be blest, and this whole people will be sustained, and God will bless us and will hold our enemies; yes, he will hold them a great deal easier and far more secure than you can hold a horse with the Spanish bits. He is not going to let this people be overcome, if we do as we are told from time to time. ”

“ The Revolution had overridden ancient laws, and not a single Catholic was molested on account of his adhesion to the decrees of the Holy See. But the worship of the state as God makes progress in proportion as respect for the church is banished. For a bishop especially independence is impossible; when he refuses to walk in the royal way of submission to the Vicar of Christ, he becomes, by a just punishment, the plaything of a party or the slave of the secular power. ”

“ A bishop has not the right to crowd or oppress, the priesthood is not given to him for that purpose; but everything should move on harmoniously, and the wishes of the people should be consulted and respected. ”

“ In Him the spirit of creation had become incarnate, had joined itself to men, summoning men to Him, having need of them, having need of them, having need of their service, even as great kings and generals and leaders need and use men. “ He it is who feeds his sheep by his word and example and by the food of his body. All these things, however, he does on his part indefectibly, because he is a holy priest, guileless, undefiled, separated from sinners and made higher than the heavens. He is the bishop holding supreme guardianship over his flock, because he sleeps not nor is he, that watches over Israel, weary. ”

“ And all this may be urged in reply even by Romanists. But we who deny Holy Orders to be a proper Sacrament of Christ, can add more than this. We suggest, that in the case of a Bishop obtaining his place in the Church by some invalid means, which the Church had mistaken for valid, the Church’s INTENTION might avail sufficiently, for the time being at least, to counteract the effects of man’s sin; and so give value even to the ministrations of the Church which had been so severely visited, as to have such a Bishop set over them. So we meet the theoretical difficulty by a theoretical answer. ”

“ I have taken the pains to refer to the Annuario Pontificio for 1870, which gives the age of nearly all the bishops of the Catholic world. From this book I learn that the oldest bishop in the council is in his eighty-fifth year, while the youngest bishop, the Vicar Apostolic of North Carolina, is thirty-five. The Archbishop of Lima, who was prevented by infirmities from coming to Rome, is the dean of the entire episcopacy, being now in his ninety-sixth year. Thus we see that both extremes of age meet on the American continent ”

“ All bishops are appointed by the Patriarch, Holy Synod, or other head of their Church. They must be celibates, and so are practically always chosen from the monasteries. They must be thirty years old, and are consecrated by the Patriarch or chief Metropolitan of their Church (or by their deputy) assisted by two other bishops. [30] The idea that to consecrate a bishop involves jurisdiction over him still prevails in the East. Metropolitans (and other bishops) are addressed as "Your Beatitude," they are "most Blessed Lords," and are spoken of as the "Holy man" of such a place. ”

“ It is obvious that he means the bishops of the Churches, who were the chief preachers of those times. And it is observable that he does not think the succession a perfect guarantee of the truth being preserved, otherwise he would not have added the qualifications of sound discourse and a holy life. He does not therefore support the idea that the truth is necessarily preserved in any one Church by the succession, or that any one bishop of any particular Church (the Bishop of Rome, for instance,) is capable of deciding the sense of Scripture authoritatively. ”

“ The unpleasant quality of the talk was far more manifest in the retrospect than it had been at the time. It had seemed then bold and strange, but not impossible; now in the cold darkness it seemed sacrilegious. And the bishop's share, which was indeed only the weak yielding of a tired man to an atmosphere he had misjudged, became a disgraceful display of levity and bad faith. They had baited him. Some one had said that nowadays every one was an Arian, knowingly or unknowingly. They had not concealed their conviction that the bishop did not really believe in the Creeds he uttered. ”
