“ It rests with the Heralds of the College of Arms to take the initiative in a course of action, which would direct all aspirants for heraldic distinctions, as a matter of course, to their own doors. The Heralds, who really are Heralds, and who alone are real Heralds, may rely on the support of Public Opinion. If a fictitious Heraldry is not only prevalent, but in some sense actually in the ascendant, it is not because the counterfeit is preferred to the genuine, but because it is unconsciously mistaken for it. ”

“ There is no Heraldic Society, yet some persons, without legal authority, occupy themselves with questions of nobility, but they necessarily cannot be regarded as altogether trustworthy. Not knowing of a Heralds’ College in France, I cannot accuse the Commune of having burnt the archives. ”

“ Matthew Arnold’s plea for an English academy of letters to save his countrymen from the note of vulgarity and provinciality has met with no response. Academies have been supplanted, socially by the modern club, and intellectually by societies devoted to special branches of science. Those that survive from the past serve, like the Heralds’ College, to set an official stamp on literary and scientific merit. The principal academies of Europe, past and present, may be dealt with in various classes, according to the subjects to which they are devoted. ”

“ The college now consists of three Kings-of-Arms—Garter, Clarenceux, and Norroy; six Heralds, who have precedence by seniority of appointment—Chester, Lancaster, Richmond, Windsor, York, and Somerset; and four Pursuivants—Rouge Dragon, Portcullis, Rouge Croix, and Bluemantle. The official habit is a Tabard, emblazoned with the Royal Arms, and the Kings and Heralds wear a Collar of SS. The Kings have a Crown, formed of a golden circlet, from which rise sixteen oak-leaves, nine of which appear in representations ”

When the Memorial Hall, which your committee have in charge, shall stand complete, let its mural records present, together with the names of those who have deserved well of the country by their patriotism, the names of those who have deserved well of the College by their benefactions. Let these fautors of science, the heroes of peace, have their place side by side with the heroes of war. ”

“ The omission in the University curriculum in England of a Faculty of Politics is indefensible, and as institutions become more democratic the necessity of political training becomes greater. Faculty of Politics. It is a remarkable fact that in the reign of Henry VIII. it was intended to make use of the confiscated property of the monasteries to lay the foundation of a College for training public servants, who were to be taught general history, modern languages and the history of diplomacy. ”

“ Andrews that the traditional distinctions between the College and the University are maintained, that there is the solemn stillness which befits an ancient seat of learning, that every step brings one in view of some monument of ages that are past and gone, and that we are reminded not only of the learning of our ancestors, of their piety and devotion to the College they built and endowed, but of the secular history of our country as well. ”

“ To see over a thousand strong men, representing all that is best in State, Church, business, and education, with the glow and enthusiasm of college loyalty and college pride,—which has, I think, a peculiar Harvard flavour,—is a sight that does not easily fade from memory. ”

“ Heraldry is decidedly popular. This popularity also is assuming a more practical, and at the same time a more enduring form, through gradually becoming the result of a correct appreciation of the true character of Heraldry, and of its intrinsic value. At a time in which people are beginning to feel and to admit that they ought to know something about Heraldry, the College of Arms ought to take the lead in making Heraldry still better understood, still more justly appreciated, still more popular. ”

“ May the dignity and duty and exceeding privilege of an American citizen be impressed upon their minds by all the influences that rule this place! Trust me, Alumni, the country will thank the University more for the loyalty her influences shall foster, than for all the knowledge her schools may impart. Learning is the costly ornament of states, but patriotism is the life of a nation.

“ To judge of what he may do we must, I think, as has been often suggested by a learned friend of mine, to whom this University owes so much, and who, I am sorry to think, is shortly to leave us—we must, I say, look back to the time when the young scholars of mediaeval Europe visited the courts of the great princes and nobles who in those days thought it scarcely less glorious to found a college than a kingdom. ”

“ The remaining fellows are to be selected from bachelors or sophisters in arts, or from “skilful and well-conducted” civilians and canonists, but only two fellows may be civilians, and only one a canonist. Of the further progress of the College in the fourteenth and fifteenth centuries we have no record, for the archives perished in the fire which almost totally destroyed the early buildings in the year 1521. ”

“ What I have said of scholarships is in its way true of competitive examination for fellowships. If a college desires simply to acquire a creditable Fellow, a mere historic examination may be as good as any other; if a college desires a good History Tutor, I conceive that the best way to get him would be to subject the History candidates (selected in the first instance on the ground of their Honours acquired in the History Schools) to a sound examination in the work of the Literæ Humaniores School, in which teaching power is at present most fully developed. ”

“ In the first place, our corporate strength is much greater. The History teaching in the colleges is not left to the accidental supply of teachers who have an aptitude for the subject in common with all the other subjects of the University course, but every college has its own recognised History Tutor or Lecturer; and these, or most of them, are acting together. Whether in the Board of Studies or in the meetings of combined lecturers, they are able to exert on the study itself a concentrated influence which tells very effectively on the students who are reading for the Schools. ”

“ But the Faculty themselves were certainly an assemblage of very able men. Making all the allowance for the point of view, and that I was then a youth looking at my elders who had become famous, and that I am now looking as an old man at young men, I still think there can be no comparison between the college administrators of fifty years ago and those of to-day. It was then the policy of the college to call into its service great men who had achieved eminent distinction in the world without. ”

“ There are only two exceptions to the title of Master held by all heads of colleges. The head of King’s College, like the head of Eton, is styled Provost, and the head of Queens’ College is styled President. ”

“ Ever setting duty and citizenship before their own eyes, and the eyes of those whom they guided and taught, the Founders of the College were intensely good Englishmen and whole-hearted lovers of their country without any reservations. That the claims of class should ever compete with duty to the State would have been abhorrent to them. ”

“ An Act of Parliament was passed in 1621 (c. 79) , which may be considered as the charter of erection of the University. It narrates the charter of 1582, and the licence thereby given to found a College and choose Professors, and sets forth the King’s zeal for the growth of learning, and his purpose to grant the College all immunities enjoyed by other colleges. The statute then confirms the erection of the College, and ratifies all the mortifications made to the town by the King or others towards its support. ”

“ It was fitting, perhaps, he felt, that some portion of this wealth should be devoted to the service of religion and sound learning. Anyhow, in the month of January 1584, we find the Queen granting to her old friend, “his heirs, executors, and assigns,” a charter empowering them “to erect, found, and establish for all time to endure a certain college of sacred theology, the sciences, philosophy and good arts, of one master and thirty fellows and scholars, graduate or non-graduate, or more or fewer according to the ordinances and statutes of the same college.” ”

“ It is the popular university to which thousands upon thousands of readers resort daily for intelligent comment on the events of the world—the great wars, the suggestions of science, the achievements of the engineers, home and foreign politics, etc. That such a great newspaper as the Herald, wherein the elucidating comment is kept up from day to day by cultivated writers trained in journalism, must perform many of the functions of a university is clear. The news columns of the Herald are a perfect mirror of the great world's busy life. ”

“ No scholar whatever, without the fore-acquaintance and leave of the President and his Tutor, or, in the absence of either of them, two of the Fellows shall be present at or in any of the public civil meetings, or concourse of people, as courts of justice, elections, fairs, or at military exercise, in the time or hours of the College exercise, public or private. Neither shall any scholar exercise himself in any military band, unless of known gravity, and of approved sober and virtuous conversation, and that with the leave of the President and his Tutor. ”

“ So, too, among multitudes of similar efforts abroad, we have during centuries the fettering of professors at English and Scotch universities by test oaths, subscriptions to articles, and catechisms without number. In our own country we have had in a vast multitude of denominational colleges, as the first qualification for a professorship, not ability in the subject to be taught, but fidelity to the particular shibboleth of the denomination controlling the college or university. ”

“ Besides the Scholars, the Professors should for a certain Sum instruct such others as may be enter'd Commoners in the College out of the Grammar School, or from elsewhere, by the Approbation of the President and Masters, who should be obliged to wear Gowns, and be subject to the same Statutes and Rules as the Scholars ”

“ In November 1552 the College received the long-expected [31] statutes by which it was to be governed: with their appearance we leave the field of conjecture and come to facts. The foundation as here described included a master, fifty fellows of the standing of master or doctor, and sixty bachelor and undergraduate scholars: provision was also made for student-servants or sizars. Vacancies in the roll of scholars were to be filled by an annual election held at Michaelmas on the result of a two days’ examination. ”

“ Royalist colleges like New College and Christ Church took the lead, and Puritan establishments like Lincoln and Magdalen followed unprotestingly.
When (1642) a letter from the King at York, asking for contributions to his necessary defence, was laid before Convocation, it was unanimously resolved that whatever money the University was possessed of, should be lent to the King. The colleges and private persons were equally loyal. University College set an example which was freely followed. ”

“ Has any class any right to introduce in any College hall, or anywhere, as a College class, with the sanction of the Faculty, a custom which is entirely disconnected with either learning or piety, a custom of doubtful propriety, not to say morality inasmuch as many believe it to be wrong, and a custom, therefore, whose tendency is to weaken confidence in the College, and consequently to restrict its beneficence? ”

“ If students evinced no aptitude for learning they were dismissed; if only moderate progress were made, the secular duties of the college devolved upon them. It was the foundation of these colleges which organised themselves, about 1200, into powerful corporations of masters and scholars (universitates magistrorum et scholiarum) that gave the university its definite character. ”

“ Some counted the number of scholars to be about three hundred, which is not more than may be found in one college in England. They make great preparation by printing their theses and publishing them, and inviting the grandees to their disputations, where the Queen in person is sometimes present, though the exercise is only the art of well disputing, except in some of their professors and eminent persons. ”

“ In almost every college, commons have been abolished, and with them have departed the discords, dissatisfactions, and open revolts, of which they were so often the cause.
