“ The ammunition wagons are installed and opened; the belts are ready; the gun layer, the loader, and the crew are at their stations.
The lieutenant makes the rounds of each section, inspecting the guns, testing the mechanism, trying the weight of the munitions, taking account of everything and looking each man in the face.
“We are the last company organized,” he says. “You know that the machine gunners should be the flower of the army; don’t forget it. It is our first engagement. Try to show that we’re there a little.” ”

“ No reserves may be formed, and all existing armaments, guns, and stores above the limit fixed must be handed over to the Allies for disposal. No poisonous gas or liquid fire shall be manufactured or imported, nor any tanks nor armoured cars. The Germans are obliged to notify to the Allies for approval the names and situation of all factories manufacturing munitions, together with particulars of their output. The German Government arsenals are to be suppressed and their personnel dismissed. Munitions for use in fortified works will be limited to 1500 rounds apiece for guns of 10·5 cm. ”

“ Notwithstanding the tremendous calls upon the man power of the country for the ever-increasing needs of the army, the supply of munitions has steadily increased. In addition to large consignments to other fronts of the war, there has been an increase of 30 per cent. in all kinds of guns and howitzers, and of over 100 per cent. in heavy guns and howitzers in the recent offensive in France, as compared with those of last year. ”

“ I beg you will instruct the Ordnance Department to spare no pains in manufacturing a sufficient amount of the best kind, and to be particular, in preparing that for the artillery, to provide three times as much of the long-range ammunition as of that for smooth-bore or short-range guns. The points to which I desire the ammunition to be forwarded will be made known to the Department in time. If the Quartermaster's Department can furnish any shoes, it would be the greatest relief. We have entered upon September, and the nights are becoming cool. ”

“ The 46th North Midland and 48th South Midland Divisions were the first to form independent {10} units, but they were soon followed by others. It had been insufficiently grasped that the supply of munitions was as important as that of men, and that the expenditure of shell was something so enormous in modern warfare that the greedy guns, large and small, could keep a great army of workmen employed in satisfying their immoderate demands. ”

“ ARTICLE 192.—The warships in commission of the German fleet must only have on board or in reserve the allowance of arms, munitions, and war material fixed by the principal Allied and Associated Powers. Within a month from the fixing of the quantities as above, arms, munitions and war material of all kinds, including mines and torpedoes now in the hands of the German Government and in excess of the said quantities, shall be surrendered to the Governments of the said powers at places to be indicated by them. Such arms, munitions and war material will be destroyed or rendered useless. ”

“ Thus, while we were purchasing artillery and ammunition from the allies we were shipping to them great quantities of raw materials, half-completed parts, and completely assembled units, and such war-time commodities as powder and explosives, forgings for cannon and other heavy devices, motors, and structural steel. The credit for the ordnance record can not go merely to those men who wore the uniform and were part of the ordnance organization. ”

“ Those who are not called up, or else are employed during the vast business of munitions production in all its branches—and their ramifications are innumerable—will serve their country best by remaining at their ordinary work until they receive their summons. We have also over here Dominions armies. The Canadians had actually landed in France, but have now been safely withdrawn, much disappointed, but in perfect order, with all their artillery and equipment. ”

“ One of the very first Acts to provide for placing educational production of munitions of war stipulated that initial orders placed with any person, firm, or corporation for supplying such munitions, accessories, or parts, could include a complete set of such gages, dies, jigs, tools, fixtures, and other special aids and appliances, including drawings as needed for the production of munitions in quantity in the event of emergency. ”

“ From the fact that when in action guns are served with ammunition, aimed, fired, and cared for by a crew of men carefully trained to [Pg 42] every motion involved in the successful use of the gun, it is most essential that the design and the material shall be such, both as to calculation in the design and as to manufacture in the material, as will insure the maintenance of the morale of the crew that serves the gun. ”

“ The main duty of the Ordnance Services is forwarding ammunition to the front, where it is taken over by the Fighting Units, at places called the Refilling Points, which are generally about a day’s march in rear of the fighting line. One Auxiliary Transport Company of 100 wagons is allotted per Division for carrying ammunition to these points. To ensure an adequate supply at the front demands careful organization and good administration of the Ordnance Services, as ammunition is expended at uncertain dates, and in amounts which cannot be forecast. ”

“ The projected army of 5,000,000 men required 11,000 trained officers to handle every phase of ordnance service. While a portion of this production would have to do with the manufacture of articles of a commercial type, such as automobiles, trucks, meat cans, mess equipment, and the like, yet the ratio of 97 to 11,000 gives an indication of the amount of ordnance knowledge possessed by the War Department at the outbreak of war as compared to what it would need to equip the first 5,000,000 men for battle. ”

“ These years will forever stand as the monument to the American genius of workshop and factory, which in this period insured the victory by insuring the timely arrival of the overwhelming force of America's resources in the form of America's munitions. ”

“ The really amazing thing which America did was to place in France in 19 months an army of the size and the ability of the American Expeditionary Force. The war taught us that America can organize, train, and transport troops of a superior sort at a rate which leaves far behind any program for the manufacture of munitions. [Pg 18] It upset the previous opinion that adequate military preparedness is largely a question of trained man power.
When the war touched us our strategical equipment included plans ready drawn for the mobilization of men. ”

“ To this end it has for generations been known that the requirements of manufacture of ordnance material, particularly for the body of the gun, are of the very highest order and call for the finest attainable quality in material, workmanship, and design. ”

“ The organization of the supply of ammunition in action has been systematized in detail. Ammunition Columns are organized so as to be divided readily to accompany detached Batteries, and to facilitate the supply of ammunition to Infantry, Cavalry, and Mounted Brigades.
Engineers
Modern war demands more and more the co-operation of Engineers with other Arms. This has been recognized in Japan, where a Battalion is attached to a Division. The British Division has now 2 Field Companies, or double the number in Continental armies. ”

“ The inferiority of our side in the field in respect to certain forms of munitions as compared to the enemy, came to be attributed to indifference and to mismanagement on the part of the Master-General of the Ordnance's department and of Lord Kitchener. Even the majority of artillery officers had not the slightest conception of what an expansion of output of munitions on a huge scale involved. Still less were staff officers in general and officers of other branches of the service in a position to interpret the situation correctly. ”

“ Sixty rounds of ammunition per man will be taken in wagons, and as much grain as the transportation on hand will carry, after taking the specified amount of other supplies. The densely wooded country in which the army has to operate making the use of much artillery impracticable, the amount taken with the army will be reduced to six or eight guns to each division, at the option of the army commanders. ”

“ To the difficulty provided by the desire for concealment necessary in all military organization, one must add the difficulty presented by the cross categories peculiar to this calculation. You have to consider not only the distinction between active and reserve, but also between men and munitions, between munitions available according to one theory of war, and munitions available according to another. ”

“ The work of providing railway artillery—that is, taking the big, fixed-position guns already in existence within the United States and similar guns being produced and designing and manufacturing suitable mounts for them on railway cars—grew into such an important undertaking that it enlisted the exclusive attention of a large section within the Ordnance Department. ”

“ Every Brigade is required to provide a secure place for the custody of its small arm ammunition; but in cases where the store of ammunition is sufficiently large to make it desirable that it should be stored in the magazines of any of Her Majesty's ships, used as Drill Ships for the Volunteers, Commanding Officers of such ships will afford facilities for its reception.
Conveyance of Ammunition. 75. Every care is to be taken in the conveyance and general handling of ammunition, and the Regulations and customs of the Royal Navy in that respect are to be strictly adhered to. ”

“ As the whole people have been called upon to make sacrifices for the war, all the people should be given an opportunity to know what has been done in their behalf in munitions production, and I therefore ask that you have prepared a historical statement of munitions production, so brief that all may have time to read it, so nontechnical that all may be able readily to understand it, and so authoritative that all may rely upon its accuracy. ”

“ The expenditure of ammunition is a matter which can only be regulated by the circumstances of the moment, officers commanding should, however, always bear in mind that the supply of artillery ammunition in the field is necessarily limited.
4. It is of great importance that artillery horses should be kept fit for any special effort. They are not easily replaced, and it is the duty of artillery officers to represent to the commander of the column whenever they consider that their horses are being unduly worked, as regards either pace or distance. ”

“ Repairs of arms arising from fair wear, found to be necessary in order to make the arms serviceable, will be executed free of charge; the expense of other repairs will be borne by the Corps.
Allowance of AmmunitionAmmunition in the following proportion, to be Ammunition, reckoned from the 1st April in each year, is allowed:—
Storing of AmmunitionRequisitions for small arm ammunition, in accordance with the established proportion, are to be forwarded to the Commanding Officer of the nearest Drill Ship or District Coast Guard Ship for transmission to the nearest Control Officer. ”

“ The war efforts of the United States in 1917 and 1918 demanded a wide range of human talents and special callings; but surely the strange and unusual seemed to be reached when in the early days of our undertaking the Engineering Division of the Ordnance Department sought the services of expert armorers.
Through the advice of the National Research Council, which had established a committee of armor experts, the Ordnance Department commissioned in its service Maj. ”

“ In a complete machine-gun program not only must the guns themselves be built, but they must be fully equipped with accessories, such as tripods, extra magazines, carts for carrying both guns and ammunition, feed belts of various types, belt-loading machines, observation and fire control instruments, and numerous other accessories the manufacture of which is absolutely essential but usually unseen by the public. ”

“ With a view, therefore, first to expedite and facilitate the equipment of the American armies in France, and, second, to secure the maximum ultimate development of the ammunition supply with the minimum strain upon available tonnage, the representatives of Great Britain and France propose that the American field, medium, and heavy artillery be supplied during 1918, and as long after as may be found convenient, from British and French gun factories ”

“ The war demanded the production in America of quantities of precision instruments. These were required not only by the Ordnance Department for the equipment of artillery with sights and indirect fire-control apparatus but also by the Engineer Corps, the Signal Corps, the Bureau of Aircraft Production, and the Medical Department. These instruments were such things as aneroid barometers, pocket compasses, measuring tapes, surveyors' equipment generally, map-drawing outfits, draftsmen's supplies, and so on. ”

“ Great Britain or in France. Figure 6 shows graphically the rate at which the artillery ammunition deliveries were expanding.
In artillery proper the war ended too soon for American industry to arrive at a great production basis. The production of heavy ordnance units is necessarily a long and arduous effort even when plants are in existence and mechanical forces are trained in the work. America in large part had to build her ordnance industry from the ground up—buildings, machinery, and all—and to recruit and train the working forces after that. ”

“ Fell out to work at 7, pioneers helping us. Ordnance train came up from town this morning and deposited their stores inside of the fort, filling our magazines with artillery ammunition; 90 boxes of three inch rifle; 40 12-pounder guns; 150 boxes of infantry ammunition, guns, sabres and other stores piled up inside the works covered with tarpaulins. A sergeant and seven men with them as guards, to guard our guns also, which lightens our duty greatly. ”
