The Cabildo, or Town-House, has nothing remarkable about it, but the church tower, and a long balcony in front:- 15 - it is built in the Plaza, of which it forms the western boundary. The great powers possessed by the Members of the Cabildo, according to the old Spanish law, have been reformed within these three years. It has a prison for criminal offenders; and the head Police-Office is near it.

With these and other buildings which have been built during the time I have been here, or are now being erected, this city is much improved in appearance. ”
