“ WAVES, TIDES, AND CURRENTS
Now that we have studied the ancient ocean, it is time to study its present characteristics and understand the great and important part it plays in the world.
A very striking thing about the ocean is its flatness. Being water, it seeks always to find its level; and we commonly assume that it everywhere does so, and take the sea-level as the standard from which to calculate all heights above or depths below its surface; that is, we assume that every part of the surface of the ocean when calm and at mean tide is exactly the same distance from the center of the globe.

“ The term “sea level” is differently interpreted in different localities, “Mean tide,” “mean low tide,” “mean high tide,” and “mean sea level” are used. If the local usage does not conform to that of established Federal usage, the nearest established Plane of Reference [3] practicable should be sought as a starting point. The Weather Bureau has established a specific elevation for each of its stations; the nearest station practicable therefore may be taken as an initial point. ”

“ If the level of the sea were to become coincident with the mean level of the lithosphere, there would result one tri-radiate land-mass of nearly uniform outline and one continuous sheet of water broken by few islands. The actual position of sea-level lies so near the summit of the crust-heap that the varied relief of the upperThe continents. portion leads to the formation of a complicated coast-line and a great number of detached portions of land. The hydrosphere is, in fact, continuous, and the land is all in insular masses: the largest is the Old World of Europe, Asia and Africa ”
