Military inspection

“ In accordance with laws and regulations like the Military Service Law of the People's Republic of China and the Regulations on the Recruitment of Soldiers, military service organs and recruitment staff of the people's governments at all levels have undertaken efforts to supervise and inspect recruitment work. Within the proper bounds of their authority, military departments have conducted special reviews on law-enforcement in their respective fields of military training, equipment procurement, discipline inspection and supervision, and auditing. ”

“ A general inspection is made from time to time by inspectors-general designated by the commanding generals of military divisions or departments. Every regiment on this occasion is minutely looked into, and a faithful account is delivered by each commanding officer of the actual state of his regiment. The interior economy of the corps is not only investigated, but the discipline of the men is likewise examined. ”

“ Construction with other inspections.—An inspection of a facility or quarters under this subsection is in addition to any inspection of such facility or quarters under subsection (a) . (d) Reports on Inspections.—A complete copy of the report on each inspection conducted under subsections (a) and (c) shall be submitted in unclassified form to the applicable military medical command and to the congressional defense committees. ”

“ It is organised on a military model, and subject to inspection by a military man on whose reports to the Secretary of State its efficiency is decided. Nobody seems to think of asking what such an inspector knows of the needs of the district whose police he inspects. His training enables him to tell when a man carries himself well and turns out his toes nicely, and the ability of the police to do [Pg 191] so is aided by their going to inspection in new uniforms; so that the inspector sees a number of men in new clothes, and decides by their bearing their fitness to act as policemen. ”

“ Local people's governments at or above the county level shall, in conjunction with the relevant military organs, regularly organize inspection and assessment of the protection of military installations within their respective administrative regions, supervise and urge the elimination of the pitfalls and the solution of problems that affect the protection of military installations within a time limit, and improve the measures for the protection of military installations. ”

“ When the inspector approaches the band the adjutant commands: PREPARE FOR INSPECTION.
As the inspector approaches him each man raises his instrument in front of the body, reverses it so as to show both sides, and then returns it.
Company musicians execute inspection similarly. (752)
654. Inspection of quarters or camp. At the inspection of quarters or camp the inspector is accompanied by the captain, followed by the other officers or by such of them as he may designate. The inspection is conducted as described in the company inspection, as laid down in pars. 646–649. ”

“ As winter advanced, sickness among our troops increased to such a degree that various yamens or other buildings had in succession to be hired for that purpose. On such occasions, in addition to the officers specially concerned in making the selection, some representative city (Chinese) officials, the whole party under the protection of our own military police, made an inspection of the buildings most suitable for our purpose, after which an application was duly made for the particular one fixed upon. ”

“ A staff-officer of an army, whose duties are those of inspection, and embrace everything relative to organization, recruiting, discharge, administration, accountability for money and property, instruction, police, and discipline. In the French army, a certain number of general officers are annually designated to make inspections.
Inspector-General of the Cavalry. In the British service, a general officer whose particular duty is to inspect all cavalry regiments, to report the state of the horses, and to receive specific accounts from the different corps of their actual state. ”

“ Inspection is more important in the face of the enemy than during training because a fouled piece may mean a lost battle, an overlooked sick man may infect a fortress and a mislaid message can cost a war. In virtue of his position, every junior leader is an inspector, and the obligation to make certain that his force at all times is inspection proof is unremitting. ”

“ The erroneous impression prevails that an inspecting department, independent of the general staff, is established in most of the armies of Europe. The reverse is the fact, and the duties of inspection are so intimately connected with the other duties of the general staff that they can be properly performed by it alone. The objections to the separation are manifold. In the first place, officers having no other than inspecting duties must frequently be unemployed, even in war, while in peace their duties will occupy but very little time. ”

“ In the annual inspection it is evident that in the time available the inspector cannot examine an organization in everything it should know; he must choose certain things and judge from those of the training of the company or regiment.
In making this choice the relative importance of the subjects must be kept in mind. Of course every company must be tried out in the combat exercises and in all the things that should be made fixed habits. It is of equal importance that no stress be laid on non-essentials. ”

“ Not only is it on the alert to catch and sift every rumor of a fault in the service, but it is its business, by systematic and constant oversight and inspection of every branch of the army, to find out what is going wrong before anybody else does. ”

“ Now, the topographical corps makes surveys for defences; the navy officers make charts along the coast; and the coast survey goes over the same place a third time. If the officers did this work, the army might get the military information, and the navy the hydrographical knowledge, which the interest of the country requires that each of these branches of the public defence should have; and this, at the expense of but one survey; for, at places where defences might be required, the survey could be done with the utmost minuteness. The officers of the army and navy need not clash. ”

“ There should be a national Inspector-General of Militia, appointed by the War Department, with Assistant-Inspectors-General for the different States,—all to be Regular-Army officers, if possible, thus securing uniformity of drill and discipline. ”

“ Organizations and individuals undertaking national defense research and production tasks and taking military procurement orders must keep defense secrets, complete their tasks in a timely and efficient manner, ensure quality, and provide appropriate services.
The State shall adopt a quality accountability system in accordance with the law for the weaponry, equipment, materiel, works, and services supplied to the armed forces. ”

“ Criteria.— This inspection plan shall propose methods to analytically assess, evaluate, improve and assure mission readiness of each unit or organization with required operational capabilities for naval mine warfare. Inspection shall include— (1) an assessment or verification of material condition; (2) unit wide training and personnel readiness as measured by established tasks, conditions and standards that demonstrate the unit readiness to perform their wartime or homeland defense mission; (3) force through unit level training ”

“ Senator, whatever the limits of the president's authority given under the authorization of the use of military force and his inherent authority as commander in chief in a time of war, it clearly includes the electronic surveillance of the enemy. ”

“ Saturday morning and other company inspections are intended to show the condition of the organization regarding its equipment, military [Pg 234] appearance and general fitness for service, and the condition of the quarters as regards cleanliness, order, etc. Usually everyone except the guard, one cook, and others whose presence elsewhere can not be spared, are required to attend inspections, appearing in their best clothes, their arms and accouterments being shipshape and spick and span in every respect. ”

“ Should the alarm of fire be given when the men are not at Quarters, that alarm of itself is to be considered as a call to Quarters, and the men must repair to their stations at once. This must be impressed upon the men by the Division Officers. But the ordinary call for inspection is to be given as soon as practicable, by way of enforcing the order. ”

“ The Army, Navy and Air Force have as their essential responsibility the planning, execution and control of military operations as required to ensure the defense of the Nation. The National Guard shall cooperate in the carrying out of these operations, and shall have as its basic responsibility that of conducting operations as required to maintain internal order within the country. The National Armed Forces shall carry out activities of administrative policing and criminal investigation activities as provided for by law. ”

“ The inspecting Party shall in any event ensure that the condition of the wounded and sick is not adversely affected by the inspection or the removal. If the inspection discloses that the aircraft is in fact a medical aircraft, the aircraft with its occupants, other than those who must be detained in accordance with the rules of international law applicable in armed conflict, shall be allowed to resume its flight, and reasonable facilities shall be given for the continuation of the flight. ”

“ The task force shall prepare a comprehensive report that shall include, but not be limited to— (A) a description of the functions of the audit, investigative and inspection components in the Department of Defense and the extent to which such components cooperate in their efforts to detect and prevent fraud, waste and abuse; (B) an evaluation of whether such components are sufficiently independent to carry out their responsibilities ”

“ The commanding officers of regiments must likewise enforce the orders of the army regarding the constant, real inspection of the soldiers' arms, ammunition, accoutrements, and necessaries, in order to prevent at all times the shameful waste of ammunition, and the sale of that article and of the soldiers' necessaries. ”

“ When the inspectors made their tour each bunk had to show a clean towel, tooth brush, soap, comb, pair of socks, and suit of underwear. The articles had to be displayed on the bunk in a specific manner.
"Show-Down" inspections were a big feature of the routine. This inspection required the soldier to produce all his wares and equipment for inventory. The supply officer and supply sergeant of the battery made many rounds taking account of equipment that was short, but several more "show-downs" usually transpired before the lacking equipment was supplied. ”

“ For years a constant military surveillance of the main avenues of approach from the eastern and south-eastern sections of the state has been maintained at a great expense to the government without affording adequate protection against periodical hostile incursions. ”

“ If any one inspection team is unable to settle an incident or considers that there is a violation or a threat of a serious violation the international Commission shall be informed; the latter shall study the reports and the conclusions of the inspection teams and shall inform the parties of the measures which should be taken for the settlement of the incident, ending of the violation or removal of the threat of violation. ”

“ Field spies. Those who act as scouts in disguise to reconnoitre positions and to report moves of the enemy in the field of war. Amongst these are residential spies and officer agents.
All these duties are again subdivided among agents of every grade, from ambassadors and their attachés downwards. Naval and military officers are sent to carry out special investigations by all countries, and paid detectives are stationed in likely centres to gather information. ”

“ ARTICLE 22. The Inspector General will have access to Service members and
records which relate to the activities being inspected. The Director General may
prohibit the Inspector General from initiating, carrying out or completing any
inspection or financial audit, except in cases involving allegations of misconduct
by the Director General, if the Director General believes it is necessary to protect
significant national security interests. The Director General must report this action
to the head of government within one week.
CHAPTER SEVEN --LEGISLATIVE OVERSIGHT
ARTICLE 23. ”

“ The art of military surveying, is to represent on paper the features of a country, that the operations of the service may be carried on with less difficulty, and more effect. If the commander of an army, or of a smaller force, is unacquainted with the country or neighbourhood in which he is, it will be necessary to reconnoitre it, for a knowledge of hills, woods, rivers, and brooks, as well as that of the force and position of the enemy. Military surveying is much the same as reconnoitering, only the latter is done rapidly with the naked eye, the former with instruments, and with greater care. ”

“ The inspection will invariably take the form of a tactical scheme, set by the inspecting officer and given out on the ground, in which the enemy will be represented by another battalion or part of a battalion, or by a company or section with flags. ”

“ China's armed forces have intensified political inspection by completing disciplinary inspections and re-inspections over all CMC functional organs, the TCs, services, AMS, NDU, NUDT and the PAP. They have worked to implement full-spectrum audit, intensify the audit of major fields, projects and funds, and perform strict audits over the economic liabilities of officers in positions of leadership. ”

“ They are second nature to us!” said a new army man. “We were inspected and inspected at home and we are inspected and inspected out here. If there is anything wrong with us it is the general’s own fault if it isn’t found out. ”
