“ That they are the decisive factors needs no proof whatever; it follows, as a matter of course, from uniform training, uniform leadership, and uniform arms. But tactics fit for use in war, are to furnish, above all else, ways and means, showing how and by what methods the fighting energy of troops may be preserved most effectively, and thus contribute directly toward preventing the premature deterioration of the morale of the troops. ”

“ Should the demands of strategy conflict with those of tactics on the battlefield, the latter must unquestionably take precedence, since the general’s foremost thought must be the annihilation of the hostile forces. Tactical considerations should likewise govern in the selection of the direction of attack in a battle, strategical reasons for striking in this or that direction becoming effective only after the attainment of tactical success. ”

“ The way in which the battle line is formed at a particular place, the manner in which cavalry or artillery are used for a particular purpose, and generally the methods by which marches are conducted, camps are laid out, fortifications are made, and the actual fighting is done, come under the head of tactics. It has been well said that the art of strategy consists in getting two men to a place where only one man is ready to oppose them. ”

“ But although Strategy may be considered as the art of bringing an opponent to battle, and Tactics as the art of defeating him in action, there are excluded from these definitions many considerations which influence a commander in the field.
The art of war does not commence with a strategical reconnaissance from the air, or the saddle, to ascertain whether, and if so in what locality and in what strength, hostile troops are being concentrated. From information so obtained, the physical force of an enemy may indeed be determined ”

“ Because every improvement made in weapons from the earliest recorded history of war has entailed corresponding alterations in tactics to meet it, and obviate, as far as possible, its effects. Instead of standing in massive columns, or in line with close ranks two and three deep, and reserving their fire until they could "see the whites of their enemy's eyes," troops now engage at longer distances, in loose order, and take advantage of whatever cover is to be found. ”

“ For success in war depends upon the troops being armed with the best weapons of the day, upon their being trained to use them in the most appropriate manner, upon the amount of knowledge and practice possessed by the generals; upon a correct estimate of the enemy's forces, of their armament and tactics, and upon a true insight into the policy of the Powers with which quarrels are possible. ”

“ In view of these principles, strategy determines when, where, and with what forces a battle shall be fought, and tactics directs the battle itself, It follows that on the defensive one should protect one's communications, force the enemy to send out detachments and rout or annoy these; and, if such methods have no saving effect, retire to a position strong by nature, art, or both, and, while defending it, watch for opportunities to strike. ”

IS THE ART OF WAR REVOLUTIONISED?

The "Art of War," which, I must confess, is but a feeble equivalent for the art militaire of the French, covers strategy and tactics. In discussing the duties of any particular arm in warfare it is obvious that the discussion must necessarily deal with tactics rather than strategy, which, I take it, will not undergo any great change as long as human nature remains subject (p. 235) to its present limitations. ”

“ The means available in tactical instruction in time of peace, for the development of strength of character, are, however, very limited when compared with the great demands made by the abnormal conditions of war, so out of all proportion to those of peace. ”

“ The severest test of discipline is for a skirmish line to rise and rush forward under an effective hostile fire. This movement had best be executed with precision and energy even during peace exercises. ”

“ I. When an army awaits the attack, it takes its position and forms its line of battle according to the nature of the ground and the supposed character and strength of the enemy's forces. Such is usually the case when an army wishes to cover a siege, protect a capital, guard dépôts of provisions and military stores, or some important strategic point. The general relations of positions with strategy and engineering have already been considered ”

“ One should endeavor to conceal the advantages which one intends to derive from the formation of the ground, just as one hides from the enemy the bulk of one’s troops and their actual position. This is, indeed, only practicable to a certain extent, and requires perhaps a peculiar and little used method of treatment. ”

“ When a body of troops intrenches during an attack, it must detach half of its force to keep up the attack; this cannot be offset by an increased rate of fire, even if squad leaders, range finders, and musicians, take part in the fight, as the men offer a taller target while intrenching, and as the newly turned earth facilitates the enemy’s aim. ”

“ The same activity, the same determination to maneuver, must prevail everywhere. Every mistake and every weakness of the enemy must be quickly perceived and promptly utilized. The troops in the counter-attack should move forward without hesitation and regardless of the cost. ”

“ When, during the crisis of battle, every available man joins in the fight, machine guns may take a hand in it, even when the terrain is unfavorable for the employment of cavalry, by gaining the flanks at a rapid gait, turning and firing upon the hostile flank or the hostile masses launched for the counter-attack. ”

“ How it obtains this defensive power, by obstacles to approach, points d’appui for its flanks, and new positions which it finds on its retreat, is a subject for tactics to explain; we accept it as an established fact. ”

“ Strategy decides where to act; logistics brings the troops to this point; grand tactics decides the manner of execution and the employment of the troops.
It is true that many battles have been decided by strategic movements, and have been, indeed, but a succession of them; but this only occurs in the exceptional case of a dispersed army: for the general case of pitched battles the above definition holds good.
[Pg 70] Grand Tactics, in addition to acts of local execution, relates to the following objects:—
1. ”

“ When time is not pressing, the regulations prescribe a concentration for action and, simultaneously therewith, such a grouping of the principal units (if possible out of range of the effective fire of hostile guns, and well concealed) that the attacking troops need move only straight to the front. ”

“ The Federal commander recognized, perhaps not less than his opponent, the importance of the simple old tactic—bringing a superior force to bear on detached or weak points of the adverse line—which has entered, under one form or another, into most great military combinations since war became a science ”

“ It may be of interest to glance at the strength of the Forces which the chief military nations will put into the field at the outbreak of war. The strength depends essentially on the number of organized Formations of Troops. ”

“ In this conflict we are engaged with great nations whose military preparation has extended over nearly half a century, and whose aim, as far as we can comprehend it, has been world-wide supremacy by force of arms. ”

“ The course of the combat can be influenced only by the action of retained forces, and it is sought to produce united action by acquainting all leaders with the object of the combat, they in turn endeavoring to attain this object even though they do so in different ways. ”

“ When discussing strategic operations, mention was made of the varying chances which the two systems, the defensive and the offensive, give rise to; and it was seen that especially in strategy the army taking the initiative has the great advantage of bringing up its troops and striking a blow where it may deem best, whilst the army which acts upon the defensive and awaits an attack is anticipated in every direction, is often taken unawares, and is always obliged to regulate its movements by those of the enemy. ”

“ In warfare in civilised and highly developed countries, when the enemy's object is rather to defeat the fighting force than to harry the convoy, and when troops can march on broad frontages, the protection given by bodies of cavalry with horse artillery, flung far to front and flanks, and supported, if necessary, by infantry, is usually adequate. ”

“ There is perhaps no operation of war more difficult than that which this country has to undertake in the embarkation of its army for a continental campaign. It is not merely as regards its personnel; but large reserves of ammunition and stores, and the armaments and equipments of the artillery, engineers, [Pg 11] medical, commissariat, clothing, and other departments have to be embarked, and all so arranged as to be prepared for rapid landing after a long voyage, and possibly in the face of an enemy. ”

“ The line of battle floats and winds like a thread, the streams of blood flow illogically, the fronts of armies undulate, the regiments in advancing or retiring form capes or gulfs, and all these reefs are continually shifting their position; where infantry was, artillery arrives; where artillery was, cavalry dash in; the battalions are smoke. There was something there, but when you look for it, it has disappeared; the gloomy masses advance and retreat; a species of breath from the tomb impels, drives back, swells, and disperses these tragic multitudes. What is a battle? ”

“ He must also inform himself exactly of the state of the military forces both on land and sea, of the number and strength of fortified places, whether they are always kept in a high state of efficiency and well supplied with ammunition, of the condition of the sea-ports, of his vessels of war, and of his arsenals, of the number of troops which he can put into the field at once, both of cavalry and of infantry, without stripping his fortresses bare of their garrisons. ”

“ This being done, he can understandingly proceed to prepare his base of operations, then to choose the most suitable zone of operations for his main efforts, and, in doing so, keep constantly before his mind the principles of the art of war relative to lines and fronts of operations. The offensive army should particularly endeavor to cut up the opposing army by skillfully selecting objective points of maneuver ”

“ Troops attacking at night can advance close to the enemy in compact formations and without suffering loss from hostile artillery or infantry fire. The defender is ignorant of the strength or direction of the attack. ”

“ That the objective of all offensive operations must be to envelop the enemy—i.e., hold him in front and attack him in flank.
2. That the fullest use must at all times be made of mechanical weapons—i.e., guns, machine-guns, trench-mortars, &c. The minimum use of infantry; to rely for success on the weight of infantry, either in attack or defence, was to ensure unnecessary casualties.
3. That troops must always be in depth; they must neither attack nor defend in one or two dense lines of men, but in a succession of well-extended lines. ”

“ In the next place, I felt satisfied that this was the place to fight the most decisive battle; because, if we could divide their forces by piercing their lines at one or two points, separating their left from their right, then a vigorous attack by the whole army would succeed in breaking their army in pieces. The enemy had cut a road along the rear of the line of heights, by means of which they connected the two wings of their army, and avoided a long detour around, through a bad country. ”

“ The objective being determined upon, the army will move toward it by one or two lines of operations, care being taken to conform to the fundamental principle laid down, and to avoid double lines, unless the character of the theater of war makes it necessary to use them, or the enemy is very inferior either in the number or the quality of his troops. ”

“ It is like a brain: it gathers useful information of all kinds, studying the latest weapons and methods of warfare, the plans and equipment of the enemy, the country in which fighting is to be done. It regulates the various branches of the army so that the artillery and the infantry shall not be working at cross purposes, but shall help each other. ”

“ The fundamental plans, the strength and composition of the forces, the training of officers and men, the collection of the necessary material of all kinds, the arrangements for supplies and munitions of all sorts—the very principles on which war strategy conducts its operations—are the fruit of the tedious work of preparation strategy. ”

“ For the same reason, in all the brilliant and successful efforts of strategic skill, steps have been taken beforehand to carry out the preliminary movements of an army in such a way as to leave an enemy up to the last moment uncertain in what direction the blow would be struck. ”

“ But if the soldier in the forward division knows nothing of the strategical events of his war, there are many things of which he does know, and so well too that they eclipse the greater strategical considerations of the war. ”

“ Operating in an enemy's country, and being supplied always from a distant base, large detachments had at all times to be sent from the front, not only to guard the base of supplies and the roads to it, but all the roads leading to our flanks and rear. ”

“ In the first, the direction in which the decisive blow is to be delivered is determined beforehand; an adequate force is detailed and pushed forward for this purpose, and at the same time another part of the force is detailed to attack another portion of the enemy's position, to keep his attention there, to pin his troops in position, to prevent him sending reinforcements to the part mainly threatened, and ultimately to drive home with the successful assault of the main attack. ”
