A prince enlightened by the intelligence of the age, by experience, and a superior understanding, bestows on royal authority a support which no other can replace, in that Charter which protects the rights of the monarch, while it guarantees to the nation all those that constitute true and legitimate liberty. Let us rally under this signal of alliance between the people and their king. Their union is the only certain pledge for the happiness of both. Let the Charter be for us what the holy ark that contained the tables of the law was for the Hebrews of old.

Not many months later, Parliament embodied the Declaration of Right (S494) , with some slight changes, in the Bill of Rights, 1689, [2] which received the signature of the King and became law. It constitutes the third and last great step which England has taken in making anything like a formal WRITTEN Constitution, [3] —the first being Magna Carta, or the Great Charter (S199) , and the second the Petition of Right (S432) .

The Great Charter of English liberty, extorted from John by his Barons in 1215. It prescribed the constitution of the Great Council of the Kingdom, the members whereof were to be summoned by writ; it defined and limited the feudal obligations of the Barons and other tenants of the Crown; restricted the powers of the sheriffs and other royal officers, and secured the liberties of the free towns. It further declared the right of an accused person to be tried by his peers.
