“ The quarters of an officer may consist of his military residence, whether a tent, stateroom, or other quarters assigned to him, or a private residence occupied by him when he has not been furnished Government quarters. ”

Evidently, Sir, "headquarters" has taken to heart the injunction about casting your bread upon the waters. It casts the crumb of a day or two's work of an emissary, and gets back any quantity of loaves of cash, so long as "captains" present themselves to be used up and replaced by new victims. ”

“ If they occupy houses belonging to absent rebels, they must pay rent to the quarter-master. If they own property, they must occupy it by themselves, tenants, or servants.
Eighth. When houses are occupied and the owner has gone south, leaving an agent to collect rent for his benefit?

When their services can be made available all the employés in these departments are soldiers; and a considerable proportion of the enlisted men are thus continuously engaged as clerks, mechanics, and teamsters ”

“ The house is of logs, of course, and has a pole and dirt roof, and was built originally for an officers' mess. The dining room is large and very long, a part of which we have partitioned off with a piece of canvas and converted into a storeroom. We had almost to get down on our knees to the quartermaster before he would give us the canvas. He is in the quartermaster's department and is most arrogant; seems to think that every nail and tack is his own personal property and for his exclusive use. ”

“ At the end of each quarter their salary shall be divided into equal portions by the number of days on which, during that quarter, their respective courts sat, or should have sat, and one of these portions shall be withheld from each member for every of the said days, which, without cause allowed good by his court, he failed to attend, or departed before adjournment without their leave. If no court should have been held during the quarter, there shall be no deduction. ”
