“ But it is not only in Africa that the Negro has exhibited the absence of the essential qualities of a progressive race. It is everywhere. Since the dawn of history, the Negro has been in one place or another, in Egypt, in Rome, in other European countries, brought in contact with civilization, yet he has failed to receive the vitalizing current under which other races have risen in greater or less degree. ”

“ By State laws and the decision of the Supreme Court they belong to the negro or the American-African race. By the law of nature they belong, either to the Anglo-American race, or are a race within themselves. It is no longer a doubtful question; their constant increase in numbers shows that they are engenesic, and capable of maintaining within themselves a race of their own. Can such a people as this mixed race, imbued with the instincts, capabilities, and ambitions common to their white blood, be forever thrust back upon the negro race? ”

“ The next step is the discussion of the attitude in which we, the white people of the South, stand to the Negro. This attitude is too striking, if not too anomalous, not to have attracted wide attention. A race with an historic and glorious past, in a high stage of civilization, stands confronted by a race of their former slaves, invested with every civil and political right which they themselves possess, and supported by an outside public sentiment, which if [Pg 240] not inimical to the dominant race, is at least unsympathetic. ”

“ The Negro question seems to be the race riddle of our civilization and it will take much tact, patience and wisdom to solve the problem. It may be a revelation to some of you to know, that at the rate the negro race has grown since the Civil War, when the twentieth century goes out, there will be sixty millions of negroes in one black belt across the Southland. I say across the Southland because, the main body of the negro race will never leave the track of the southern sun. The South held the negro in slavery, the North set him free. ”

“ We find upon the world's stage today eight distinctly differentiated races, in the sense in which History tells us the word must be used. They are, the Slavs of eastern Europe, the Teutons of middle Europe, the English of Great Britain and America, the Romance nations of Southern and Western Europe, the Negroes of Africa and America, the Semitic people of Western Asia and Northern Africa, the Hindoos of Central Asia and the Mongolians of Eastern Asia. There are, of course, other minor race groups, as the American Indians, the Esquimaux and the South Sea Islanders ”

“ The Racial Heredity of the Negro.—It is generally agreed by anthropologists and biologists that mankind constitutes but a single species, developed from a single pre-human anthropoid stock. The various races of mankind have had, therefore, a common origin, but having developed in different geographical areas they each present certain peculiar racial traits adapting each to the environment in which it was developed. Now, the negro race is that part of mankind which was developed in the tropics. ”

“ The average white man of America, in passing judgment upon the black race, very often overlooks the fact that geographically and physically the semi-barbarous Negro race has been thrown right down in the centre of the highest civilization that the world knows anything about. Consciously or unconsciously, you compare the Negro's progress with your progress, forgetting, when you are doing it, that you are placing a pretty severe test on the members of my race. ”

“ At least five distinct races are, as we know, universally recognized by ethnographers, — namely, the yellow or Asiatic race, the brown or Malays, the copper-colored or American-Indian, the negro or African, and,the Caucasian or white race. ”

“ If we consider the problem from an ethnological standpoint, we shall have four races in the United States—the white, negro, Indian, and Chinese. But these races do not mingle together. The Indian is dying out, and, although the negroes mingled in the days of slavery, the offspring carried the stigma of the race. ”

The case of the Indian affords another example of the failure of two races, separated by colour and other physical markings, to fuse. ”

“ Do the characteristics which we have given of the white race, belong equally, to all three of the sons of Noah—Shem, Ham and Japheth, and their descendants? If they do, then the black race, belong to, and have since the flood at least, belonged to another and totally different race of men. ”

“ Between these two extremes is an almost innumerable variety of mixed races, each having its own peculiar designation, indicating the precise proportion of European, Indian, and negro blood in their veins, each marked with its own peculiar physical, intellectual, and moral characteristics; and each finding its chief boast in the nearness of its relation to the white race, and looking down with contempt upon those a shade darker than its own. ”

“ What is the real meaning of Race; what has, in the past, been the law of race development, and what lessons has the past history of race development to teach the rising Negro people?
When we thus come to inquire into the essential difference of races we find it hard to come at once to any definite conclusion. Many criteria of race differences have in the past been proposed, as color, hair, cranial measurements and language. And manifestly, in each of these respects, human beings differ widely. ”

“ The Negro race manifests this peculiar trait of character: it is a race, I think I may say, remarkably docile, affectionate, easily attached, and when attached, ardently devoted—a race with the strongest religious feelings, sentiments, and emotions—a race plastic in nature, with a native mobility and adaptedness which at once saves them from those deadly shocks and antagonisms which destroy races when placed in juxtaposition with elements diverse from and stronger than their own—a race patient and enduring ”

“ Now the physical motive supposes a difference of species among men, and an inferiority of that species in Negroes: whereas the political consideration, on the other hand, infers an universal sameness in human nature; that is to say, in fact, that Englishmen are Negroes, and Negroes are Englishmen, to all natural intents and purposes. ”

“ Is the race-conflict so irrepressible in this country that they can not ever be merged in the white race? Or is it wiser for science and the law to recognize, in the process of the formation of races, that they are strictly a distinct and intermediate race? Already, in proportion to numbers, as many of them stand as high in intellectual development as white persons of the same class. ”

“ Should this view be correct, it dissuades any attempt to mix races so diverse as are the white Europeans and the negroes. The wisest men among the coloured people of the Southern States of America do not desire the intermarriage of their race with the whites. ”

“ Two hundred years ago there were two distinct and separate streams of human life running through this country. They stood at opposite extremes of ethnological classification: all black on the one side, all white on the other. Now, between these two extremes, an intermediate race has arisen, which is neither white nor black, neither Caucasian nor Ethiopian, and this intermediate race is constantly increasing. ”

“ The upshot, as we find it to-day, is that in a magnificent country, well outside the torrid zone, and eminently suited to be the home of a white race, one person in every three is coloured, and one person in every four is physically indistinguishable from an African savage. It would be the extravagance of paradox to maintain that this is a positively desirable condition, preferable to that of a country which presents a normal uniformity of complexion. ”

“ A few men of negro extraction, with white blood in their veins, not any more negro than white man, consequently not negroes in the true sense of the word, are sent from the negro colleges of the south to lecture northern congregations upon the needs of their race; and these one-quarter, or perhaps three-quarters, white men are, with their intelligence, and sometimes brilliant oratory, held up as true types of the negro race by northerners ”

“ What are the racial endowments of these risen negroes whom we are urged by lofty example to invite into our drawing-rooms upon terms of broadest equality—for upon other terms would be a mockery—as eligible associates, companions, suitors, husbands for our sisters and daughters?—for a sensible father or brother does not admit white men to his home on any other basis. Of what essential racial elements and sources is the negro, risen and unrisen alike? ”

“ It has been my custom to write and speak of the members of my race as Negroes, and when using the term ‘Negro’ as a race designation to employ the capital ‘N.’ To the majority of the people among whom we live I believe this is customary and what is termed in the rhetorics ‘good usage.’... Rightly or wrongly, all classes have called us Negroes. ”

“ Thus we might go over the whole world, showing that races of nearly kindred blood ruled, the one over the other, but it is unnecessary. These different races have been so commingled in the United States that we have merely a struggle between all the branches of the great Caucasian family on the one, hand, and the African race on the other—between the highest and lowest, races of the earth. ”

“ There is much truth in the saying that unless the whites lift the Negroes up, the Negroes will drag them down, though it is not true in the full sense in which it was intended. It is not true to the extent that the white must lift the Negro up to his own level ”

“ A race element, it is safe and fair to conclude, incapable, like that of the North American Indian, of such a process of elimination and assimilation, will always be a thorn in the flesh of the Republic, in which there is, admittedly, no place for the integrality and growth of a distinct race type. ”

“ Thus he has shown that the characteristic physiognomy of the Negro is found to occur and disappear by nice gradations in strict accordance with the differences of climate throughout the African Continent.
The tendency to variety is very manifest, even from facts under our daily observation. Individuals are common among European nations, who exhibit some one or more of the traits of the Negro, as, for example, his woolly hair, thick lips, &c. Among the Negro races have been born individuals of a perfectly white colour. ”

“ The South earnestly submits that over a period of thousands of years, the Negro race, as a race, has failed to contribute significantly to the higher and nobler achievements of civilization as the West defines that term. ”

“ Within the area controlled by the United States are now to be found representatives of each of the grand divisions, or primary racial groups, and it would be a fascinating study to turn from the more practical topics before us and follow the races of man in their dispersion over the globe and their final gathering together again under the republic of America. First is the Aryan, or Indo-Germanic race, which, wherever it originated, sent its Sanskrit conquerors to the South to plant themselves upon a black race related to the Africans and the Australians. ”

“ For the similarity of suffering has produced in all lands where whites rule colored races a certain similarity of sentiment, viz.: a racial revulsion of racial feeling. The peoples of those lands begin to feel and realize that they are so subjected because they are members of races condemned as “inferior” by their Caucasian overlords. The fact presented to their minds is one of race, and in terms of race do they react to it. Put the case to any Negro by way of test and the answer will make this clear. ”

“ We must educate them. It is not a question of choice, but of necessity.
We have the Negro here among us to the number of ten millions and increasing at a rate of about twenty-five per cent. every ten years. They are here; what must we do with them? One of three courses must be taken: We must either debase them, keep them stationary, or improve them.

Everyone will discard the first plan.
No one can make the second feasible. A race, like a class, is always in a state of change, at least, under conditions like those in America. ”

“ For example, between the whitest inhabitants of Europe and the black Klings of South India, there are in the intervening districts homogeneous races which form a gradual transition from one to the other; while in America, although there is a perfect transition from the Anglo-Saxon to the negro, and from the Spaniard to the Indian, there is no homogeneous race forming a natural transition from one to the other. ”

“ But great as are the alterations which time and intermixture with the white race have effected, they still retain many intellectual as well as physical traits of their original stock after an interval of two hundred and thirty-six years, during which intimate intercourse, and latterly frequent intermarriage with those of European blood, have wrought inevitable change on the race. ”

“ One fact that may be stated with some degree of assurance is that there is no one universal Negro problem or question except the single one constituted by the existence in the same country of two populous and fecund races, essentially and, perhaps, radically different in their history, manners, life, and instincts. In fact, the problems are almost as numerous and as various as the communities where the two races exist side by side. For example, one problem exists where the races are equally educated ”
