“ It required, therefore, that a man proposing to trade to a distant country should have an interest in the permanent welfare of the trade, by making him contribute money to the association, and subscribe to its rules.
(2) The government could diminish the risks of distant commerce by assuring merchants who spent money in building up a trade that they should not be deprived of the fruits of their labors by newcomers who had made no sacrifices. It seemed as proper to encourage in this way the investment of capital in commerce as to encourage investment in manufactures by granting patents. ”

American trade organizations are associated in a National Board of Trade, which corresponds to the Association of Chambers of Commerce of the United Kingdom. ”

THE BUILDING TRADES
The Building Trades have lost their relative position in the Trade Union world to nearly as great an extent as the cotton operatives. Thirty years ago their representatives stood for 10 per cent of the Trades Union Congress, whereas to-day they probably do not represent 3 per cent of its membership. They have, for a whole generation, supplied no influential leader. ”

“ The union of the Factory-Shop Committees of different concerns must be accomplished on the basis of the different trades, in order to facilitate control over the whole branch of industry, so as to come within the general industrial plan; and so as to create an effective plan of distribution among the different factories of orders, raw materials, fuel, technical and labour power; and also to facilitate cooperation with the Trade Unions, which are organised by trades. ”

“ By that we find ourselves limited to a small subset of opportunities and deprived of the means to extend our trade to all the ports of the world when the markets of Great Britain are not as advantageous to the disposal of our products ”

We have, indeed, the Board of Trade, and it is interesting to note that when the first Committee for Trade was instituted in 1622, amongst the principles laid down for its guidance was "the importance of encouraging the home manufacture of wool by permitting free trade and lowering the Customs." ”

“ The day are gone when the merchant adventurer sent out his ships, laden with merchandise, which were to bring home to him the produce of distant lands. There are, of course, a number of merchants who, having their own establishments in foreign parts, do both an import and an export business, balancing their own transactions without many bills of exchange passing; but, on the whole, trade is now much more specialised, there are importers and exporters, and their transactions are entirely independent of each other. ”

“ The union among the merchants of any one city or league was one for joint trading privileges only, not for corporate investment or syndicated business. Each merchant or firm traded separately and independently, simply using the warehouse and office facilities secured by the efforts of the home government, and enjoying the permission to trade, exemption from duties, and whatever other privileges might have been obtained for its merchants by the same power. ”

“ Are we prepared for this, starting at the separate collieries, indicating how the industry is to be developed locally? Men must take their share in understanding all the relations embodied in the export side of the trade; they must take a share even in controlling the banking arrangements which govern the financial side of the industry, and with that comes a very great deal of responsibility. Now, are we prepared to assume that responsibility, a responsibility which is implied in the term workmen’s control? ”

“ United States membership in the Organization will evidence our continuing desire to cooperate in promoting an expanded trade among the free nations. Thus the Organization, as proposed, is admirably suited to our own interests and to those of like-minded nations in working for steady expansion of trade and closer economic cooperation. Being strictly an administrative entity, the Organization for Trade Cooperation cannot, of course, alter the control by Congress of the tariff, import, and customs policies of the United States. ”

“ The trades in which it was usual for men to tramp from place to place in search of employment had long possessed, as we have seen, some kind of loose federal organisation extending throughout the country. In spite of the law of 1797 for- ' bidding the existence of " corresponding societies," the various federal organisations of Curriers, Hatters, Calico- printers, Woolcombers, Woolstaplers, and other handi- craftsmen kept up constant correspondence on trade matters, and raised money for common trade purposes. ”
