“ The annual reports of the United States Civil Service Commission are very satisfactory, as they are exhaustive and well arranged.
The Blue Book or Official Register containing a complete biennial list of officials is indispensable.
The reports to the Senate on the patronage in 1826 and 1835, with Mr. Jenckes^s report to the House in 1868, are the only special reports of much definite value, but there is hardly a report on an administrative question which does not yield some material.

“ Provision is made for quarterly meetings of the Society and monthly meetings of the Executive Council. As far as possible, each meeting, especially those of the Council, is held in a city or state different from the one where the preceding meeting was held. This prevents the Society from becoming merely local to any one state or city, and makes it what its founders intended it to be—a national body. A general field day of the organization is held annually in the summer or fall. The annual meeting for the election of officers is held in January. ”

“ All unfinished business falls to the ground when the new board is elected.
It is customary for the by-laws to require an annual report from the Board of Managers, which usually gives a brief account of its doings for the year with recommendations for the future. After discussion, and amendment if necessary, the report is usually adopted by the society and published in its annual proceedings as the report of the board.
