“ First, the terms of peace to be concluded in Europe must be of such a sort that they will not only avoid creating new reasons for future retaliations and revenges, in short, for future wars, but they must remove, so far as is possible in the nature of such negotiations, the causes of strife which have existed for so long and which have been the occasions of the upbuilding of that vast militaristic system under whose burden the European peoples groan. ”

“ It shows to evidence how necessary it is that we should hold together, and also that there is existent a base of common interests upon which all European nations may work in joint action for the welfare of all as is shown by the adherence of France to us two. May the conviction that this can be done without touching a nations honour, take root more and more firmly, then no doubt the fear of war in Europe will dissipate more and more. ”

“ No European potentate can hope to vanquish the rest of the Powers of Europe in their existing state of development, military, economic, and political, and with the facilities they possess for co-operation against the ambitions of the aggressor; nor can we imagine a combination of great Powers sufficiently sincere, harmonious and durable, to be able to subjugate and to hold in subjection the rest of Europe. ”

How can these warlike preparations, in which all the European nations share, and the warlike spirit which they have occasionally displayed, be reconciled with the existence of any constructive relationship between the national and the democratic ideas? ”

Why, by interweaving our destiny with that of any part of Europe, entangle our peace and prosperity in the toils of European ambition, rivalship, interest, humor, or caprice? “ The small States, being very determined to exist and to obtain their natural or historical racial boundaries, the problem of permanent or any durable peace in Europe resolves itself into this: How can the small or smaller nations be protected from attack by some larger nation which believes that might makes right and is mighty in industries, commerce, finance, and the military and naval arts? ”

At the close of this volume we shall glance at some of the influences which the Tantalus toil of the European nations has exerted on the life of our age. “ When this war is over, whatever its upshot, Central Europe with or without the non-German elements will have become a single unit, against whose combined industrial, commercial and military strivings no one European Power can successfully compete. And the difficulties which geographical situation has raised against effective co-operation among the Allies in war time will make themselves felt with increased force during the economic struggle which will then begin. ”

“ First, a definite side is to be taken in the balance of Europe; secondly, foreign nations, whether in our scale of the balance or not, are to be conciliated by a novel method of comprehensive settlement, embracing all outstanding questions likely to cause hostility; thirdly, a military and naval reorganisation is to be executed with a view to the possibility of European action; fourthly, the Concert of Europe, and fifthly, international arbitration, are to be regularly supported and, if possible, established. ”

“ If Germany, as everything now seems to make probable, is victorious in the struggle not only with Russia and France, but attains the further end of destroying the source from which for two or three centuries202 all European strifes have been nourished and intensified, namely, the English policy of World Dominion, then will Germany, fortified on one side by its military superiority, on the other side by the eminently peaceful sentiment of the greatest part of its people, and especially of the German Emperor, dictate peace to the rest of Europe. ”
