Francis I of Austria

“ Austria must have too much cause to dread him. The King of Rome will be the man of the people; he will be the champion of Italy. Thus it will be the policy of Austria to take his life. This will not probably be attempted during the reign of his grandfather, who is a good man;—but the Emperor Francis cannot live for ever. ”

“ By the treaty of Vienna (October 3, 1866) between Austria and Italy, Austria recognized the Italian kingdom and ceded to it the city and territory of Venice, thus surrendering the traditional claim of the Habsburgs to domination in Italy. This was followed in 1867 by the establishment of Dual system in Austria-Hungary. the Dual Monarchy in the Habsburg dominions under the auspices of Bismarck’s rival, Count Beust,—Francis Joseph being crowned king of Hungary, and a separate constitution being established for Hungary and the Cis-Leithan dominions of the Austrian emperor (see Austria: History) . ”

“ His reputation as a consistent moderating influence in European policy and one of the chief guarantors of European peace was indeed rudely shaken in October 1908, the year in which he celebrated his 944 sixty years’ jubilee as emperor, by the issue of the imperial recript annexing Bosnia and Herzegovina to the Habsburg dominions, in violation of the terms of the treaty of Berlin. But his opportunism was again justified by the result. Europe lost an ideal; but Austria gained two provinces. ”

“ All Our German provinces and Imperial dominions We free on the other hand from all engagements which they owed under whatsoever title to the German Empire, and we shall as Emperor of Austria be diligent in bringing the same in their union with the body politic of Austria, and when peaceful relations have been restored with all powers and neighbouring States, to that pitch of happiness and prosperity, which is the aim of Our wishes, and will ever be the object of Our most earnest care. ”

“ Even less reliable was the Emperor of Austria, Francis the First, a man naturally distrustful and suspicious, who knew how to conceal his cunning and his antagonism to liberal ideas under the appearance of great personal kindness and bonhomie. ”

“ It simply comprised the possessions of the House of Habsburg, which had, for generations, added field to field by means of prosperous marriages, [2] or accepted territory as the recompense of services rendered in war. The Emperor of Austria was also King of Hungary, King of Lombardy, King of Bohemia, etc., etc.: the head, as it were, of an ancient firm formed to carry on the general purposes of government in central Europe, and regarding men and women merely as material to be governed. ”

“ When on the first day of the new year he turned back from the distant Galician frontier to take up the burthen of continental war which Austria, subsidised by England, had so suddenly cast upon him, he realised that in the heart of Europe lay the life or death of his power. The march in the summer of 1809 to Vienna is all old history. ”

“ The time had, indeed, not yet come to attempt any conspicuous breach with the constitutional principle; but the new ministry was such as the imperial sentiment would approve, inimical to the German ideals of Frankfort, devoted to the traditions of the Habsburg monarchy. At its head was Prince Felix Schwarzenberg (q.v.) , the “army-diplomat,” a statesman at once strong and unscrupulous. On the 27th of November a proclamation announced that the continuation of Austria as a united state was necessary both for Germany and for Europe. Accession of Francis Joseph, 1848. ”

“ FRANCIS II. (1768–1835) , the last Roman emperor, and, as Francis I., first emperor of Austria, was the son of Leopold II., grand-duke of Tuscany, afterwards emperor, and of his wife Maria Louisa, daughter of Charles III. of Spain. He was born at Florence on the 12th of February 1768. In 1784 he was brought to Vienna to complete his education under the eye of his uncle the emperor Joseph II., who was childless. Joseph was repelled by the frigid and retiring character of his nephew, and is said to have treated him with an impatient contempt which confirmed his natural timidity ”

“ In this, indeed, as in other cases, it may be said that the emperor was guided less by any abstract principles than by a common-sense appreciation of the needs and possibilities of the moment. Whatever his natural prejudices or natural resentments, he never allowed these to influence his policy. The German empire and the Italian kingdom had been built up out of the ruins of immemorial Habsburg ambitions; yet he refused to be drawn into an alliance with France in 1869 and 1870, and became the mainstay of the Triple Alliance of Austria-Hungary, Germany and Italy. ”

“ The long delay in completing this treaty was occasioned by the exactions which Buonaparte made on Austria of cessions of territory, and the means he took to terrify Francis into submission to his terms. He even addressed a proclamation to the Hungarians, exhorting them to separate from Austria and form an independent kingdom, telling them that they formed the finest part of the Austrian empire, and yet had received nothing from Austria but oppression and misfortunes. ”

“ The events of those years gradually made it clear that the future of Austria was not in Italy, nor in Germany, but in the Balkans: that the real rival of Austria was Russia, and that the real contest would be for the hegemony, not of Germany, but of the Slav subjects of the Sultan of Turkey. Thenceforward the central principle of Austrian foreign policy was that, for every step which Russia took towards Constantinople, Austria should take a corresponding step towards Salonica ”

“ The city was held by the revolutionists until the 30th, when it was captured by the emperor after much bloodshed. Ferdinand I abdicated in favor of his young nephew, Francis Joseph. The Frankfort Assembly debated the question, what relation Austria should have to united Germany. A majority decided (March 27, 1849) that a president should be appointed, whose office should descend in his family, and that he should be styled "Emperor of the Germans." The station was offered to Frederick William of Prussia, but he declined it. The new constitution was not accepted by the more important states. ”

“ The Habsburgs of Austria, numerous though the representatives of the House are at the present time, will end by disappearing in their turn as an historic family, if they persist in their errors,—that is to say, in their marriages with blood relations. ”

“ A provisional government was formed, and volunteers were raised who fought with the Piedmontese against Austria. But after the Piedmontese defeat Francis returned to Modena, with Austrian assistance, in August and conferred many appointments on Austrian officers. Like his father, he interfered in the minutest details of administration, and instituted proceedings against all who were suspected of Liberalism. Not content with the severity of his judges, he overrode their sentences in favour of harsher punishments. ”

“ On the 15th of June, 1665, Sigismond Francis, Duke of Tyrol, and cousin of Leopold, died, leaving no issue, and the province escheated with its million of inhabitants to Leopold, as the next heir. This brought a large accession of revenue and of military force, to the kingdom. Austria was now the leading power in Europe, and Leopold, in rank and position, the most illustrious sovereign. Louis XIV. had recently married Maria Theresa, eldest daughter of Philip IV., King of Spain. ”

“ He first secured French neutrality at a famous interview at Biarritz; and then he proceeded to negotiate with Italy.
Here again we see an instructive example of Habsburg pride preceding a Habsburg fall. Italy had recently proposed to buy Venetia from Austria. Francis Joseph, knowing that the Venetians loathed him to a man, had nevertheless replied, in a scornful communication, that Austria’s military honour and dignity as a first-class Power required him to retain them as his subjects:—
“She would be unaffected by an offer of money or by any kind of moral pressure. ”

“ Passing next through Vienna, therefore, he viewed with pardonable curiosity Francis I., the father of Marie Louise; and his description of the attitude of the Emperor of Austria towards his redoubtable son-in-law at this date, when the latter still retained the Imperial power, is of interest in the light of the complete change of front exhibited by Francis directly the ascendancy of Napoleon appeared to be on the wane. ”

“ It took an army of 200,000 men, with 480 guns, to pacify that little strip of land; and the occupation, and the subsequent events in the peninsula, [159] have brought Austria up against another problem, uncommonly like the old one which disturbed the beginning of Francis Joseph’s reign. For the inhabitants of Bosnia are of Servian race; and there are many other Servians in other parts of the Austrian dominions; and there is a Kingdom of Servia, full of fiercely patriotic men, from whom the cry of Servia Irredenta is going up. Austria once despised them, as she once despised the Italians ”

“ On a dozen occasions Austria has risen superior to the effects of the direst misfortunes, and she may do so again. And her triumphs, proceeding out of failures, have not been won over common men or in ordinary contests. She has rarely had to deal with mean antagonists, and her singular victories have been enhanced in value by the high grade of her enemies. Francis I., Sultan Solyman, Gustavus Adolphus, Wallenstein, Richelieu, Louis XIV., Napoleon I., and Kossuth are conspicuous in the list of her enemies. ”

“ Though a very handsome man, of polished address, and well cultivated understanding, he was not a man of either brilliant or commanding intellect. Maria Theresa, as a woman, could not aspire to the imperial throne; but all the energies of her ambitious nature were roused to secure that dignity for her husband. Francis was very anxious to secure for himself the electoral vote of Prussia, and he, consequently, was accused of being willing to cede Austrian territory to Frederic to purchase his support. This deprived him of all influence whenever he avowed sentiments contrary to those of the queen. ”

“ The national union consists in an endeavor to make the suppressed nations free, to unite them in their own states, and to readjust the states that exist; to force Austria and Prussia to give up the states that should be free. ”

“ Everywhere the Austrians were beaten, and driven off in ignominious retreat. The whole Austrian force fled southward in great disorder; a part directed its flight toward Przemysl, others still farther west toward Cracow. Austria had been completely defeated; except for a few German detachments near the border, Poland was clear of the enemy. The Russian flag flew over Lemberg, while the Russian army was marching toward Cracow. The Russian star was in the ascendant.
But the Austrian armies had not been annihilated. An army of nearly a million men cannot be destroyed in so short a time. ”

“ Russia, bound by race and creed to Serbia, read into the ultimatum of Teutonic kultur a determination for warfare. Mobilization of the Russian forces along the Austrian frontier was arranged, when it was seen that Serbia’s pacific reply to Austria’s demands would be contemptuously disregarded by Germany and Austria. ”

“ Turkey, a land ruled by the whims of a long line of moody misanthropic monarchs; Bulgaria, the traitor nation cast by its Teutonic king into a war in which its people had no choice and little sympathy; Austria-Hungary, a congeries of races in which a Teutonic minority ruled with an iron scepter.
Against this phalanx of autocracy, twenty-four nations arrayed themselves. Populations of these twenty-eight warring nations far exceeded the total population of all the remainder [6] of humanity. The conflagration of war literally belted the earth. ”

“ The German force on the frontier was not less than five hundred thousand men, and they were arranged for defense. Austria, in Galicia, had gathered nearly one million men under the auspices of Frederick. The first movement of these armies took place in East Prussia. The Army of the Niemen had completed its mobilization early in August, and was under the command of General Rennenkampf, one of the Russian leaders in Manchuria. ”

“ He did not reckon, however, with a Germany determined upon war, a Germany whose manufacturers, [69] ship-owners and Junkers had combined with its militarists to achieve “Germany’s place in the sun” even though the world would be stained in the blood of the most frightful war this earth has ever known. Realization of this fact did not come to Sir Edward Grey until his negotiations with Germany and with Austria-Hungary had proceeded for some time. His first suggestion was that the dispute between Russia and Austria be committed to the arbitration of Great Britain, France, Italy and Germany. ”

“ The emperor elect received the title of King of the Romans. The important election took place at Frankfort, on the 27th of May, 1764. The health of the Emperor Francis I., had for some time been precarious, he being threatened with apoplexy. Three months after the election of his son to succeed him upon the imperial throne, Francis was at Inspruck in the Tyrol, to attend the nuptials of his second son Leopold, with Maria Louisa, infanta of Spain. He was feeble and dejected, and {482} longed to return to his home in Vienna. ”
