“ The Council is authorized to secure directly from any department, bureau, agency, board, commission, office, independent establishment or instrumentality of the executive branch of the Federal Government information, suggestions, estimates, and statistics for the purpose of this title; and each such department, bureau, agency, board, commission, office, independent establishment or instrumentality is authorized to furnish such information, suggestions, estimates, and statistics to the extent permitted by law and within available funds. ”

“ The executive authority of the Federation or of a Province shall not be exercised, save on an order of the Governor-General or Governor, as the case may be, in the exercise of his individual judgment, so as to derogate from any grant or confirmation of title of or to land, or of or to any right or privilege in respect of land or land revenue, being a grant or confirmation made before the first day of January, one thousand eight hundred and seventy, or made on or after that date for services rendered. ”

“ And be it further enacted, That the President of the United States be authorized to appoint, and by supplying vacancies happening from refusals to act or other causes, to keep in appointment as long as may be necessary, three commissioners, who, or any two of whom, shall, under the direction of the President, survey, and by proper metes and bounds define and limit a district of territory, under the limitations above mentioned; and the district so defined, limited and located, shall be deemed the district accepted by this act, for the permanent seat of the government of the United States. ”

“ What is more, in providing for the governments of their cities, counties, towns, and districts, the States characteristically provide for representative government-for decisionmaking at the local level by representatives elected by the people. ”

“ The judicial department is one of the three great departments of the government, being coordinate with Congress, the legislative power, and with the President, the executive power. The principle of three coordinate departments of government is new, the United States being the first nation that ever embodied it in its constitution. ”

“ Except for those powers, duties, or obligations specifically vested in the Governors, as distinguished from the Board of Governors, the Board may delegate the authority vested in it to the Postmaster General under such terms, conditions, and limitations, including the power of redelegation, as it deems desirable. ”

“ The inability of the one Government to enforce its rights owing to the calamities which beset it, so far from being a reason why the other should take advantage of the circumstances to ignore its rights, forms in truth the strongest argument for their honest recognition. ”

“ The Governor-General may by public Residual notification empower either the Federal Legislature or a powers of Provincial Legislature to enact a law with respect to any legislation. matter not enumerated in any of the Lists in the Seventh Schedule to this Act, including a law imposing a tax not mentioned in any such list, and the executive authority of the Federation or of the Province, as the case may be, shall extend to the administration of any law so made, unless the Governor-General otherwise directs. ”

“ The findings and recommendations in the Federal Plan shall be followed by the designated executive departments and agencies in their policies and activities, to the extent permitted by law and as practicable. ”

“ Public notifications, disposition and other acts of administrative agencies and application, report and other acts submitted to administrative agencies according to the Acts amended by Article 5 of the Addenda before the entry into force of this Act shall be deemed acts of the administrative agencies or acts submitted to the administrative agencies succeeding to the relevant affairs according to the Acts amended by Article 5 of the Addenda, respectively. ”

“ In 1903 the Department of Commerce and Labor was authorized by an Act of Congress, and in 1913 the Department of Labor was created. Members of the Cabinet receive an annual salary of $12,000.
The President and His Cabinet.—One of the first official acts of a President is to send to the Senate, for its approval, the names of the men whom he desires shall constitute his Cabinet. This is now a mere formality. The President is himself the one most interested in the success of his administration and is of right given complete freedom in selecting his immediate advisers. ”

“ The detail of the engineer commissioner is at the pleasure of the President. This detail is usually about four years.
While the District has a municipal form of government, Congress, by various statutory enactments, has treated it as a branch of the United States Government by including it in legislation applying to the executive departments, such as the budget and accounting act, the act classifying the salaries of Federal employees, and the act providing for retirement of Federal employees. ”

“ The agencies which have been added by this order to the lists of departments and agencies under subsections (a) and (b) of section 2 of Executive Order No. 10501, as amended, shall be deemed to have had authority for classification of information or material from the respective dates on which such agencies were established. ”

“ No British Vessel without either an Imperial or Colonial Register to use the waters of this Colony. I. Be it therefore enacted and ordained by His Excellency the Governor of Hongkong, with the advice of the Legislative Council thereof, that from and after the passing of this Ordinance no ship or vessel whatsoever owned by a British Subject shall be an Imperial at liberty to trade in any of the harbours of this Colony unless in the case of an outward trading ship or vessel she be provided with a Certificate of Registry in conformity with the Imperial Acts of Parliament on that behalf ”

“ The Office shall encourage and invite the participation of State and local governments and private entities, as appropriate, in carrying out the Office’s functions. (k) Review of Legal Authorities and Development of Legislative Proposals. The Office shall coordinate a periodic review and assessment of the legal authorities available to executive departments and agencies to permit them to perform the functions described in this order. ”

“ Power of Sheriff and Justices of the Peace where those of Sheriff are insufficient.IV. If a Prisoner be guilty of any of the above Offences, or of a breach of Gaol Regulations or Discipline for the due punishment of which the Sheriff may deem the Powers vested in him insufficient, it shall be lawful for the Sheriff in conjunction with any Justice of the Peace for the said Colony, after due inquiry, to punish such Prisoner by close or solitary Confinement, on Bread and Water, or Rice and Water, for not exceeding Fourteen Days ”

“ No tender will be received unless the person tendering produces a receipt to the effect that he has deposited in the Colonial Treasury the sum of $75 as a pledge of the bona fides of his tender, which sum shall be forfeited to the Crown if such person refuses to enter into the usual bond, should the tender be accepted.

“ Our Knowledge of Congressional Proceedings.—As citizens in a republican government, it is our duty to keep informed on the problems which our representatives are called upon to solve. Means of gaining information are not wanting. The public galleries of both houses are usually open to visitors. The official record of the proceedings of Congress is made known to the public through the Journal, which is read at the opening of each day's session. ”

“ Since then the company has represented to me that upon actual surveys made it has determined upon the precise point of departure of their said branch road from the Missouri River, and located the same as described in the accompanying report of the Secretary of the Interior, which point is within the limits designated in the order of November last; and inasmuch as that order is not of record in any of the Executive Departments, and the company having desired a more definite one, I have made the order of which a copy is herewith, and caused the same to be filed in the Department of the Interior. ”

“ To this a very obvious reply suggests itself on the part of the Chinese Government, namely,—that the capture of an isolated sea-port on the coast of a vast Empire, can in no sense abrogate a solemn Treaty entered into between the two Sovereigns of Great Britain and China. The obligations continue to exist on either side, although for a time the means of giving full effect may, by insurrection or violence, be wanting to one of the contracting parties. ”

“ Proper position ranks or duty grades shall be given to Assistant Ministers, subsidiary organs and assisting agencies of the central administrative agencies provided for in this Act and administrative agencies that are not the central administrative agencies. Article 3 (Establishment of Special Local Administrative Agencies) (1) Except as otherwise prescribed by law, each central administrative agency may, if necessary for the performance of its affairs, have local administrative agencies under its jurisdiction under the conditions as determined by the Presidential Decree. ”

“ The Commissioner recommends an increase of the permanent force of the office commensurate with the increasing amount of work to be done, an appropriation for book-cases and record-cases, additional funds for the publication of circulars of information to meet the increasing demand for the same, the passage of a law requiring annual reports respecting the condition of education in the Territories for the information of Congress and the public, the setting apart of the net proceeds of public land-sales in behalf of public instruction, and the printing of a larger number of his annual report. ”

“ Appellant, when successful, may recover costs of appeal.I. That, any former usage or practice of Her Majesty's Privy Council notwithstanding, an Appellant who shall succeed in obtaining a reversal or material alteration of any judgment, decree, or order appealed from, shall be entitled to recover the costs of the Appeal from the Respondent, except in cases in which the Lords of the Judicial Committee may think fit otherwise to direct. ”

“ Assessors to fix Salary of Tepo,V. The majority of Assessors may from time to time, not being oftener than once in the year, by petition to the Governor declare what Salary they consider it necessary that the Tepo should receive,Expense how to be defrayed. and the Governor may thereupon authorize the said Assessors to levy on the Annual Value (as assessed to the Police Tax) , of all Premises in the occupation of Chinese Tenants, a Rate per Cent sufficient to defray the amount of such Salary:Application of surplus Funds. ”

“ The next subject in order of importance should be the organization of government in the larger administrative divisions corresponding to counties, departments, or provinces, in which the common interests of many or several municipalities falling within the same tribal lines, or the same natural geographical limits, may best be subserved by a common administration. ”

“ The Government of India have already in hand the necessary action to deal with innumerable points of detail—legislative, administrative, budgeting, accounting, etc.—pertaining to particular matters concerning each federal department in the States. These are under active examination, and considerable progress has already been made, in consultation with the States and the Ministries of the Government of India concerned. ”

“ That this is the view taken by H. M.'s Plenipotentiary, and by H. M.'s Government, has been placed beyond doubt. It remains therefore simply for H. M .'s Consul to observe the Treaty; and in any measures adopted to the peculiar circumstances of the time, to take care that the rights of the Chinese Government suffer no infringement.
It has been further stated that whatever precautions may be taken to insure good faith in respect to the Chinese Revenue under the British Flag, there is no power to insure a similar course in respect to Trade and Custom duties under every other Flag ”

“ The Director of the Federal Register shall assist each agency in complying with the pertinent publication laws to assure efficient public service in promulgating administrative documents having the effect of legal notice or of law. ”

“ The heads of executive departments and agencies shall assist and provide information to the Council, consistent with applicable law, as may be necessary to carry out the functions of the Council. Each executive department and agency shall bear its own expense for participating in the Council. ”

“ The less important districts are administered by district magistrates, who also collect the taxes. The principal departments, whose chiefs reside at the capital, are the treasury, the land and survey, the public works, the constabulary, the medical and the judicial. ”

“ The members of the legislative, executive, and judiciary departments of thirteen and more States, the justices of peace, officers of militia, ministerial officers of justice, with all the county, corporation, and town officers, for three millions and more of people, intermixed, and having particular acquaintance with every class and circle of people, must exceed, beyond all proportion, both in number and influence, those of every description who will be employed in the administration of the federal system. ”
