“ The King of Spain is very hunchbacked, and is not in other respects well made; but he is bigger than his brothers. He has the best mien, good features, and fine hair. What is somewhat singular, although his hair is very light, his eyes are quite black; his complexion is clear red and white; he has an Austrian mouth; his voice is deep, and he is singularly slow in speaking. He is a good and peaceable sort of a person, but a little obstinate when he takes it in his head. He loves his wife above all things, leaves all affairs to her, and never interferes in anything. ”

Spain is Christ’s true apostle. France turns away in trickery and ambition. Henri IV, Louis XI—how far they are from Saint Louis! Italy is helpless. Spain is the well-beloved: Spain is Israel, and Rome’s right hand. Let my king, Ferdinand, go with his hardened troops to Sicily and Naples. ”

“ Similarly one may see at a glance of any Spanish crowd that it is not a fused mass but a collection of units remaining aloof and separate; if the individual gains, the State suffers, and Spanish politics sometimes have an air of cramping angularities and crude ambitions. But this individualism and independence has its nobler and more pleasant side, for even in extreme poverty and distress, dignity and an accompanying courtesy, honesty, and sobriety, [20] rarely desert the Spaniard.{29} Each is king in his own house, be it miserable attic or merely the space of sun that his shadow covers ”

“ Moreover we admit no superiorities and do not willingly accept king or president, priest or prophet.” It is this refractoriness which has made the Spanish so hard a people to govern, and wrought permanent mischief to their prosperity as a nation. They would seem to have still to learn the true dignity of loyalty and service. Every Spaniard, of however humble a position, considers that he is well qualified to criticize the measures of his rulers, and still more the fancied measures that he chooses to attribute to them. ”

“ His achievements in Spain belong to the field of institutional development rather than to that of political narrative, however. As for the Americas his reign was characterized by such a series of remarkable mainland conquests that it is often treated as a distinct epoch in American history, the era of the conquistadores, and Spanish America is, after all, the principal monument to the greatness of his reign. The Emperor Charles V was a failure; but King Charles I of Spain gave the Americas to European civilization. ”

“ Yet it is not certain that the Spanish can be called unpractical; they are often idle, indifferent, aloof from the events of daily life, but when a matter truly interests them, they would seem to be sufficiently shrewd and practical. King James I. of Aragon aimed an accusation at the Castilians which has often been applied to all Spaniards: “You do nothing without extravagance. [26] ” But a fundamental ingredient of Spanish{32} character is realism and clear vision; it is their birthright of transparent subtle air and unclouded skies. ”

“ Inspired by her the Spanish people (except the Catalans) displayed an ardent spirit of nationalism for the first time in history, and were loyally devoted to the king and queen. Nevertheless, despite Spanish patriotism and Philip’s obdurate resistance to Louis XIV’s plans concerning the peninsula, there was the underlying truth of a profound French influence over Spain. This was best represented by men who, like Orry and Amelot, were responsible for far-reaching reforms, the effects of which will be discussed in the chapters on institutions. ”

“ The Constitution of 1876 was a reconciliation of monarchical principles and those of a democracy. The new king died before he had reached the age of thirty, and his son Alfonso XIII, born after his father's death, was represented by his mother till his majority. To María Cristina of Austria, Spain owes an unending debt of gratitude. Under her wise rule the country had some years of the peace she so needed; and even what is termed disaster, the recent loss of colonies, is a blessing in disguise. Spain to-day needs all her strength for herself. ”

“ Spain was represented, without directly naming it, as the worst enemy of this country, and the king was implored to recall all the children of catholic noblemen and gentlemen from abroad, marry his son to a protestant princess, and enforce the laws with rigour against the papists. ”

The King showed at the time of the anarchistic outbreaks, that he was a brave man. Yet he must be careful at all times to remember that he is a constitutional king, that in a country like Spain leadership is dangerous, that he should always rather stand aside, let the representatives of the nation decide, thus taking no definite position himself. ”

“ The desire for a republic has grown steadily since its first public expression in 1854, and has now swept across the northern provinces of Spain, from Galicia to Catalonia, cutting through the formerly Carlist, or absolutist, country, although manifesting itself more in the cities than elsewhere. If no serious outbreak for the establishment of a republic has taken place, it is in large degree a tribute to the king. ”

“ It appears, therefore, that the empire was more a matter of show than of strength, and that Spain, who already had a surfeit of responsibility, what with her conquests in Italy, Africa, and the Americas, must bear the burden for all. The reign of Charles would seem to be the parting of the ways for Spain. If she could have restricted herself to her purely Spanish inheritance, even with the incubus of her Italian possessions, she might have prolonged her existence as a great power indefinitely. ”

“ For every line we cross, and every city and province we visit, is rich in association, even if the land is now but a great sepulchre of great peoples.
And we were in Spain. On the northern frontier, and in instant contact with the people of France, is a race that is Spanish only in name, and hardly that; a race that has, through all the mutations of government in this unstable country, maintained a sort of independence, with rights and privileges, manners and customs so peculiar to themselves, that they may be said to be in Spain, but not of Spain. ”
