The Lord Mayor’s Show.

Hearken, all ye who care to hear my panoramic lay;
I sing of that resplendent Show I saw last Lord Mayor’s Day,
When forth from “famous London town” to grace their chosen lord
Came shields and banners of each Guild, and men of every Ward.
It was about the gloomy noon of a dull November day,
When from the stately Guildhall’s court set out this pageant gay ”

“ However, the Lord MAYOR improved the occasion, which we dare say judging from the liberal hospitality, or, in this instance hoss-pitality, of the Fishmongering Corporation, scarcely required improvement, to inform His Grace of BEAUFORT and other noble sportsmen that he too was a hunting man, and that Lord Mayors of London ought as a rule to he hunting men if they would keep up the ancient traditions of their office. ”

“ If the many thousands of spectators who fill the streets and occupy the balconies and windows on Lord Mayor's day, and witness the glorious institutions of the Livery of the largest and most wealthy city of the world, and to gaze at the magnificent cavalcade preceding the state carriage of the Lord Mayor, think that the Aldermen, Sheriffs, and under-Sheriffs have but to mount their chargers, and be comfortably seated in the saddle, to receive the shouts of approbation from the multitude, they are in error. ”

“ The Socialists, when their party ruled the municipality, clamoured in parliament for Paris and the provinces. the removal of this administrative control. But now being in a minority they supported the government in its anti-autonomic rigours. The majority of the municipal council authorized its president to invite to a banquet, in honour of the international exhibition, the provincial mayors and a number of foreign municipal magnates, including the lord mayor of London. ”

“ The feeble efforts of a worn out man to serve them can never answer their sanguine expectations. I will do my best, and will sacrifice ease and retirement, the chief comfort of old age, to their wishes. I do accept the office of lord [Pg 91] mayor. I shall hope for the assistance of your Lordship and my brethren the Court of Aldermen. ”

“ Let us make our own selections—or, rather, help our mayor to make hers—and show this town what can be done with an honest and sane council, every man of whom has at heart the framing of a model municipality and the development of an ideal city. ”

“ The lord mayor is the real king of London, and takes precedence of royalty in all processions in the city, as, for instance, the funeral procession of the Duke of Wellington, after it passed Temple Bar. All lord mayors are elected from the board of aldermen; they serve but one year, during which time they live in a very handsome residence, called "The Mansion House," and ride in a splendid, but rather gaudy and old-fashioned coach—something such as you have seen pictures of in the story of Dick Whittington. ”

“ The Lord Mayor is a very grand person indeed. He is the head of the City, and a new Lord Mayor is chosen every year. There are other big buildings around near the Bank, and just here seven streets meet, and there is an open space. ”

“ When the King made a speech, everybody knew it was somebody else's writing; whereas here was the Lord Mayor, talking away for half an hour-all out of his own head--amidst the enthusiastic applause of the whole company, while it was notorious that the King might talk to his parliament till he was black in the face without getting so much as a single cheer. ”

“ I met remarkable men in the mayors and provosts and the leading citizens connected with municipal affairs, and each community had its own individual stamp and its problems, successes, and failures. There was generally one greatly desired improvement overshadowing all other questions engrossing the attention [Pg 315] of the people. Each was a little world in itself. The City Council is a Cabinet in miniature and the Mayor the Prime Minister. Domestic politics keep the people agog. Foreign relations are not wanting. ”

“ The Lord Mayor threw himself back in his chair, in a state of frantic delight at his own joke; every vein in Mr. Hobler’s countenance was swollen with laughter, partly at the Lord Mayor’s facetiousness, but more at his own; the constables and police-officers were (as in duty bound) in ecstasies at Mr. Hobler and the Lord Mayor combined; and the very paupers, glancing respectfully at the beadle’s countenance, tried to smile, as even he relaxed. A tall, weazen-faced man, with an impediment in his speech, would be endeavouring to state a case of imposition against the red cab’s driver ”

“ Mayor lives while he is Lord Mayor, and here he gives great banquets. Sometimes the King and Queen come to lunch with him, and all the great people from abroad who visit England go to see the Lord Mayor. When the King makes a procession through London in state he is met at Temple Bar, where the City begins, by the Lord Mayor, who hands him the keys of the City ”

“ A Lord Mayor is, I take it, much in the same category. He has a salary as Lord Mayor, but if he do not spend more than that on his office he becomes a byword for stinginess among Lord Mayors To be Lord Mayor is his whistle, and he pays for it. ”

“ The fact is, that a great deal too much is expected from the Mayor. There is an inaugural banquet every year at which some two hundred burgesses, and several of the local gentry, and Members of Parliament, with a bishop, a rural dean, and an occasional chaplain to the forces, sit down on the invitation of the incoming Mayor.—He is expected to pay for everything, and as the feast is founded on the noblest traditions of civic catering, his bill cannot but be a heavy one. In no way is the menu inferior in interest to that to be found on the table of the Mansion House in the City of London. ”

“ This was nineteen years ago, but it makes a pretty good platform in municipal politics even to-day—smash corruption, take the municipal service out of the domain of politics, insist upon having a Mayor who shall be a workingman's Mayor even more than a business man's Mayor, and devote all attention possible to the welfare of the children. ”

“ Few princes live in greater state than the Lord Mayor of London; for he has his sword-bearer, his chaplain, mace-bearer, sergeant-at-arms, carver, esquires, bailiffs, and we know not who beside. To support this dignity, he is allowed 8000l. a year during his mayoralty, which sum, if he is liberal, finds him comparatively in little more than salt and servants; for the good citizens soon begin to cry out if he does not “cook” pretty often, and invite them to the banquet.
The sword of the Lord Mayor, which was presented to the Corporation by Elizabeth, is four feet long ”

“ There is no stronger evidence of the indifference to playfulness and wit at city elections, than the almost total silence on those occasions respecting such ample subjects for allusion and parallel as the giants in the hall. Almost the only instance of their application in this way is to be found in a handbill on occasion of a mayoralty election, dated Oct. 4th, 1816, addressed “To the London Tavern Livery and their Spouses.” It states, that “the day after Mr. Alderman —— is elected lord mayor for the year ensuing, the following entertainments will be provided for your amusement gratis, viz. ”

“ The Lord Mayor elect is attended to the Chancellor's private residence by the aldermen, sheriffs, under-sheriffs, the swordbearers, and all the City officers. In the evening he gives his first state dinner, in robes and full-dressed. ”

“ Common Crier, whose duty it is to attend his lordship with the mace to the courts of aldermen and common council, common halls, and courts of hustings: he is in waiting every Tuesday and Thursday; and whenever the lord mayor wears his scarlet robes, attends him with the mace. His dress is a damask gown and counsellor’s wig: he had apartments at Aldersgate. ”

“ This is the most extraordinary campaign I ever witnessed; a struggle for good municipal government, in which we have to choose between two candidates for the Mayoralty who, both honorable men, profess to aim at the same ideals of municipal administration. ”

“ The lord mayor is more ornamental than useful. The local government is more like our State organization, with one legislative body, consisting of 118 county councillors elected by the boroughs, and another of nineteen aldermen appointed by the council. As London has about five times as many people as Kansas and much harder problems of administration to be solved, the government is a big thing. ”

“ After the swearing in at Guildhall, when the Mayor publicly takes the oaths, accepts the sword, the mace, the sceptre, and the City purse, he proceeds with the late Mayor to the Mansion House, and they conjointly give what is called the 'farewell dinner;' the Lord Mayor elect proceeding to his own private residence in the evening, a few days being allowed for the removal of the late Lord Mayor. ”

“ In 1642 he was elected lord mayor of London, but retained his seat in parliament by special leave of the Commons, and he was elected lord mayor for a second term in the following year, continuing while in office to raise large sums of money for the opposition to the Court party. ”

“ All men have their ambitions—Abraham's one ambition since boyhood had been to wear the mayoral chain, the mayoral robes, to sit in the mayoral seat, to be the chief magistrate of his adopted town, to know himself its foremost burgess, to have everybody's cap raised to him, to have himself addressed by high and low as Mr. Mayor. ”

“ But I am completely in sympathy with the purpose of the Citizens' Union to secure a Mayor for the great city who shall be 'free from all partisan obligations.' Such a Mayor, if elected, I shall certainly be. In making appointments it shall be my endeavor to fill every place with an eye single to the public good. The patronage of the city shall not be used, so far as it is in the Mayor's power to prevent it, for the purpose of either strengthening or weakening one party or another, or any fraction of any party. ”

“ He was too dumbfounded to grasp all that was said, but he recovered his senses in time to hear the Mayor assuring his audience that it gave him great pleasure, indeed he might go so far as to say the very greatest pleasure, to welcome on behalf of their town one who had upheld with such distinction and bravery the reputation and honour of the community. ”

WHISPER BY AN ILL WIND.—If Alderman KNILL cannot conscientiously attend the Established Church service, whereat it is not essential for a Lord Mayor to be present, the Court of Aldermen ought to be proud of him, and elect him "Willy-Knilly" to be Lord Mayor all the same. Whatever may be the result, of Alderman KNILL nothing but good can be said. "Nil nisi bonum."
BLACK GAME.—"Bother Morocco!" says a Sportsman. ”

“ The Town Hall is a large edifice, occupying a central position: and the city appears to be thoroughly well governed;—to be proud of and contented with the dignified and efficient traditions of its mayor and councillors, who, while occasionally, perhaps, using municipal politics as a stepping-stone to public life, have never allowed their desire for popularity to override their duty to the ratepayers. ”

“ Pride, self-respect, character, sense of honor, and such things are valuable only when they bring emolument. Now, the mayor of a great city has it in his power to direct many a measure eminently to his own interest. ”

“ I observe, “but believe me, you will do well to announce the Thiers-Barrot Ministry and say nothing about Marshal Bugeaud.”
“You are right.”
The Mayor requisitions a squad of National Guards, takes with him his two deputies and the Municipal Councillors present, and descends into the Place Royale. The roll of drums attracts the crowd. He announces the new Cabinet. The people applaud and raise repeated shouts of “Hurrah for Reform!” The Mayor adds a few words recommending harmony and the preservation of order, and is universally applauded. ”

“ So the mayor called a meeting of the whole populace in the town hall. The people assembled, and Alexander Jones was there among the rest, and the only persons not there were Peter the watchman and his sister Jessica. Then the mayor told all about the dispute, and everyone was naturally much interested. But one took one view, and another took another view, and they all wanted to run around a table to show how each thought the sun moved. ”

“ CHAPTER II. The Mayor is so protected that be cannot help himself.
A commotion without,—a kind of howl, a kind of hoot. Mr. Williams, the warehousemen, the tanners, Mike Callaghan, share between them the howl and the hoot. The Mayor started: is it possible! His door is burst open, and, scattering all who sought to hold him back,—scattering them to the right and left from his massive torso in rushed the man who had taken in the Mayor,—the fellow with one eye, and with that fellow, shaggy and travel-soiled, the other dog! ”

“ Six [pg 332] aldermen and a number of representatives from the livery companies were deputed to attend to the city's ordnance.989 The mayor was to be allowed twelve armed men in addition to his usual suite, and the sheriffs forty sergeants and forty valets in order to assist them in keeping the peace within the city. Communication was to be kept up at least once in the day between the mayor and the Lord Chancellor. ”

“ The first thing they did when they came to a Town, was to acquaint the Mayor thereof with their intent, producing their Patent which authoriz’d them. Having the grant of the Mayor, most commonly they were permitted the Town-Hall to play in. At first, commonly they had usually such great audiences, and got so much Money, that it undid them, for it made them insolent, idle, careless, always drunk and continually quarrelling, so that the Town and Countrey growing weary of them, their poverty also made them weary of the Town. ”
