“ President Donald J. Trump was warmly welcomed today in Bethlehem by President Mahmoud Abbas of the Palestinian Authority. President Trump again stressed his belief that peace between Israelis and Palestinians is possible. President Trump and President Abbas reaffirmed their commitment to reach for a genuine and lasting peace between Palestinians and Israelis. President Trump stressed the importance of creating an environment consistent with the desire for peace. ”

“ Introduction The Palestinian people have always been tied to the land of their forefathers, with this fact articulated in the Declaration of Independence issued by the Palestinian National Council, and confirmed by the steadfastness of the people at every turn as they sustain their national identity. This organic relationship between the people, the history and the land has maintained itself in a manner that urges the whole world to recognize the rights of the Arab Palestinian people and their national entity as equals with all other peoples. ”

“ Each Palestinian shall have the right to find sanctuary in the legal system. Litigation procedures shall be organized b law to guarantee prompt settlement of cases. Laws shall not make any decision or administrative work immune against judicial control. Judicial mistakes shall result in compensation by the National Authority. Conditions and methods of such compensation shall be regulated by law. ARTICLE 31 An independent commission for human rights shall be established by law, which will specify its formation, duties, and jurisdiction. ”

“ The Palestinian National Authority shall work without delay to join regional and international declarations and covenants which protect human rights. ARTICLE 11 Personal freedom is a natural right, and shall be guaranteed and protected. It is unlawful to arrest, search, imprison, restrict the freedom, or prevent the movement of, any person, except by judicial order in accordance with the provisions of law. ”

“ And I have to say, from the time I’m a little boy, I’ve been hearing about peace in the Middle East. And for so many years I’ve been hearing about peace between Israel and the Palestinians. And we’re at a very important juncture — there’s a small period of time — and we’re going to see what we can do. There can be no promises, obviously. So many people have talked about it, and it’s never happened.
But we’re fighting very hard. We are trying very hard. We’re all getting along together well. ”

“ No Palestinian may be deported, deprived of his nationality, prevented or prohibited from returning to or leaving Palestine or surrendered to any foreign authority except in accordance with extradition agreements. ”

“ All Palestinian authorities and organs as well as all individuals and persons in Palestine shall be subject to the law and shall be accountable for its violation. The independence of the judiciary, its immunity, respect for and execution of its decisions are basic guarantees for the protection of rights and freedoms and the establishment of the rule of law. ”

“ Our Palestinian people’s attainment of their freedom and independence is the key to peace and stability in the world so that the children of Palestine and Israel enjoy a safe, stable, and prosperous future. ”

“ In order to enable the Council to promote economic growth, upon its inauguration, the Council will establish, among other things, a Palestinian Electricity Authority, a Gaza Sea Port Authority, a Palestinian Development Bank, a Palestinian Export Promotion Board, a Palestinian Environmental Authority, a Palestinian Land Authority and a Palestinian Water Administration Authority, and any other Authorities agreed upon, in accordance with the Interim Agreement that will specify their powers and responsibilities. ”

“ Chapter One ARTICLE 1 Palestine is part of the large Arab World, and the Palestinian people are part of the Arab Nation. Arab Unity is an objective which the Palestinian People shall work to achieve.
ARTICLE 2 The Palestinian People are the source of all power, which shall be exercised through the legislative, executive, and judicial authorities, based on the principle of separation of powers, and in the manner set forth in this Basic Law. ”

“ The executive authority shall avail the widest opportunity for the participation of citizens, political parties, trade unions and other organizations in the discussion of policies before their determination, through announcing such policies and consultation with the said bodies.
ARTICLE 92
The Cabinet, its Prime Minister and Ministers shall exercise the powers and duties provided for their predecessors in legislation in force on the coming into force of this Basic Law, until such laws are amended or replaced, as the case may be. ”

“ But I think we have a very, very good chance, and I certainly will devote everything within my heart and within my soul to get that deal made. Our team is expert; your team is expert. Israel is working very hard toward the same goal, and I must tell you, Saudi Arabia and many of the different nations are working also hard. ”

“ A High Judiciary Council shall be established by law with the Chief Justice as Chairman. The law shall establish the composition and powers of this Council as well as its rules of procedure. The opinion of the Council shall be taken in respect of draft legislation pertaining to the organization of the judicial authority, including the public prosecution. ”

“ It is proper that the people of the country should as early as possible enjoy the rights of self-government which are exercised by the people of neighbouring countries. His Majesty's Government are unable at present to foresee the exact constitutional forms which government in Palestine will eventually take, but their objective is self government, and they desire to see established ultimately an independent Palestine State. It should be a State in which the two peoples in Palestine, Arabs and Jews, share authority in government in such a way that the essential interests of each are shared. ”

“ Peace can never take root in an environment where violence is tolerated, funded and even rewarded. We must be resolute in condemning such acts in a single, unified voice. Peace is a choice we must make each day — and the United States is here to help make that dream possible for young Jewish, Christian and Muslim children all across the region. ”

“ There shall be a Chief Justice, in that capacity, shall be the Head of the Judicial Authority and President of the Supreme Court. The Chief Justice shall be a judge of the Supreme Court appointed by Presidential Decree with the approval of the High Judiciary council except that the first Chief Justice appointed in pursuance of this Article shall not require such approval. ”

“ ARTICLE 50 In its first meeting, the Council shall elect a Speaker two deputies, and a Secretary General; in all they makeup the Presidency Office of the Council. It is not allowed to combine between Membership in the Presidency office of the Legislative Council, the Presidency of the Executive Authority, and membership in the Cabinet, or any other government position. ”

“ The partition of Palestine in 1947 and the establishment of the state of Israel are entirely illegal, regardless of the passage of time, because they were contrary to the will of the Palestinian people and to their natural right in their homeland, and inconsistent with the principles embodied in the Charter of the United Nations ”

“ Security forces and the police are a regular force created for the service of the people, protection of society and to maintain security and public order. It shall perform its duties within the limits provided by law with full respect of rights and freedoms without prejudice or discrimination. All persons must cooperate with and assist the police in the performance of their duties. ”

“ Every person shall have right to freedom of thought, conscience and expression and publication of his opinion either orally, in writing or in the form of art or through any other form of expression, subject to observance of restrictions imposed by law for the respect of the rights or reputations of others, the protection of national security or of public order or of public health or morals. ”

“ Your Excellency, as you have witnessed during your — as you saw yesterday during your historic visit of holy sites in occupied East Jerusalem, and today in Bethlehem, the conflict is not between religions, for respecting religions and prophets is an integral part of our religion and faith. ”

“ If committed against foreign parties or interests by a foreigner or a stateless person whose habitual residence is in Palestine, or by a foreigner or stateless person present in the Palestinian territories, for whom the conditions of legal extradition are not satisfied. ”

“ In plain language, the result must be the establishment of a free and democratic homeland for the Palestinian people, just as Israel is a free and democratic homeland for the Jewish people. For this to happen, the Israelis must have secure, recognized, and defensible borders. And the Palestinians must have a state that is viable, contiguous, sovereign, and independent. ”

“ Except in cases of flagrante delicto, no person may be arrested, searched, detained or have his liberty restricted in any manner or prevented from free movement, except by order given by a competent court or the prosecution service in accordance with the law and only where such is required for the needs of the investigations and security of society. ”
