“ Use of Fund- The Secretary shall transfer amounts in the Fund to accounts within the Department of Health and Human Services to increase funding, over the fiscal year 2008 level, for programs authorized by the Public Health Service Act, for prevention, wellness, and public health activities including prevention research and health screenings, such as the Community Transformation grant program, the Education and Outreach Campaign for Preventive Benefits, and immunization programs. ”

“ PUBLIC HEALTH INTERVENTION PROGRAM- A State or local health department shall use amounts received under a grant under this subsection to enter into contracts with community health centers or rural health clinics and mental health and substance use disorder service providers to assist in the referral/treatment of at risk patients to community resources for clinical follow-up and help determine eligibility for other public programs. ”

⁠The state develops the elderly healthcare undertaking. The State Council and people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall incorporate health management and common disease prevention for the elderly into basic public health service programs. ”

“ Whereas the ability of states to maintain the public's health is increasingly constrained by those federal policies, which were built around 'categories' rather than a commitment to ensure all citizens have timely access to essential health services ”

“ We must not only teach the individual how to guard his life against preventable disease and accident, we must educate our communities to the need of an effective public health service to enforce sanitary regulations and otherwise guard the health and lives of their members. ”

“ Nearly 2 decades have passed since Congress seriously considered long-term care reform. The United States Bipartisan Commission on Comprehensive Health Care, also know as the `Pepper Commission', released its `Call for Action' blueprint for health reform in September 1990. ”

“ Paragraph (1) shall not be construed to-- (i) limit the application of differential copayments under title XVIII based on factors such as cost or type of service; or (ii) prevent the Secretary from using evidence or findings from such comparative clinical effectiveness research in determining coverage, reimbursement, or incentive programs under such title based upon a comparison of the difference in the effectiveness of alternative health care treatments in extending an individual's life due to that individual's age, disability, or terminal illness. ”

“ As a primary goal, cover the current uninsured population in Oregon through the expansion of the state Medicaid program, the Oregon State Children's Health Insurance Program and the Family Health Insurance Assistance Program; Reform the health care delivery system to maximize federal and other public resources without compromising proven programs supported by federal law that ensure to vulnerable populations access to efficient and high quality care ”

Large powers have been given to local authorities, and obligation expressly imposed on them, as regards their respective districts, to suppress all kinds of nuisance, and to provide all such works and establishments as the public health primarily requires; while auxiliary powers have been given for more or less optional exercise in matters deemed of less than primary importance to health.... ”

“ The next day, the House of Representatives, based on our agreement, passed a good bill to give patients the care they deserve without encouraging frivolous lawsuits. The legislation protects every patient in all 50 states when a health plan wrongly denies or delays needed care. ”

“ The passing of sanitary laws, and the granting to a certain department the power to enforce these laws, will not ensure good public health unless the public at large supports those laws intelligently, and it can only do this through State and municipal sanitary organizations. ”
