“ Liberia’s greatest asset is her native population; only by imbuing it with the feeling of common interest and by securing its hearty co-operation can the government of Africa’s only republic hope to maintain itself and prosper. ”

“ If it is necessary for us as a nation to look for African adventure; if to give a strenuous President the feeling that he is ‘doing something’ we must meddle in the affairs of the Dark Continent, there is a district where we might intervene with more of reason and consistency and grace than we are doing by going to the Congo. We once established on African soil, whether wisely or not I do not intend to discuss, a free republic for the blacks. In Liberia we have an American enterprise, pure and simple. ”

“ At first the government of Liberia was purely proprietary under the direction of the society's agents, the blacks being allowed to select only minor officials and it was not until 1847, when the colonization movement was losing ground before the growth of the abolition sentiment in this country, that the Free and Independent Republic of Liberia came into existence, after drafting a declaration of independence and adopting a constitutional form of government. ”

“ Towns and cities are being built where once [Pg 130] the slave-trade flourished with all its untold cruelty, bloodshed, and carnage. Agriculture is extending, and commerce is increasing. The Republic of Liberia numbers to-day among its civilized inhabitants, about thirty thousand persons, about fifteen thousand of which are American Liberians; that is, those who have emigrated from the United States with their descendants. ”

“ We have no right to demand more from Liberia than we would expect from any white colony with everything in its favor; yet that is precisely what everybody does. We demand perfection. We forget that perfection is not yet attained in any country, among people of any color. It is unreasonable to demand it in a small African republic of black men. There is no fairness even in comparing Liberia with English and French colonies like Sierra Leone and Senegal. ”

“ In thirty-three years Liberia gained wonderfully in population, and, at the breaking-out of the Rebellion in the United States, had about a hundred thousand souls, besides the three hundred thousand natives in the vast territory over which her government is recognized. Business of every kind has grown up. The laws are wholesome; the law-makers intelligent and upright; the army and navy are creditable, and the republic is in every sense a grand success. ”

“ Far beyond the recognized limits of the country, and hundreds of miles away from the coast, the effects of American civilization were to be witnessed. Men of color entirely governed the republic, and if any proof were wanting of the capacity of freedmen to govern, Liberia was an interesting illustration. The ability, learning, and skill of many of Liberia’s citizens were found in their code of laws, which for humanity, justice, and morality no other country could excel. The English tongue is spoken throughout the republic except among the native tribes not yet civilized ”

“ Liberia, you are aware, is a republic, having its President, Senators, and Representatives. The towns are mostly occupied by the native population, whose wants are quite limited, as is the case with the black race generally in this country, whose dress consists at most of a small handkerchief or a string of pearls about the loins. The incentive to labor is slight, and the efforts of the missionaries meet with little success; and unless through some special providence, this benighted coast can make but little progress. ”

“ From this interesting locality, recently constituted into the Free Republic of Liberia, overwhelming evidence might be adduced of the ability, sound judgment, and Christian character of its Sable inhabitants and legislators. Probably no government exists founded more nearly on Christian principles; and the community in general is perhaps as purely moral as any in the world. ”

“ All through this country the colored churches of America can send their missionaries, build up Christian schools, and lay the foundation of Christian colleges and universities. Korth of us lies the wide and open field of the Mendians, which is the door to the mighty millions of interior Africa, back to Timbuctoo. Between these two fields of labor is the Republic of Liberia. Our name, our reputation, and our flag will insure you safety two hundred miles from the coast, among large, important, industrious, and active-minded natives. ”

“ Liberia is a republic modelled after our own. It was founded by some enthusiastic philanthropists who thought the colored people of our southern States could be induced to go back to Africa where their ancestors, as slaves and against their wills, came from. ”

“ If we, gentlemen, have real faith in our own institutions, we must also have faith in the institutions of our little sister Republic. And in order to form an unbiased opinion we must lose sight of the question of color. Fortunately for the future of Liberia, the homogeneousness of her population removes one of her greatest dangers. In our own country the question of caste is yet to be fought out, and in my opinion upon its result will depend the permanence of our own Government and the stability of our own institutions. ”

“ We wish that Liberia were a land of general education; that the whole population had a clear understanding of the duties of citizenship; that knowledge of public questions were general. Such conditions are ideal in a republic. We do not find them in Liberia; we do not find them here. Liberian politics is patterned on our own; its weaknesses are our weaknesses. It is easy for us to see its faults because we are an outside party; because we are rich and they are poor; because we are white and they are black. In Liberia there is a general desire to feed at the public trough ”

“ The concurrent testimony of these distinguished officers and thoughtful men, embracing the period from the foundation of the colony to the time of our civil war, express not only the hope, but the belief that Liberia, poor and weak as she is, yet possesses many of the elements of national wealth and strength, and proves beyond cavil the progress and the permanence of that Republic. ”

“ The most pressing and ever urgent question which the Republic has to face is the protection of its frontier against aggression; Liberia has two powerful neighbors, both of which are land-hungry and are continually pressing upon her borders; she has already lost large slices of her territory and is still menaced with further loss. ”

If more attention had been given to the economic and industrial development of Liberia in the early stages of the history of that republic, Liberia would be far in advance of its present condition both in morals and religion, to say nothing of commercial prosperity. In Liberia there is an immense territory rich with resources. Notwithstanding this, there are no improved or advanced methods of agriculture; the soil is scarcely stirred ”

“ It is, however, doubtful whether the influence of the republic is sufficient to control the wars which have been so long raging [Pg 185] in the interior. By the annexation of this territory, and in May, 1852, of the Cassa territory, Liberia practically extends its dominion, exterminating the slave-trade from Cape Lahou, eastward of Cape Palmas, to Sierra Leone, a distance of about six hundred miles of sea-coast. ”

“ Some natives presented palm oils. "The natives have been made to understand that the United States has given aid to Liberia in a financial way and the customs-service of the republic is temporarily administered headed by an American." "A thoroughly civilized Negro state does not exist in Liberia nor do I believe in any part of West Africa. Superstition is the interpretation of their religion, their political views are a hodgepodge of unconnected ideas. Strength over rules knowledge and jealousy crowds out almost all hope of sympathetic achievement and adjustment." ”

“ There, in contact with the selected and best from every part of the Republic, from Liberians and natives alike, the native boys will come to know the national spirit; they will learn what Liberia means, they will comprehend its plans and hopes; they will be prepared to assist in its development and to protect its rights. ”

“ Friends of the Republic hope for the best results. The government is given a breathing spell, and time and opportunity for the re-adjustment of its economic interests. There is no danger, if the receivership is competent, but that the income of the nation will easily carry the loan with all its obligations, and leave ample funds in balance for the legitimate enterprises of the government. It is reasonable to hope that Liberia has entered upon a period of prosperity.

Yes, I say these were but slaves who gave us the Declaration of Independence. ”

“ The Civil War in America, with the sanguine hopes it aroused in the breast of the Negro, caused a rapid falling off in the number of applicants for transportation to Liberia. The income of the Society for once exceeded the demand upon it, and several good investments were made. Liberia, however, was demanding more cultivators. A supply came from an unexpected quarter. Two societies were organized by thrifty negroes of Barbadoes, to return to Africa and make their home in the new Republic. Agents were sent out, and sympathy with their enterprise enlisted. ”

“ If we make allowance for the errors and mistakes of an untrained and inexperienced people, the history of Liberia may be regarded as a demonstration of the capacity of the race for self-government. Upon the capability of individuals is reflected the highest credit. The opportunities for a rounded-out and fully developed culture afforded by the peculiar conditions of life in the Republic produced a number of men who deserve unqualified admiration. ”

“ The history of a single case will illustrate the manner in which Liberia exerts her influence in preventing the native tribes from warring upon each other. The territory of Little Cape Mount, Grand Cape Mount, and Gallinas, was purchased, three or four years since, and added to the Republic. [16] The chiefs, by the terms of sale, transferred the rights of sovereignty and of soil to Liberia, and bound themselves to obey her laws. The government of Great Britain had granted to Messrs. ”

“ It is most important that the contact between the two nations be increased; Liberians have occasionally come to us under various circumstances; more Americans in course of time visit Liberia than the public generally knows; every opportunity of inviting Liberians to this country as students, delegates, visitors, business representatives, should be encouraged; and it should become a simple, natural, and frequent thing for Americans to visit the black Republic. Lastly, our government should adopt a clear and definite policy of sympathy ”

“ No being can develop muscle for another. Liberia, if she is to prosper, must develop energy, force, independence; she needs help but must work out her own salvation. Exercise to be valuable must not be a death struggle; we must protect her from her foes, but we must insist upon her self-development. There are, however, still many things that we can do for the Republic without reducing her to a condition of dependency and pauperization. ”

“ These forests thus inhabited, form, at present, a serious obstacle to the extension of the influence of Liberia. An enterprising people, however, occupying the great tracts of cleared lands along the coast, which constitute the actual territories of the republic, will, with the progress of the settlements, and the increase of their power, soon be enabled, notwithstanding the short navigable distance of the rivers, to open communication with the far interior. ”

“ It is unreasonable to expect in Liberia what we could not find in any civilized land of white men. An interesting fact regarding Liberia is that the supply of leaders has never failed. The “fathers” died; the sons have followed; the first settlers have gone to their reward; new settlers with the qualifications of leadership have always come. When the colony gave place to the Republic, it had leaders like Roberts, Hilary Johnson, and Stephen A. Benson. To-day there are, all things considered, a remarkable number of men of ability ”

“ Liberia's boundary was set at the Manna River, and Sierra Leone, which had possessed but a few hills and swamps, was given a valuable coast line.
VI. HISTORIC SIGNIFICANCE OF COLONIZATION. Colonization has come to be looked upon with unmerited indifference—with an apathy which its history and achievements surely do not deserve. To some, perhaps the present condition of the Republic seems a discouraging and inadequate return for the life and treasure lavished upon it; for others, hoping for a bloodless and gradual extinction of slavery, the Civil War carried away the chief element of interest. ”

“ In 1862, the necessity for cautious dealing with the race question having passed away, the United States government at last formally recognized the Republic, and Holland, Sweden, Norway, and Hayti formed treaties in 1864. The consent of Portugal and Denmark in 1865, and of Austria in 1867, brought Liberia into treaty relations with nearly all the leading commercial nations.
The internal condition of the Republic during the first decade was one of unprecedented growth and prosperity. The Colonization Society in America was in a flourishing condition, and gained friends on every side. ”
