Second Army

“ The second army, to be officered as our present militia, and to be embodied upon the same system, and managed and disciplined as the first, and styled either Militia, or the Army of Reserve, could be called out to serve in Great Britain or Ireland only, when the country, either from being at war, or in case of commotions, might require its services ”

“ So much attention is naturally drawn to the Second Army Corps, which both at Mons and at Le Cateau had endured most of the actual fighting, that there is some danger of the remarkable retreat effected by the First Corps having less than its fair share of appreciation. ”

“ It could not but have been most useful to our officers to have been enabled to take fair measure of the system and capability of an American army, North or South; to have formed an estimate of their generals and of the value of their [129] several arms—cavalry, artillery, and infantry, each of which presented conspicuous examples of what to avoid, more especially the first, whilst the second had peculiar features worthy of study, and the third was a very wonderful illustration of the volunteer principle. ”

“ Before concluding the discussion of infantry organization during World War II, it remains to record a few generalizations relating to the use of infantry in that war. First, it is clear that no earlier conflict had sent American infantrymen into so many different parts of the world. Although specialized units were at first created to fight in extreme zones, mountain, jungle, and arctic foot soldiers carried, in fact, a very small part of the fighting in extreme climates and terrain. ”

“ At 6 A. M., on August 23d, I assembled the commanders of the First and Second Corps and cavalry division at a point close to the position and explained the general situation of the Allies, and what I understood to be General Joffre’s plan. I discussed with them at some length the immediate situation in front of us.
“From information I received from French headquarters I understood that little more than one, or at most two, of the enemy’s army corps, with perhaps one cavalry division, were in front of my position; and I was aware of no attempted outflanking movement by the [101] enemy. ”

“ The rejuvenated Territorial Army is to be in all respects a true second line of imperial defence, self-contained and self-supporting, while the regular army and its special reserve of militia battalions form the first line. ”

“ At the same time, “Second-Line Armies” are never so well organized as those of First Line. They comprise an undue proportion of Infantry to the other Arms, and will be weak in Cavalry, guns, and Engineers; their Administrative Services will be mainly improvised; they will be officered by old regular officers, or non-professional younger ones; the men will have been some years away from the ranks, and their training will be rusty. The formation, too, of Reserve Units will generally have to be postponed until the heavy work of mobilizing and concentrating the First-Line Army is completed. ”

“ Under our Republic we support an army less than that of any European power of any standing and a navy less than that of either of at least five of them. ”

“ The armies in the East and West acted independently and without concert, like a balky team, no two ever pulling together; enabling the enemy to use to a great advantage his interior lines of communication for transporting troops from East to West, re-enforcing the army most vigorously pressed, and to furlough large numbers, during seasons of inactivity on our part, to go to their homes and do the work of producing for the support of their armies. ”

“ If you despise the little troop which, in these numerous experiments, did make good its landing, take with you, if you please, this prècis of its exploits: eleven hundred men, commanded by a soldier raised from the ranks, put to rout a select army of 6,000 men, commanded by General Lake, seized their ordnance, ammunition, and stores, advanced 150 miles into a country containing an armed force of 150,000 men, and at last surrendered to the Viceroy, an experienced general, gravely and cautiously advancing at the head of all his chivalry and of an immense army to oppose him. ”

“ There is perhaps no operation of war more difficult than that which this country has to undertake in the embarkation of its army for a continental campaign. It is not merely as regards its personnel; but large reserves of ammunition and stores, and the armaments and equipments of the artillery, engineers, [Pg 11] medical, commissariat, clothing, and other departments have to be embarked, and all so arranged as to be prepared for rapid landing after a long voyage, and possibly in the face of an enemy. ”

“ We were immediately ordered from our old detachment and joined another, the whole composing a corps of about five hundred men. We instantly marched towards the enemy's right wing, which was in the orchard, and kept concealed from them as long as possible, by keeping behind the bushes. When we could no longer keep ourselves concealed, we marched into the open fields and formed our line. The British immediately formed and began to retreat to the main body of their army. ”

“ As the war was a sectional one in its origin, many of our best officers believed that the volunteer regiments should be formed into brigades and divisions, without reference to the States from which they came. They held that an army organized in this way would more rapidly develop the national spirit and become a more efficient military machine than one formed on state or sectional lines, and the general practice to the end of the war, in the Union army, was in accordance with this idea. ”

“ The whole army, of every branch—infantry, artillery, and cavalry—was drawn up in columns of regiments, brigades, and divisions, in large open fields, General Lee and his staff riding along the lines of each command, and then all marched by the reviewing station, showing by the steady and firm step and soldierly bearing that they were not disheartened, but ready to go whenever their trusted and beloved commander might point the way. ”

“ Fighting strength rests partly, as already said, on the training (which will be discussed later) , the arming, and the personnel, partly on the composition of the troops, and, therefore, in the case of line regiments, with which we chiefly have to deal, since they are the real field troops, on the strength of their peace establishment. It was shown in the previous chapter how essential it is to have in the standing army not only the necessary cadres ready for the new formations, but to make the separate branches so strong that they can easily be brought up to full strength in war-time. ”

“ Large numbers of untrained men, without organization to embody them in, add little to actual military strength.
Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ We met officers in every branch of the service,—infantry, cavalry, artillery, flying corps, ordnance, army service, medical, engineers, construction, water transport, etc., and thereby obtained a splendid idea of what was going on, and how the various branches of the service worked together and viewed any given problem.
Some of these views were quite at variance with one another. For instance the artillery man looked upon the infantryman as the man who protected his guns and kept off the enemy while he killed them. ”

“ The preparation for a complicated operation against the formidable defenses in front of us included the assembling of divisions and of corps of army artillery, transport, aircraft, tanks, ambulances, the location of hospitals, and the molding together of all of the elements of a great modern army with its own railheads, supplied directly by our own Service of Supply. The concentration for this operation, which was to be a surprise, involved the movement, mostly at night, of approximately 600,000 troops, and required for its success the most careful attention to every detail. ”

“ When regiments are combined into brigades, brigades into divisions, and divisions into army corps, cavalry, artillery, and certain other auxiliary troops, such as engineers, signal corps, aeroplane corps, etc., are joined with them in such proportions as has been found necessary. Every unit, from the company up, has its own supply and ammunition wagons, field hospitals, etc. ”

“ They represent the supreme sacrifice in the interests of the national honour of what was familiarly known as our "regular army." Since the outbreak of the war, fresh armies have arisen, of new and unprecedented proportions. The members of these new armies are as familiar now to the public eye as the representatives of the old regular army are scarce. ”

“ The general commanding deems it proper at this time to inform the officers and men of the Fourteenth, Fifteenth, Seventeenth, and Twentieth Corps, that he has organized them into an army for a special purpose, well known to the War Department and to General Grant. It is sufficient for you to know that it involves a departure from our present base, and a long and difficult march to a new one. All the chances of war have been considered and provided for, as far as human sagacity can. ”

“ In the wars of religion in France, in the Thirty Years' War in Germany, in the wars that immediately thereafter marked the beginning of the break-up of the great Polish Kingdom, the regiments and brigades of foreign soldiers formed a striking and leading feature in every army. ”

“ The British organization is so planned that the Force can be readily divided, when required, into two Armies, each of which can be provided with its proportion of Strategic and Protective Cavalry, and of Army Troops, without disorganizing and rearranging those Formations. ”

“ From the good accounts that I have received of the Division, I am confident that the high traditions of the British Army are safe in your hands, and that with your comrades now in the Field you will maintain the unceasing efforts necessary to bring the War to a victorious ending. ”

“ And "some of the divisions were fighting their first battle." They were faced also at the beginning of the advance by some of the best remaining German troops. When one thinks of all the long and bitter training in the field that went to the perfecting of French or British staff work, and then of the difficult nature of the ground over which the First American Army had to make its way, one can only feel the deepest sympathy for the losses sustained by the fresh and eager troops. ”

“ There is no doubt that, if you set yourselves to it, that Army which is now fighting so valiantly on our behalf, and on that of our Allies, can be raised successively from its present figure to a quarter of a million of the finest professional soldiers in the world, and from that in the New Year to something like half a million of men, and from that again, when the early summer begins in 1915 to the full figure of 25 Army Corps, fighting in the line together. The vast population of these islands and the Empire is pressing forward to serve. ”

“ It is probable that this concentration was ordered for the purpose of giving uniformity to the instruction of the men in their duties as foot and mounted soldiers, and that in war they were to be distributed to the different grand divisions of the army. It cannot be denied, however, that great advantages might result to the general who could rapidly move up ten thousand men on horseback to a decisive point and bring them into action as infantry. ”

“ His Majesty instructs me to recommend to you that the generals commanding the corps of army should have their troops reunited, and the isolated men should be reinstated, that the troops should be kept in the most perfect order, and that all the artillery and The ambulances they might have left behind. ”

“ At this time our army in northern France were holding a sector in the world’s great battle where our regiment, with other American and French forces, faced the German army at the peak of a German salient. At some points the American positions were maintained in the shell holes that pitted the battle ground; and I felt guilty at leaving my comrades when I felt myself fit for duty and there was fighting to be done. ”

“ These, with medical and other units, made a total of over 28,000 men, or practically double the size of a French or German division. Each corps would normally consist of six divisions—four combat and one depot and one replacement division—and also two regiments of cavalry, and each army of from three to five corps. With four divisions fully trained, a corps could take over an American sector with two divisions in line and two in reserve, with the depot and replacement divisions prepared to fill the gaps in the ranks. ”

“ Our staff corps and regular army are insignificant, compared with those of European nations, in which the average strength of the standing armies is from 250,000 to 300,000 men on the peace footing, and 400,000 to 600,000 on the war footing, with immense magazines of equipage and material, numerous military schools, and extensive organizations in all the departments incident to an army. ”

“ In the first disastrous year of the war, when the American army was beaten back at every point and an invading force of Germans was penetrating from the coast in three sections, he rose to the command of his regiment, with the reputation of being the finest disciplinarian in the army. ”
