United Nations Emergency Force

“ The Government of Egypt recognizes the right of the Force and its members to freedom of movement across armistice demarcation lines and other military lines in the performance of the functions of the Force and the official duties of its members. The Egyptian authorities will supply the Force with maps and other information, including locations of mine fields and other dangers and impediments, which may be useful in facilitating its movements. ”

“ Experience has shown that only certain areas along the international frontier are so sensitive as to require constant patrolling and observation. Rough terrain and other conditions limit the possibility of infiltration along many sectors of the IF. The policy of the Force is to patrol daily in certain areas which are sensitive and where vehicles can travel without too great difficulty. ”

“ Incidents 41. Since the Force was deployed along the Gaza line and to the south of it there has been a steady reduction in both the number and the severity of incidents along that line. Indeed, as of 15 September, no report of any serious incident had been received since 14 July when a UNEF patrol was fired at, without casualties. There have been no raids from either side, whether in retaliation or of the fedayeen type. Military elements of Egypt and Israel are never in sight of each other. ”

“ As in any military organization, though perhaps to a lesser degree in UNEF, a substantial part of the personnel is necessarily engaged in vital support functions such as administration, signals, engineering, supply and transport, workshop, ordnance, medical, dental, postal, pay, provost and movement control. Elements of the Force engaged in such activities, as the Commander has pointed out, are neither suitable nor available for patrol and guard duties. ”

“ The operational deployment of detachments of the Palestine Liberation Army just outside the 500-meter zone of the Armistice Demarcation Line and increased patrolling and training activity of their units in this area are unavoidably of concern to UNEF and its functioning.
27. The type and number of incidents observed by UNEF troops between August 1965 and July 1966 are indicated in annexes I to IV.
IV. Well-Being 28. The general health of the Force has been good. Military patients admitted to the UNEF Hospital during the year numbered 460. ”

“ Members of the Force and United Nations officials serving with the Force shall respect the laws and regulations of Egypt and shall refrain from any activity of a political character in Egypt and from any action incompatible with the international nature of their duties or inconsistent with the spirit of the present arrangements. ”

“ The Commander firmly takes the position, which is endorsed by United Nations Headquarters, that the Force must be maintained at its present level if it is to continue to carry out its mission with the same degree of effectiveness which has characterized the operation thus far, and that to protect its record any further reduction in its numbers should be accompanied by an appropriate redefinition of function and responsibility. ”

“ UNEF maintains small Movement Control detachments at Gaza, Camp Rafah, El Arish, Port Said, Cairo, Beirut and Pisa. These perform the movement control functions required to complete various national rotations. Responsibilities include the reception and dispatch of personnel, material and baggage, and arranging clearances with the civilian authorities concerned. Material movements include the distribution of stores, rations and mail, to various contingents within the UNEF operational area. ”

“ He urges that the Force be maintained at a strength permitting a minimum of seventy-one duty platoons, which takes into account necessary allowances for leave, rotation, sickness, training and essential reserve. Through planned reorganization and adjustments in support units, however, it is expected that a force reduced from its present total of 5,977 o about 5,600 officers and men would permit this minimum need for deployment to be satisfied. ”

“ Cooperation with United Arab Republic authorities and the Gaza administration, primarily through the medium of the United Arab Republic liaison staff located in Gaza, continues on an effective basis. Relations between the Force and the local population have been very good throughout the year. ”

“ In other sectors along the IF which, though sensitive, offer very rough going for surface vehicles, numerous air reconnaissance are made at varying times, while ground patrols are sent out only from one to three times a week. In addition to this, camps and observation posts are established at especially sensitive sports, to observe the IF and to maintain mobile reserves which can be dispatched speedily to any trouble spot. ”

“ Decides that the measures imposed by paragraph 20 above shall not apply to:
supplies to MONUC, the Interim Emergency Multinational Force deployed in Bunia and the integrated Congolese national army and police forces; supplies of non-lethal military equipment intended solely for humanitarian or protective use, and related technical assistance and training as notified in advance to the Secretary-General through its Special Representative; 22. ”

“ WHEREAS on December 16, 1950, I proclaimed the existence of a national emergency which requires that the military, naval, air, and civilian defenses of this country be strengthened as speedily as possible to the end that we may be able to repel any and all threats against our national security and to fulfill our responsibilities in the efforts being made throughout the United Nations and otherwise to bring about a lasting peace ”

“ Along the IF, rough terrain and scattered, uncleared materials continue to restrict the access routes for potential infiltrators and tend to confine their activities to certain areas. These sensitive areas are patrolled, as in the past, by the Canadian Reconnaissance Squadron and the Yugoslav Reconnaissance Battalion. The former has two outposts in its sector and the latter has six, each of approximately one platoon in strength. Motor patrols operating from these bases cover the areas between outposts and certain tracks leading to the frontier. ”

“ By night, patrols stand by ready to move out should the need arise. Squadron headquarters is located in the UNEF maintenance area at Rafah. (2) Sector 2 (from GR 0916-0340 to the Gulf of Aqaba, GR 1405-8785) - Yugoslav Reconnaissance Battalion This area is kept under observation by mobile patrols by day and standing patrols at irregular timings by night operating from the four permanent outposts and by OPs established at Taret Umm Oasis, El Amr, El Quseima, El Sabha, El Kuntilla and Ras el Naqb. ”

“ In some capitals, our determination to avoid a humanitarian catastrophe in Kosovo has apparently been underestimated. It goes without saying that a country — or an alliance — which is compelled to take up arms to aver such a humanitarian catastrophe would always prefer to be able to base its action on a specific Security Council resolution. The Secretary-General is right when he observes in his press statement that the Council should be involved in any decision to resort to the use of force. ”

“ It is an unhappy statement to have to make, but it is a reality all too apparent that, despite almost a decade of relative quiet along the long line on which UNEF is deployed, relations between the peoples on the opposite sides of the line are such that if the United Nations buffer should be removed, serious fighting would, quite likely, soon be resumed. ”

“ In those cases where civil jurisdiction is exercised by Egyptian courts with respect to members of the Force, the Egyptian courts and authorities shall grant members of the Force sufficient opportunity to safeguard their rights. If the Commander certifies that a member of the Force is unable because of official duties or authorized absence to protect his interests in a civil proceeding in which he is a participant, the Egyptian court or authority shall at his request suspend the proceeding until the elimination of the disability, but for not more than ninety days. ”

“ Urges all concerned parties to abide scrupulously by their obligation to respect the safety of UNIFIL and other United Nations personnel, and avoid any course of action which might endanger United Nations personnel, and calls on them to allow the Force to resupply its positions, conduct search and rescue operations on behalf of its personnel and undertake any other measures the Force deems necessary to ensure the safety of its personnel ”

“ Cases requiring hospitalization for more than a fortnight are taken out of the Force's field hospitals, usually to Naples. There have been fifty-two such cases. There are two UNEF hospitals, the Base Hospital at Gaza, staffed by the Norwegian medical unit, and a Canadian-manned hospital in the Rafah maintenance area. The Base Hospital has sub-units attached to contingents and outposts. Some of the national contingents have their own medical officers and maintain their own medical inspection rooms. ”

“ Equipment
28. Vehicles - A new vehicle establishment issued in December 1960 reduced the number of different makes of vehicles in the Force by 77 per cent and the quantity of holdings by 16 per cent. The establishment is being enforced concurrently with the receipt of new vehicles to replace those that are beyond economic repair. Most of the armored cars and scout cars have been returned to the contingents' respective countries and have been replaced by lighter vehicles with better cross-country performance. ”

“ The general state of well-being of the Force continues to be excellent. The health record has been consistently good since the inception of the Force. The hospital situated at Rafah which, prior to 1 March 1959, had been operated jointly by Canadian and Norwegian personnel, since that date has been staffed entirely by Norwegian personnel. The Canadian medical complement of four officers and fifteen other ranks operates a medical inspection room for the Canadian troops. ”

“ Urges Member States to contribute, on an emergency basis, military support and transportation, including armoured personnel carriers, tanks and attack helicopters, to provide UNOSOM II the capability appropriately to confront and deter armed attacks directed against it in the accomplishment of its mandate ”

“ Calls upon the States in the region to ensure that any military actions against armed groups are carried out in accordance with international humanitarian, human rights and refugee law, and that they take appropriate measures to protect civilians and reduce the impact of military actions upon the civilian population, including through regular contacts with and early warning of the civilian population on potential attacks ”

“ Methods of Assessment on Member States for the Expenses in Connection with the Force 5. The Secretary-General considers it essential that the General Assembly decide at an early date on the method of allocating to Member States the costs of the Force to be financed by the United Nations. ”

“ The Commander shall have the right to take charge of and dispose of the body of a member of the Force who dies in Egyptian territory, and may dispose of his personal property after the debts of the deceased person incurred in Egyptian territory and owing to Egyptian citizens have been settled. ”

“ Further calls upon States to establish or strengthen national, regional and international partnerships with stakeholders, both public and private, as appropriate, to share information and experience in order to prevent, protect, mitigate , investigate, respond to and recover from damage from terrorist attacks on critical infrastructure facilities, including through joint training, and use or establishment of relevant communication or emergency warning networks ”
