“ The Republic of Uzbekistan shall have full rights in international relations. Its foreign policy shall be based on the principles of sovereign equality of states, non-use of force or threat of its use, inviolability of frontiers, peaceful settlement of disputes, non-interference in the internal affairs of other states and other universally recognized principles and norms of the international law. ”

“ Uzbekistan responded to the negative external conditions generated by the Asian and Russian financial crises by emphasizing import substitute industrialization and by tightening export and currency controls within its already largely closed economy. The government, while aware of the need to improve the investment climate, sponsors measures that often increase, not decrease, the government's control over business decisions. A sharp increase in the inequality of income distribution has hurt the lower ranks of society since independence. ”

The United States congratulates Uzbekistan on the long-awaited passage of legislation that resulted in withdrawal of Uzbekistan's reservation to Article 18 of the Berne Convention for the Protection of Literary and Artistic Works, which relates to the protection of works created before 2005. ”

Discussing potential repercussions in the region of his military responsibility, Zinni said,“It was easy to take the shot from Washington and walk away from it.We had to live there.”139 Zinni’s distinct preference would have been to build up counterterrorism capabilities in neighboring countries such as Uzbekistan. ”

Notwithstanding, Ourga is of no little importance as a trading centre, for it is the only stage in the tea-carrying trade between China and Russia, while it exports large quantities of hides, timber, and clothing throughout Mongolia. Ourga is the Mecca of the Mongol, and the distances travelled by the faithful for the privilege of gazing upon the features of their living god, the Kootookta, are sometimes incredible. ”

From somewhere on the snowy slopes of the Tian Shan and from the hot sands of Western Zungaria to the timbered ridges of the Sayan and to the Great Wall of China it stretches over a huge portion of Central Asia. The cradle of peoples, histories and legends; the native land of bloody conquerors, who have left here their capitals covered by the sand of the Gobi, their mysterious rings and their ancient nomad laws ”

“ Briefly we may say the inhabitants of Turkestan are Ozbeks or Uzbeks (the dominant race) , Turcomans, Kirghese, Karakalpaks, Tajiks, Persians Kipchaks and a few Arabs, Hindoos, and Jews. “ A large white turban and a “chogha,” or pelisse, of some dark colour, over three or four others of the same description, is the general costume; but the Registan leads to the palace, and the Uzbeks delight to appear before their king in a mottled garment of silk, called “udrus,” made of the brightest colours, and which would be intolerable to any but an Uzbek. Some of the higher persons are clothed in brocade, and one may distinguish the gradations of the chiefs, since those in favour ride into the citadel, and the others dismount at the gate. ”

“ It is the wandering spirit that is the foundation of the Empire. In Central Asia the officials complain that the people who come are not like those who remain behind in Russia; they are the most restless of all Russians. They have wandered thus far, but they have no wish to settle down even now. They take up land, build villages, till the soil, but sure enough after a few [136] years they are itching to move on farther. The majority of colonists are people who have come not direct from Russia, but from some less remote farm or homestead in Turkestan, Seven Rivers Land, or Siberia. ”

The Uzbeks have a most unsocial custom at a party, for the landlord becomes a servant, and hands up every dish in person; nor will he himself touch any thing till every member of the party has finished. “ Most of them were well-established settlements, for this territory is Siberia, and not what is called Russian Central Asia. It has been in Russian hands a long while, and only the fact that Russia is so vast, and there is so much room for the overflow of population, explains the backwardness of the colonisation of the Altai. Russia has never had [221] any enemies worth the name here, and has very little to fear unless the Chinese ever turn bellicose. The only people who stood in her way were the mild nomads, the Kalmeeks and the Kirghiz. ”

“ He spoke of the news of the day, the late conquests of the king at Shuhr Sabz, and of the threats of the Persians to attack Bokhara, all without ever suspecting me to be aught but an Asiatic. In return, we had visits from these merchants, and many other persons, who came to gratify curiosity at our expense. We were not permitted to write, and it was an agreeable manner of passing time, since they were very communicative. The Uzbeks are a simple people, with whom one gets most readily acquainted, though they speak in a curious tone of voice, as if they despised or were angry with you. ”

“ Under China, Kuldja contained two millions of people, and under Russia its population has not increased from the very small number to which Mahomedan violence had reduced it. China proved herself to be a thoughtful and considerate ruler ; Russia can in this matter be only compared to a thoughtless and improvident one.
Before passing on to those other Russian explorers whose scene of activity lies still further to the east, we may summarise what M. de Ujfalvy has written upon the subject of Central Asia as a field for sports- men. ”

“ When I passed through Urga last year I was told that the undaunted Bogdo had ordered a second car, fully equipped with chauffeur and all, from America, which was even then at Tientsin, so by now he may be getting stuck in the muddy lanes of the Sacred City,—unless he has put away such childish things to take up the farce of governing Mongolia under Russian guidance. For more than three hundred years Lamaism has held Mongolia in its grip, checking the development of the country, sapping the vitality and self-respect of the people. ”

“ It has long been suspected that a marked change in natural conditions must have taken place during historic times throughout considerable areas in Central Asia. The present comparatively arid condition of Mongolia, for example, is in striking contrast to what it must have been in the era preceding the Mongolian invasion of Western Asia in the thirteenth century, and travellers who have followed the route of Alexander's army, on its return from India through Afghanistan and Persia, have noted the difference in the character of the country at the present day. ”

“ The friendship of English and Russians in Central Asia must mean a larger, stronger life for both Empires. And the development of Asia can mean much to the home Russians; they, as we, are inclined to take their own land and their capital cities as the only places of interest in the world. Already, reading some of the Moscow and Petersburg newspapers, you may alter Kipling’s phrase and ask: “What do they know of Russia who only Moscow know?”
Tashkent is the capital of Russian Central Asia, and is a well-built city extending over an enormous area. ”

“ United and strong under the firm reign of Batui, it fell into dismemberment under his successors, till Khan Uzbek, in the fourteenth century, restored its unity and its primal prosperity. Gradually the nomads who settled upon its vast plains accepted the faith of Islam, and enrolled themselves among its fiercest propagandists. Gradually, too, they adopted partially the civilization of the people they had enslaved. The modern Russian Tatar is mild, peaceable, industrious, has a keen eye to trade, and unless in military ranks, cares nothing for warfare. ”

“ Moorad Beg is considered wealthy for an Uzbek. He demands one third of the productions of the soil from his subjects. Koondooz itself is rich in rice; and much silk is produced on the banks of the Oxus. Budukhshan, at one time so fruitful and fertile a country, is almost depopulated; and has severely felt the power of Koondooz. The ruler of it, one of those who claim descent from Alexander the Great, has been deposed; and a great part of the population driven from their own beautiful valley to the fens of Koondooz. ”

“ We may boast with perfect truth that the thirty-five years during which Central Asia has enjoyed the blessings of a firm and civilised rule have been years of sustained progress, of daily-increasing strength in the bonds of attachment and goodwill which unite these subject peoples to the inhabitants of other Russian provinces. As compared with India, our territories in that part of the world are still poor and sparsely populated; but there has been a considerable increase in the country’s wealth since the conquest of Turkestān in 1863. ”

“ Central Asia is that portion of Asia which intervenes between the English and Russian frontiers wherever they now are, or wherever they in the future may be. It is consequently a variable tract of country in accordance as those frontiers advance or recede. Khokand and the districts Amou Darya and Trans-Caspiania are by this definition no longer in Central Asia; but Bokhara, Khiva, the Turcoman country, and Afghanistan remain included in it, and these countries, with Persia and the Pamir Khanates, actually constitute the whole of what may be called Central Asia. ”

“ The fur and leather will also meet our needs. Once the opportunity comes, Outer and Inner Mongolia will be ours outright. While the sovereign rights are not clearly defined and while the Chinese and Soviet Governments are engaging their attention elsewhere, it is our opportunity to build our influence. Once we have purchased most of the land there, there will be no room for dispute as to whether Mongolia belongs to the Japanese or the Mongolians. Aided by our military prowess, we shall realize our positive policy. ”

“ Three great races have met in Urga and each carries on, in this far corner of Mongolia, its own customs and way of life. The Mongol yurt has remained unchanged; the Chinese shop, with its wooden counter and blue-gowned - 64 - inmates, is pure Chinese; and the ornate cottages proclaim themselves to be only Russian.
But on the street my wife and I could never forget that we were in Mongolia. We never tired of wandering through the narrow alleys, with their tiny native shops, or of watching the ever-changing crowds. ”
