Volscians

“ He determined, first to make trial of the Volscians, whom he knew to be still vigorous and flourishing, both in men and treasure, and he imagined their force and power was not so much abated, as their spite and anger increased, by the late overthrows they had received from the Romans. ”

“ To punish them the consuls led the legions into the Volscian country. This unexpected movement paralysed the Volscians, who were not expecting retribution for what had been only an intention. Unable to offer resistance, they gave as hostages three hundred children belonging to their nobility, drawn from Cora and Pometia. The legions, accordingly, were marched back without fighting. Relieved from the immediate danger, the Volscians soon fell back on their old policy, and after forming an armed alliance with the Hernicans, made secret preparations for war. ”

“ CAMILLUS SETS THE CAMP OF THE VOLSCIANS ON FIRE While Rome was still at work repairing the damage which the Gauls had inflicted on her city, the Volscians encamped within twenty miles of her gates. They hoped to attack the city while she was unprepared for war.
But an army at once set out to meet the enemy. Before the Romans were aware, however, their camp was surrounded by the Volscians, and they were unable either to fight or to retire. ”

“ But the interest which the novelty of the stranger awakens in the minds of the present inhabitants—far keener, it would seem, than the interest which the antiquity of the city awakens in his mind—really does him no harm. The modern Latins or Volscians come and look; they wonder; they follow. If the nature of the country requires that the strangers be set on asses and mules, the curiosity, as is only natural, reaches its height. The asses of the Prisci Latini or of their Volscian neighbours are undoubtedly grave and discreet beasts ”

“ They send ambassadors in every direction to stir up Latium. But the recent defeat received at the lake Regillus, could scarcely restrain the Latins from offering violence to the ambassadors through resentment and hatred of any one who would advise them to take up arms. Having seized the Volscians, they brought them to Rome. They were there delivered up to the consuls, and information was given that the Volscians and Hernicians were making preparations for war against the Romans. ”

“ As soon as this announcement was made in the senate, a levy was proclaimed: the consuls were commanded to divide the management of the war between them; that the Volscians should be the sphere of action of the one, the Æquans of the other. The tribunes loudly declared openly in the forum that the story of the Volscian war was nothing but a got-up farce: that the Hernicans had been trained to act their parts: that the liberty of the Roman people was now not even crushed by manly efforts, but was baffled by cunning ”

“ Valerius was instructed to attack the Volscians before the enemy became more numerous, and he proceeded with his army to Satricum. Here he was met by the Antiates and other Volscian troops who had been previously mobilised in case of any movement on the side of Rome. The old standing hatred between the two nations made each side eager for battle ”

“ Afterwards we find the Volscians under the name of Auruncians invading the Latin territory; then follow a number of petty wars to about 290; in the last years we see the Volscians in possession of Antium, though they soon lose it again. In the second period the tables are turned: the Æquians take an energetic part in the war of the Volscians; Latium is entirely crushed; the war takes a very unfortunate turn for the Romans, Latins and Hernicans. This lasts to about 296, when the Romans make peace with the Volscians properly so called, and the danger is warded off. ”

“ What but this, that ye had done some great wickedness, wherefore ye must be driven away from the gathering of gods and men lest your presence should be a defilement? Is not this a city of enemies, wherein if ye had tarried but one single day ye would all have suffered death? They have declared war against you, and if ye are men they will suffer no small loss therefrom."
Thus it was brought to pass that all the Volscians joined together to make war against Rome. First they chose for leaders Attius and Coriolanus, in whom indeed they trusted the more of the two. ”

“ While these events were taking place at Veii, the Volscians and Æquans had pitched their camp in Latin territory, and laid waste their frontiers. The Latins, being joined by the Hernicans, without either a Roman general or Roman auxiliaries, by their own efforts, stripped them of their camp. ”

“ Moreover, if the war of Coriolanus in the year 262, had been carried on in the manner in which it appears to have been from the narrative, the Romans would not have had to restore any thing to the Volscians; but after the great Volscian war, these possessed Antium. ”

“ The ensigns at one time standing their ground are deserted by their supporters, at another time they retreat between their respective companies. As yet there was no absolute flight, nor was there victory. The Romans rather covered themselves than fought. The Volscians advanced, pushed against their line, saw more of the enemy slain than running away. ”

“ When the Volscians entered Roman territory they laid waste, by order of Coriolanus, the lands of the commons, but spared those of the nobles, the exiled patrician deeming the former his foes and the latter his friends. The approach of this powerful army threw the Romans into dismay. They had been assailed so suddenly that they had made no preparations for defence, and the city seemed to lie at the mercy of its foes. The women ran to the temples to pray for the favor of the gods. The people [Pg 64] demanded that the senate should send deputies to the invading army to treat for peace. ”

“ Fixing their spears in the ground, in order that they may be lighter to ascend the steeps, they run upwards. The Volscians, having discharged their missile weapons at the first onset, fling the stones lying at their feet on them as they advanced upwards, and having thrown them into confusion by incessant blows, they drove them from the higher ground: thus the left wing of the Romans was nearly overborne, had not the consul dispelled their fear by exciting a sense of shame as they were just retreating, chiding at the same time their temerity and their cowardice. ”

“ The war against the Volscians was no sooner at an end, than the popular orators revived domestic troubles, and raised another sedition, without any new cause of complaint or just grievance to proceed upon, but merely turning the very mischiefs that unavoidably ensued from their former contests into a pretext against the patricians. The greatest part of their arable land had been left unsown and without tillage, and the time of war allowing them no means or leisure to import provision from other countries, there was an extreme scarcity. ”

“ The Volscians, a nation more spirited to renew hostilities than to carry on war, being defeated in the fight, make for the walls of Satricum in a precipitate flight; and their reliance in their walls not being sufficiently strong, when the city, encompassed by a continuous line of troops, was now on the point of being taken by scalade, they surrendered to the number of four thousand soldiers, besides the unarmed multitude. The town was demolished and burnt; only they kept the fire from the temple of Mother Matuta. The entire plunder was given up to the soldiers. ”

“ This plainly appears from analogy; for from the Volscians two tribes only are formed, and as many from the Sabines. Moreover, the history of the insurrection of Vulsinii exhibits the condition of a vanquished people, as I have shown in the first volume of my Roman history. The Vulsinians formed from their serfs a plebes in order to repel the Romans; the plebes afterwards subjects its former rulers, and the latter choose rather to throw themselves into the arms of the Romans, and to allow their town to be destroyed by them. There is every where such an [Pg 153] oligarchy ”

“ In the next chapter, On the Latin war, the substance of the narrative remains unaltered: but the supposition that the Volscians were included in the Latin confederation before the conclusion of the Samnite war having been abandoned, the original account of the commencement of the Latin war which was founded upon it has been corrected: the relations in which the various Volscian states henceforth stood to Rome and Latium are now differently stated : and the feelings ex- cited at Rome by the Latin claims are more clearly explained. ”

“ VOLSCI, an ancient Italian people, well known in the history of the first century of the Roman Republic. They then inhabited the partly hilly, partly marshy district of the S. of Latium, bounded by the Aurunci and Samnites on the S., the Hernici on the E., and stretching roughly from Norba and Cora in the N. to Antium in the S. They were among the most dangerous enemies of Rome, and frequently allied with the Aequi, whereas the Hernici from 486 B.C. onwards were the allies of Rome. ”

“ Then he sent the blacksmith Vulcan to bind him with iron chains and fetter him to the rocks so that he could not move hand or foot.
Vulcan did not like to do this, for he was a friend of Prometheus, and yet he did not dare to disobey. And so the great friend of men, who had given them fire and lifted them out of their wretchedness and shown them how to live, was chained to the mountain peak; and there he hung, with the storm-winds whistling always around him, and the pitiless hail beating in his face, and fierce eagles shrieking in his ears and tearing his body with their cruel claws. ”

“ Latins sought an outlet for their surplus population in the Volscian land to the south east. Here they founded the settlements of Signia, Norba and Satricum. But this expansion came to a halt, and about the middle of the fifth century the Volsci still held their own as far north as the vicinity of Antium, while the Aequi were in occupation of the Latin plain as far west as Tusculum and Mt. Algidus. Towards the end of the century, however, under Roman leadership the Latins resumed their expansion at the expense of both these peoples.

“ On the derivation of Hephæstus, see Roscher, p. 2037. From Greek aphē, 'to kindle,' or pha, 'to shine,' or spha, 'to burn.' The Latin Vulcan, while a god of fire, is not represented by the Romans as possessed of technical skill. It is said that Romulus built him a temple in Rome and instituted the Vulcanalia,—a festival in honor of the god. The name Vulcanus, or Volcanus, is popularly connected with the Latin fulgere, 'to flash' or 'lighten,' fulgur a 'flash of lightning,' etc. It is quite natural that, in many legends, fire should play an active part in the creation of man. ”

“ The Norsemen delight to recount the exploits of their ancient gods and goddesses and celebrated mythical persons. The Volsung Tale is often referred to with pleasure. Volsung, a descendant of Odin, was taken from his mother's womb by a surgical operation, after six years' bearing. In his hall grew an oak, whose branches spread out in every direction. In that hall, when Volsung's daughter was to be given away to Siggeir, king of Gothland, in came an old guest with one eye. In his hand he held a sword, which at one stroke he drove up to the hilt in the oak. ”

“ Vulcan built the magnificent palaces of the gods on Mount Olympus, Juno’s golden throne, and the chariot of Apollo. The delicate girdle of Venus, the wife of Vulcan, was also made in his workshop. This was a magic girdle; for whoever wore it inspired love in all she met, and sometimes the goddesses would beg Venus to lend it to them.
The armor of Mars, god of war, and the shield of Minerva, goddess of wisdom, were the work of Vulcan. Sometimes he even manufactured armor for mortals, and Homer tells us of the marvelous shield he wrought for Achilles, the bravest of the Greeks. ”

“ And for five years they wandered through the earth, until they reached the fearful realm where Vulcan forged his weapons in the fire.
The secret of all poisonous herbs they learned, the use of every charm that spoils men’s lives and drives them to despair; they learned to raise a magic stormy sea upon dry land, in which men might be drowned; and out of forest twigs and fluttering leaves they learned to form a host of fighting-men and armed them with the spiked thorn of the thistle leaves or with the blackthorn’s barb. ”

“ The allies also showed their fears, and slowly brought in their succours: so that Coriola'nus continued to take their towns one after the other. 14. Fortune followed him in every expedition, and he was now so famous for his victories, that the Volsci left their towns defenceless to follow him into the field. The very soldiers of his colleague's army came over to him, and would acknowledge no other general. 15. Thus finding himself unopposed in the field, and at the head of a numerous army, he at length invested the city of Rome itself, fully resolved to besiege it. ”

“ In seeking for an explanation we may perhaps trust, at least in part, the evidence of the Ethnicon itself. The name Volsci belongs to what may be called the -CO- group of tribal names in the centre, and mainly on the west coast, of Italy, all of whom were subdued by the Romani before the end of the 4th century B.C.; and many of whom were conquered by the Samnites about a century or more earlier. They are, from south to north, Osci, Aurunci, Hernici, Marruci, Falisci ”

“ Each had but a single eye, placed in the middle of the forehead, but they were using their great strength in the smithy of Vulcan to forge thunderbolts for Jupiter, to make a trident for Neptune and a quiver of arrows for Apollo. Beside Vulcan stood two wonderful hand-maidens of gold, who, like living creatures, moved about and helped the lame smith as he worked.
Vulcan, the despised of the gods, had chained fire and conquered the metals of the earth that he might make gifts for the gods and for the heroes. ”
