“ FACILITY- The term `facility' means a disclosing entity which is-- (i) a skilled nursing facility (as defined in section 1819 (a) ) ; or (ii) a nursing facility (as defined in section 1919 (a) ) . (C) MANAGING EMPLOYEE- The term `managing employee' means, with respect to a facility, an individual (including a general manager, business manager, administrator, director, or consultant) who directly or indirectly manages, advises, or supervises any element of the practices, finances, or operations of the facility. ”

“ Some agencies have a Regional Office or Field Office
that could operate as an alternate operating facility.
c.
Remote headquarters operations – Some agency headquarters are of such size that
their operations and facilities extend beyond the limits of their host city. One of
these locations could act as an alternate operating facility.
2.
Virtual offices.
a.
Work at Home – Many agencies have programs to allow employees to work from
home. This arrangement could be utilized for some COOP personnel to fulfill
their essential functions. ”

“ Develop procedures by which new production facility construction proposals will be reviewed for appropriate location in light of such area factors as locational security, availability of labor, water, power, housing, and other support requirements. (3) Industry evaluation. Identify and evaluate the national security essentiality of those products and services, and their producing or supporting facilities, which are of exceptional importance to mobilization readiness, national defense, or post-attack survival and recovery. ”

“ Achieving a timely and orderly recovery from an emergency and resuming full and
normal operations.
PLANNING CONSIDERATIONS:
The following is provided for the identification and preparation of alternate operating facilities
for continuity operations:
1.
Location of Facilities. Agencies should perform an all-hazard risk assessment for all
facility (ies) being considered for COOP use. ”

“ Foreign facilities.— In the case of a foreign offshore unit or other facility located seaward of the exclusive economic zone, any person or other entity owning or operating the facility, and any leaseholder, permit holder, assignee, or holder of a right of use and easement granted under applicable foreign law for the area in which the facility is located. ”

“ For facility of carrying on the works, reliable bench marks, or reduced level stations, must be established at convenient distances along the route of the line, and from these and the fixed chain-pegs the correct line of formation level can be checked from time to time as the work proceeds. ”

“ Employees (COOP essential personnel and non-deployed personnel) .
c. Movement to alternate operating facility (ies) ; directions and maps of routes
from primary location to alternate operating facilities.
d. Movement of records, not pre-positioned, from the primary to the alternate
operating facility (ies) .
e. Ordering of necessary equipment/supplies not already in place.

ALTERNATE OPERATING FACILITY OPERATIONS
a. ”

“ Indian Health Facilities
For construction, repair, maintenance, improvement, and equipment of health and related auxiliary facilities, including quarters for personnel; preparation of plans, specifications, and drawings; acquisition of sites, purchase and erection of modular buildings, and purchases of trailers ”

“ The term ‘‘industrial facilities’’ means any fixed equipment, building, or complex for the production of goods that uses large amounts of capital equipment in connection with, or as part of, any process or system, and within which the majority of energy use is not devoted to the heating, cooling, lighting, ventilation, or to service the hot water energy load requirements of the building. ”

“ Selection of the site and preparation of building plans varies with individual taste. In choosing a location one must consider availability of transportation, shopping centers, water supply, sewage disposal, electric facilities, and kindred factors. ”

“ To ensure the necessary comforts, and particularly to provide against the contingency of any cargo of materials not arriving on the spot in time, each building contains within itself two ward-rooms, one nurse’s room, a small store-room, bath-room, and surgery, water-closets, lavatories, and ventilating apparatus. ”

“ The whole is comparable to citizens grouped in farms and factories subserving one or other function necessary for the commonweal; and just as the city has its transport connecting the whole, distributing food and the various products of the factories, a drainage and scavenger system taking away the waste material, and a telephone system through which operations can be ordered and co-ordinated according to the needs of the commonweal, so has the body its blood circulation, digestive and excretive systems, and a co-ordinating nervous system. ”

“ Organization of Collection Force The organization of the force depends upon the kind of equipment, system of collection, districting of city, location of receptacles, frequency of removal and time of collection. The common system abroad where the can is placed at the curb, is to have one or two workmen accompany the wagon, one acting as driver, while the other empties the cans. ”

“ FACILITIES.— The term “facilities” includes all types of buildings, structures, or other improvements to real property (but excluding farms, churches or other places of worship, and private dwelling houses) , and services relating to the use of any such building, structure, or other improvement. `` (10) FOREIGN SOURCE.— The term “foreign source” means a business entity other than a “domestic source”. ”

“ The rapidly extending business of the office requires more room, and although additional room has been provided during the year by the transfer of the Pension Office clerks to another building, the Patent office is still without sufficient room for the transaction of its business in a satisfactory manner. ”

“ Success in choosing a satisfactory location and home in the country calls for careful study and good judgment throughout the procedure. In urban centers many services are taken for granted, such as water supply, sewerage, public utility connections and delivery systems. The establishment of a home in the country calls for the consideration of all these services. Some may not be available and preparations must be made to do without them or to set up such procedures as will take care of the family’s needs on the basis of the individual home. ”

“ Each store has a definite connection with the central industrial plant, from which it receives its supplies, its workers and its government, for the stores are merely branches of the central work, and all are under the same general management. ”

“ It is carried on under the firm of Messrs. Wood and Walker. From actual observation, (having on several occasions been permitted to inspect the premises,) the writer is enabled to make the following remarks concerning this vast establishment. The reader's attention is called to this, as an exception to the general rule of factory government in England.
On the premises, which are very extensive, are two large mills, counting room, school house, &c. At the entrance gate is a porter's lodge, with a person constantly in attendance; no one being permitted to enter except by leave, or on business. ”

“ Practically the entire first floors are used as a receiving department, where all the material consigned to the company is checked and inspected. Railway tracks run the full length of both crane-ways, facilitating the unloading and loading of supplies and parts.
The body department occupies the greatest amount of space, requiring, with the [529] upholstering department, most of the three upper floors. In addition to this work the construction of tops, curtains and radiators is carried on, and a large space is used for the storage of equipment and parts, such as lamps, horns, tires, etc. ”

“ Coming now to the management of the Industrial Department in the United States, we find that it is an up-to-date business enterprise. The department is controlled by a corporation called "The Salvation Army Industrial Homes Co." already referred to in our introduction. [24] The management of the company is in the hands of the Army. [25] Under this central authority, we find the United States divided into three districts; the eastern district, with headquarters at New York; the central district with headquarters at Cleveland, and the western district with headquarters at Chicago. ”

“ When an industrial area is so created, provision shall be made for access by public road to each entrance to the premises of every plant in the area, which is provided for use by employees of the company, or for use by employees of independent contractors working on the premises, or for delivery of materials or supplies, other than by rail or water transportation, to the premises. ”

“ One by one, several departments of industry have progressed from the handicraft to the factory system—from that system in which a man and a few apprentices work in a small shop in the lockmaker’s garret or kitchen, to that in which organisation is maintained among twenty or fifty or a hundred men. ”

Just as in a living body, the cells that make up some important organ, severally perform their functions for a time and then disappear, leaving others to supply their places ”

“ The department comprises so many industries that it is necessary to establish a standard for their proper arrangement. Each kind of raw material transformed or converted into a finished article for use, be it either for food, or clothing, for comfort or general utility purposes, for the production of instruments for the further development of advanced producing methods, forms the basis for a sub-department of production. ”

“ Construction would proceed concurrently on surface and subsurface utility and life support facilities essential to human habitation. When enclosed areas were shirtsleeve ready for occupancy, the Cadre would erect essential life support, residential and recreational facilities. These would be followed by technical, communications and transport networks for Slingshot scientists, industrial technicians, and staff, followed by enclosed living areas for the remainder of the general populace that would train and do the work during the subsequent phases. ”

“ No workman has anything to do with moving or lifting anything. That is all in a separate department—the department of transportation.
We started assembling a motor car in a single factory. Then as we began to make parts, we began to departmentalize so that each department would do only one thing. As the factory is now organized each department makes only a single part or assembles a part. A department is a little factory in itself. ”

“ Petitioner's industrial organization is such that the operation and maintenance of a central office building is essential to the economy, efficiency and continuity of production. In short, this office is 'part of an integrated effort for the production of goods,' Armour & Co. ”

“ The service plant for the installation of machinery for lighting, heating, and ventilating the station, and for operating the interlocking system, is located in an independent building south of the station. ”
