Forest reserve

“ Such a herd as that on the Flat-head Reservation should not be allowed to go out of existence. Either on some reservation or on some forest reserve like the Wichita reserve and game refuge provision should be made for the preservation of such a herd. ”

“ He had 100,000 acres of available forest reserve scrip, and it required little effort on my part to convince him as to the feasibility of the scheme of securing the lands. “ The State shall establish natural reserve system with national parks as its main body in typical forest ecological regions, forest regions wherein rare and precious animals and plants grow and breed, natural tropical rain forest regions and other natural forest regions with special values of protection in different natural zones, so as to strengthen protection and management. ”

“ The terms “covered forest reserve project” and “covered project” mean a project involving the management or sale of national forest materials within a Forest Reserve Revenue Area to generate forest reserve revenues and achieve the annual volume requirement for the Forest Reserve Revenue Area.
(6) Forest reserve revenue area–
(A) In general– The term “Forest Reserve Revenue Area” means National Forest System land in a unit of the National Forest System designated for sustainable forest management for the production of national forest materials and forest reserve revenues. ”

Ormsby, recommending the reservation of certain lands in this region, a considerable portion of which have not been so recommended by the Geological Survey. I transmit also two letters from F. P. Mays, of Portland, Or., urging the early temporary withdrawal of the lands proposed to be included within the reserve. ”

“ In the letter recommending the establishment of the reserves, the Forestry Commission stated that it fully recognized the fact that the forest reserves previously established and now proposed can not be maintained unless a plan is adopted under which their boundaries shall be so modified as to take from them all land better suited for agriculture than for the production of forests, and under which their timber can be made available for domestic, mining, and commercial purposes, and valuable minerals can be freely sought and mined within their boundaries. ”

“ Since then, more and more forest reserves have been created, and, thanks to the wisdom and courage of the Chief Magistrates of the Nation within the past twelve years, we now have more than sixty millions of acres of such reservations. These consist largely of rough, timbered mountain lands, unfit for cultivation or settlement. They are of enormous value to the arid West, as affording an unfailing water supply to much of that region, and in a less degree they are valuable as timber reserves, from which hereafter may be harvested crops which will greatly benefit the country adjacent to them. ”

“ Some at least of the forest reserves should afford perpetual protection to the native fauna and flora, safe havens of refuge to our rapidly diminishing wild animals of the larger kinds, and free camping grounds for the ever-increasing numbers of men and women who have learned to find rest, health, and recreation in the splendid forests and flower-clad meadows of our mountains. The forest reserves should be set apart forever for the use and benefit of our people as a whole and not sacrificed to the shortsighted greed of a few. ”

“ If the Secretary of the Interior or the Secretary of Commerce rejects the determination, the written response shall include recommendations for measures that—
(i) will avoid the likelihood of jeopardy to, or adverse modification of the habitat of, an endangered or threatened species; (ii) can be implemented in a manner consistent with the intended purpose of the covered forest reserve project; (iii) can be implemented consistent with the scope of the Secretary’s legal authority and jurisdiction; and (iv) are economically and technologically feasible. ”

“ The forest reserves will inevitably be of still greater use in the future than in the past. Additions should be made to them whenever practicable, and their usefulness should be increased by a thoroughly businesslike management. ”

“ Forestry also should be borne in mind in measuring the enlargement of the nation's economic power through the work of the National Construction Reserve, not only the perpetuation of present forests, but the establishment of new forest plantations by planting trees. The forestry resources of the nation should be administered and developed on a business basis. Forests should be planted on every acre of land better adapted to forestry than to agriculture. ”

“ In France, Switzerland, Austria, Hungary, Norway, Sweden, Russia and Denmark, Forestry is also practiced on scientific principles and the government in each of these countries holds large tracts of forests in reserve. In British India one finds a highly efficient Forest Service and in Japan Forestry is receiving considerable attention.
In the United States, the forest areas are controlled by private interests, by the Government and by the States. On privately owned forests, Forestry is practiced only in isolated cases. ”

“ To insure a continuous supply of timber and help solve the problems of soil protection, water conservation and flood control, new forest reserves, communal forests and national parks have been established and barren watersheds reforested with economically valuable trees. ”

“ Destructive forest fires and the slaughter of the trees by the remarkable development of the wood-pulp industries have emphasized in recent times the need of larger forest reserves and closer government supervision. ”

“ These fears are taking the shape of associations for the promotion of scientific forestry, and the establishment of large forest reserves near the headwaters of our streams, which are to serve also the purpose of national parks. ”

“ Much progress in forestry has been made during the past year. The necessity for perpetuating our forest resources, whether in public or private hands, is recognized now as never before. The demand for forest reserves has become insistent in the West, because the West must use the water, wood, and summer range which only such reserves can supply. ”

“ There has, however, been progress in the prevention of timber theft and of fire, and the development of the fullest usefulness of the forest reserves is beset by no insurmountable difficulties. Their extension to include all large bodies of mountainous forest within or tributary to the arid region is essential to the fullest development of the West. ”

“ The forest reserves should be utilised as game preserves and it can be scarcely doubted, considering the rapidly increasing value of the fur product, that they could be made to yield a splendid profit. ”

“ In the administration of the national forest reserves, the introduction of conservative lumbering on the timber tract of the lumberman and the woodlot of the farmer, in the practical solution of forest problems which affect every industry and every activity of the nation, the members of this society have an unexampled field before them. ”

“ Every proper effort should be made to put land to uses for which it is adapted. The reforestation of land best suited for timber production is progressing and should be encouraged, and to this end the forest taxation inquiry was instituted to afford a practical guide for public policy. Improvement has been made in grazing regulation in the forest reserves, not only to protect the ranges, but to preserve the soil from erosion. ”

“ Congress ought to trust the executive to use the power of reservation only with respect to land covered by timber or which will be useful in the plan of reforestation. During the present administration 6,250,000 acres of land, largely non-timbered, have been excluded from forest reserves, and 3,500,000 acres of land principally valuable for forest purposes have been included in forest reserves, making a reduction in forest reserves of non-timbered land amounting to 2,750,000 acres. ”

“ The best use of the public grazing lands requires the careful examination and classification of these lands in order to give each settler land enough to support his family and no more. While this work is being done, and until the lands are settled, the Government should take control of the open range, under reasonable regulations suited to local needs, following the general policy already in successful operation on the forest reserves. ”

“ In addition to their desire to help, the State Foresters realize that besides its health values this camping movement is likely to have a profound effect on our national economic policy. We have been exhausting our timber supply. Every one knows about it, every one believes that forestry is a good thing, but it has been a political issue of such minor interest as to command little attention. As the average man develops the camping habit, comes to know the Forest Reserves, forestry will become a part of his life. ”

“ Three forest reserves, similar in purpose to the national forests of the United States, have been set aside to insure a permanent timber supply in certain regions and to afford permanent protection to streams capable of furnishing irrigation water upon which may depend the prosperity of the inhabitants of neighbouring plains. One hundred and forty-nine communal forests have been created for as many municipalities, in order permanently to provide them with timber and firewood. ”

“ It is gratifying to think that, while at first the establishment of these forest reserves was very unpopular in certain sections of the West, where their object was not in the least understood, they have—now that the people have come to see what they mean—received universal approval. ”

“ Certain of the forest reserves should also be made preserves for the wild forest creatures. All of the reserves should be better protected from fires. Many of them need special protection because of the great injury done by live stock, above all by sheep. ”

“ It is for the benefit of these farmers and of those others who shall establish themselves along these streams that the Presidents of the United States for the last twelve or fourteen years have been establishing forest reserves and have had expert foresters studying different sections of the western country to learn where the water was most needed and where it could best be had. ”

“ When the Forest Reserves were taken over by the Government it could not be expected that they would yield a revenue at the very outset, nor could it be expected that even in the long space of twenty-five years they could be made self-supporting. ”

“ In all cases where forest reserves within areas covered by land grants appear to be essential to the prosperity of settlers, miners, or others, the Government lands within such proposed forest reserves will, as in the recent past, be withdrawn from sale or entry pending the completion of such negotiations with the owners of the land grants as will prevent the creation of so-called scrip. ”

“ The results obtained from our forest policy have demonstrated its wisdom and the necessity in the interest of the public for its continuance and increased appropriations by the Congress for the carrying on of the work. On June 30, 1900, there were thirty-seven forest reserves, created by Presidential proclamations under section 24 Of the act of March 3, 1891, embracing an area Of 46,425,529 acres. ”

“ They are selected from lands believed to be more valuable for forest purposes than for agriculture, and are managed with the purpose of securing from them the best and largest possible returns, present and future, whether in the form of water for irrigation or power, of timber, of forage for stock, or of any other beneficial product. The aggregate area of the reserves, or national forests, has been steadily increased until they now include nearly all the timber lands left of the public domain. ”

“ In this movement Weitzel took command of the Reserve Brigade and covered the rear of the column. By night it made prodigious marches, and by day lay in threatening line of battle. The Rebel Cavalry, timid and puzzled, followed at a safe distance without attacking. Now came the delicious sail from Simmsport to Bayou Sara, during which Colburne could lounge at ease on the deck with a sense of luxury in the mere consciousness that he was not marching, and repose his mind, his eyes, his very muscles, by gazing on the fresh green bluffs which faced each other across the river. ”

“ Roads, trails, and bridges are often necessary to enable sheep and cattle to reach range lands.
Protective Improvements. Ranger stations, cabins, lookout stations, firebreaks and similar works are required to protect the forests from fire and are known as protective improvements. Buildings are constructed for the field force to afford necessary shelter and to furnish an office for the efficient transaction of business. Land is often cultivated for the production of forage crops and fences are built to insure necessary pasturage for live stock used by the Forest officers in their work. ”
