“ And it is rather by religion than reason that man is distinguished from, and dignified above, the beasts; and it is more his honour to be a subject to the supreme Creator than to be lord of the inferior creatures. Note, Kings must know, or shall be made to know, that the most high God rules in their kingdoms (that is an imperium in imperio—an empire within an empire, not to be excepted against) , and that he appoints over them whomsoever he will. As he makes heirs, so he makes princes. ”
