“ The military organizations, such as companies, regiments, brigades, divisions, corps d'armée, are always kept up; the officers are ever ready, and in case of war it is only necessary to call in the men. ”

Armies of First Line
The Army which will take the field at the outbreak of war is the Regular Army, which is organized, kept up, and trained, year by year, in peace. The War Army will be this Peace Army mobilized, or brought up to war strength and completed in every essential, by calling up reserve officers and men to fill its ranks. ”

“ The Military Forces of the Great Powers have now grown so large that a further development of organization has become necessary. They are therefore divided in war into separate Armies. Army, in this new sense, does not mean, as it used to, the whole Force, for which, indeed, some other49 word than “Army” is urgently needed. An Army is simply the highest Unit in the organization of a great host in the field. ”

“ From the reports herewith communicated of the Secretaries of War and of the Navy, with the subsidiary documents annexed to them, will be discovered the present condition and administration of our military establishment on the land and on the sea. “ First and Second Lines.—The organization into arms and units is of course maintained in peace as well as for war. Military forces are further organized, in peace, into active and reserve troops, first and second lines, &c., according to the power possessed by the executive over the men. Broadly speaking, the latter fall into three classes, regulars, auxiliary forces and irregular troops. ”

“ In a word, it produces nearly the same results as a rising en masse of a population, causing trouble on the front, flanks, and rear of an army, and reducing a general to a state of entire uncertainty in his calculations.
Any system of organization, therefore, will be a good one which provides for great enlargement of the cavalry in time of war by the incorporation of militia; for they may, with the aid of a few good regular squadrons, be made excellent partisan soldiers. ”

“ It is the purpose of the next few chapters to describe the Units and Formations constituted in modern armies. But, in order to explain the reasons which have dictated their strength and composition, it is necessary first to describe the various kinds of Troops which go to make up an Army, and their respective methods of fighting, and functions in war. Organization exists to facilitate fighting, and cannot be explained without some discussion of Tactics. ”

“ It had become the practice of the War Department to present to the army every five years a comprehensive military problem involving an imaginary attack upon this country by a powerful foreign foe, and the proper line of defense. The competition was open to both officers and men. ”

“ For the remainder of the period during which the Corps will continue to act as a military body, held in readiness for any emergency that may arise during the peace negotiations, I am confident that every man will strive to do all in his power to uphold the great renown which the Corps has so worthily won. ”

“ The formations in which each Arm is independently organized constitute the tactical units of an Army. Their strength and organization are intimately connected with the way in which they are used in fighting, and have varied little since armies first became regularly organized. ”

Uniform in scope and purpose as military administration and tactical policy aims to be when considered on broad lines, yet in a thousand and one matters of detail, many of them of dominating importance, the personality and the individual idiosyncrasies of the Corps Commander and of his principal executive Staff Officers, are calculated to exercise a powerful influence upon the functioning of the whole Corps. ”

“ It called for a ground military establishment consisting of the Regular Army, the National Guard of the United States, and the Organized Reserve Corps, 16 which were to form a balanced force for peace and war. The Regular Army was to retain only those units required for peacetime missions, which were the same as those identified after World War I. The dual-mission Guard was to furnish units needed immediately for war and to provide the states with military resources to protect life and property and to preserve peace, order, and the public safety. ”

“ But we shall, at least, have an Army which will know its own organization and will be inspected by its proper commanders, and to which, as a unit, emergency orders can be issued in time of war or other emergency. Moreover, the organization, which in many respects is necessarily a skeleton, will furnish a guide for future development. ”
