“ I propose therefore to begin our inquiry into the detail of goodness—into the particular kinds of conduct which the man wishing to do good for the sake of its goodness is entitled to count good—by considering what is of permanent moral value in the institutions of civil life, as established in Europe; in what way they have contributed and contribute to the possibility of morality in the higher sense of the term, and are justified, or have a moral claim upon our loyal conformity, in consequence. ”

“ Then, if mankind may err, if the right of private judgment is not to be suppressed, if the supposed general experience is not infallible, how can it be moral for me always to follow it even in the teeth of my own judgment? ”

But without any strictly moral object at all, laws have been made which check the development of the moral disposition. ”

“ For if the objective and transcendent character of the ethical distinction be denied, morality necessarily drops down into, at best, a temporary biological provision for the utilities of this ephemeral life, or, at worst, into a deep fraud of our faculties, estopping the use of our freedom by a phantom bugbear of moral distinctions. ”

“ We are here, of course, purposely considering, not actual and arbitrary morality, but the essentials upon which all moralities are based. We shall deal more fully as we proceed with those psychic and emotional factors which do, in fact, colour and distort all moral values. To return to our analogy—we may say then, that a conventional moral rule stands for the credit of national morality, much as a five-pound note stands for the credit of national wealth. ”

“ This view of morality, which, for the most part, is indorsed by modern thought, makes ethics dependent upon sociology for its criteria of rightness or wrongness. Indeed, we cannot argue any moral question nowadays unless we argue it in social terms. ”

What are properly the objects, and the only objects, of moral approval or condemnation? Or, to put it in a way possibly more easily understood, to what human activities or features of life does moral quality belong?
It has already been noted in general that only personal beings can be moral agents or become, in what they are and do, objects of moral judgment. Apart from personality, no place for virtue or vice can be found. ”

“ They both agree that the morality of an individual action is not a question of direct perception, but of the application of a law to an individual case. They recognise also, to a great extent, the same moral laws ”

“ No rule of conduct can be set up as an abstract right or wrong; we must form our ethics on our social results; and in the world's moral progress the really effective results have generally come by shock of attack upon, or of resistance to, some cherished conventions of the day. ”

It is the point at which humanity is organized under a moral constitution and the behests of moral law. It is the sublime endowment in which man's nature is capacitated for its position, as standing face to face with the sublimer reality of the divine government over the world. ”

“ What is called 'moral sentiment' is merely a weaker form of that interest in social well-being which, when wrought into a man's habits and strong enough to determine action, we call virtue. So far as this interest is brought into play on the mere survey of action, and serves merely to determine an approbation or disapprobation, it is called moral sentiment. ”

“ The intention to do what is known to be wrong, even when the overt deed is prevented, stamps upon the person its own moral character.
In intentions we find the teleology of the ethical conduct—the chosen ends at which men are aiming in their constant endeavor—and they have a place of importance corresponding to this directive relation. Life moves as these turn, and the great body of human activity, in its mighty sweep of purposive conduct, whether rising into its loftiest and purest virtues or descending to its lowest and most horrid crimes, is their result. ”

“ This system of ethics maintains that we have from nature social affections which lead us into friendly fellowship with our kind, and incline us to consult the interests of others, no less than private feelings, which excite us to promote our own personal advantage. It holds that we grow up to be the moral agents that we are through an innate sense of duty, which at once approves of our conduct when we do right, and disapproves of it when we do wrong. ”

“ For it not only accepts and makes its own all the right or wrong that appears elsewhere, but it also remains true or becomes false to its own supreme duty and obligation to moral law, when, under the behests of conscience, it directs life and character either up the heights of moral excellence and happiness, or into the wrong and guilt and miseries of immorality. Where the will is moral the man is moral; for the will is the zenith of personality. Where it is immoral the man is immoral. ”

“ If we look into the works on ethics, from Aristotle down to our own day—take up, for instance, the work of Herbert Spencer on the Data of Ethics, or that of Leslie Stephen on the Science of Ethics—I think you will find that in no two works is there any precise agreement as to what are the primary grounds of moral obligation. ”

“ They concerned the powers and possibilities of man in the crowning endowments of his nature, and in the highest ascent of their evident intention and adaptation. They touched the great problems of personal and social welfare in the most vital relations and decisive interests. So the old sages became moralists and their great themes were the themes of virtue and duty. Not very deeply, however, did they, for centuries, succeed in penetrating the rational principles of the moral life and the authority of the moral judgments. ”

“ When we are governed by this motive, which the men of the world would deride as the figment of an enthusiastic imagination, our benevolence becomes one of the established laws of our moral system, which admits of no suspension or diversion, without occasioning a shock to our sense of right and wrong. ”

Do we not need some criterion of goodness to guide our judgment? ”

“ In the first place, it is obvious that if virtues are only good because they promote, and vices only evil because they impair the happiness of mankind, the degrees of excellence or criminality must be strictly proportioned to the degrees of utility or the reverse.68 Every action, every disposition, every class, every condition of society must take its place on the moral scale precisely in accordance with the degree in which it promotes or diminishes human happiness. ”

“ By far the greater part of the morality of every age and country has reference to the welfare of society. Even in the most superstitious, sentimental, and capricious despotisms, a very large share of the enactments, political and moral, consist in protecting one man from another, and in securing justice between man and man. ”

“ Let it be freely admitted that the inner sentiment does give quality to conduct. The obligation to the conduct that shall fulfil duty attaches to the personal agent; the innocence or guilt also belongs to him. But there is obligation upon him with respect to conduct only because conduct, in its external forms as well as inward springs, forms the total material of morality. There could be no responsibility for conduct if no moral quality belonged to actions. ”

“ And it may be admitted that, in some cases at least, it is right and proper that a man’s motives should thus influence our judgment. But the question is: What sort of moral judgment is it right and proper that they should influence? ”

“ If they are to be rational, if they are to be moral, if they are to be relations in which an ethical life can be lived, and ethical responsibilities realised, they must be not only personal, but universal ”

“ Our consideration of the great truth of the distinction between right and wrong which marks human life in all ages and places, and of the existence and nature of the moral faculty discerning and enforcing this distinction, leads up to an inquiry into the aggregate complex of endowments which are essential to moral agency. The great fact of moral agency is implied and made certain in what has already been brought into view. But the pre-supposition of such moral agency is manifestly the moral agent, with all the requisite endowments for the sublime reality of ethical life. ”

“ To get such a sane and far-sighted moral perspective; to see the acts of our fellow men with a proper valuation; to be able to point out the insidious dangers of conduct which is not yet as generally rebuked as it ought to be; and at the same time to emancipate ourselves and others from the mistaken and merely arbitrary precepts that are intermingled with our genuine morality, and so attain the largest possible freedom of action, such should be the outcome of a thorough study of ethical principles and ideals. ”

“ As I consider virtue and vice to consist in action, and not in opinion, and as this action has its seat in the will, and not in the conscience, I shall confine my inquiries chiefly to the influence of physical causes upon that moral power of the mind, which is connected with volition, although many of these causes act likewise upon the conscience, as I shall show hereafter. The state of the moral faculty is visible in actions, which affect the well-being of society. ”

“ So that while utility does not explain why an act is right, it becomes, if correctly interpreted, a principle of great value in determining the right.
(2) It is unquestionably true that the altruistic principle of "the greatest good to the greatest number" presents a principle of genuine moral authority. It opens to view the whole realm of obligation to beneficent activity and self-sacrifice. It points to deeds that are noblest in life and highest in ethical character. ”

“ All moral laws, I wish to shew, are merely statements that certain kinds of actions will have good effects. The very opposite of this view has been generally prevalent in Ethics. ‘The right’ and ‘the useful’ have been supposed to be at least capable of conflicting with one another, and, at all events, to be essentially distinct. ”

“ But still, if we look at the extraordinary differences that there have been and are between different races of mankind, and in different stages of society, in respect of the classes of actions which have been regarded as right and wrong, it is, I think, scarcely possible to doubt that, in some societies, actions have been regarded with actual feelings of positive moral approval, towards which many of us would feel the strongest disapproval. ”

“ The results of speculative thought, as well as common observation, agree that the purest and most primitive form of morality is the instinct for respect, and that from this instinct there arises our knowledge of what is moral as the only possible object of respect, the right, the good, veracity, and the power of self-control. ”
