(3) There are currently a large number of businesses and firms who are seeking to identify savings through sabbatical opportunities for senior employees. (b) Study and plan.— Not later than 6 months after the date of enactment of this Act, the Corporation shall— (1) conduct a study on how best to establish and implement a Volunteer Management Corps program ”

“ Many charitable agencies of various kinds contribute to the work of relief, some of them really helpful, others actually blocking the way of genuine progress, but all showing the strength of the philanthropic motive in American cities. The closer their alliance with the associated charities the more effective are their measures of charity. Three stages have marked the history of the charitable organization societies, as they have learned from experience. ”

The aim of charity organization is to remedy causes of dependency and to restore dependents to a self- sustaining basis so far as that is possible. ”

Social Entrepreneurship Agency for Nonprofits: Create an agency within the Corporation for National and Community Service dedicated to building the capacity and effectiveness of the nonprofit sector. ”

“ The experience of the Charity Organization Society in raising, in eight tears, 4,500 families out of the rut of pauperism into proud, if modest, independence, without alms, but by a system of "friendly visitation," and the work of the Society for Improving the Condition of the Poor and kindred organizations along the same line, shows what can be done by well-directed effort. It is estimated that New York spends in public and private charity every year a round $8,000,000. ”

“ Little by little as the work of associated charities has widened, forces within the very organizations themselves necessitated the expansion of the idea of charity into one with broader implications. The organization of relief and the centralization of funds bring about a greater demand for relief because they abolish much of the personal succor of the old type. ”

“ With the exception of possibly half a dozen societies, all but one of which are in the small cities, charity-organization societies provide immediate relief in urgent cases from funds in the hands of their agents. ”

“ To recapitulate, then, let me say that I think the operations of the Charity Organization Society have been wholly beneficial so far, but that it will have to secure more extended personal influence between rich and poor if it is to be permanently successful. As a society it is doing its work; it is contending for justice and order; it has urged us not to corrupt our fellow-citizens; it has instituted inquiries in support of truth; it has responsible officers; it is an upholder of method, and it will help us to be swift, just, and sure in our gifts. ”

“ It has been conclusively proven that the charitable endeavors of our so-called charity organization societies are extremely unscientific, wasteful, and have a detrimental and pauperizing effect in-so-far as the work of the charitable is devoted to reclamation and not to prevention, which is also one cause for its failure. ”

“ There are others which have looked, or still look, to their extinction, not in State action, but in co-operation with other societies with which they now compete. Competition may be the strength of commerce, but co-operation is certainly the strength of charity, and wise are those charities which are content to sink themselves in common action and die that they may rise again in another body. The Charity Organization Societies in some of the great cities have in this way lost themselves, to live again in Social Welfare Councils and Civic Leagues. ”

“ Work in partnership with private-sector and nonprofit entities that initiate productive and worthwhile national and community-based efforts to commemorate the new millennium and encourage citizen participation, volunteerism, and philanthropy ”

“ Congress has previously enacted legislation providing financial assistance to religious nonprofit institutions, including houses of worship, on terms equal to other eligible nonprofit institutions. (8) Such legislation is consistent with recent precedents of the Supreme Court of the United States and legal opinions issued by the Office of Legal Counsel of the Department of Justice. ”

“ The personal service, that counts for so infinitely much more than money, is more freely given day by day, and no longer as a fashionable fad, but as a duty too long neglected. From the colleges young men and women are going forth to study the problem in a practical way that is full of promise. “ CHARITY ORGANIZATION This lack of team work has been in large measure remedied, especially in city communities, by the establishment of CHARITY ORGANIZATION SOCIETIES. Such societies do not as a rule give direct relief, but act as a "clearing house" for existing charitable agencies in the community. That is, they organize the effort of the various existing agencies. ”

“ Purposes.—The purposes of this section are— `` (1) to recognize and increase the impact of social entrepreneurs and other nonprofit community organizations in tackling national and local challenges; `` (2) to stimulate the development of a network of Social Innovation Funds that will increase private and public investment in nonprofit community organizations that are effectively addressing national and local challenges to allow such organizations to replicate and expand proven initiatives or support new initiatives ”

“ A State charity has the advantage of greater solidity and more thorough and expensive machinery, and often more careful organization. But, as compared with our private charities, the public institutions of beneficence are dull and lifeless. They have not the individual enthusiasm working through them, with its ardor and power. They are more like machines.
On the other hand, charities supported entirely by individuals will always have but a small scope. The amount of what may be called the "charity fund" of the community is comparatively limited. ”

“ Private outdoor relief often leads to indiscriminate almsgiving, thus lending encouragement to wastefulness and imposture. People who are too lazy to earn an honest living apply to various organizations for help and sometimes obtain it from several of them. |The organization of relief agencies.| To eliminate this overlapping central bodies known as Charity Organization Societies, or Associated Charities, or Family Welfare Societies have been formed in many of the larger American communities. ”

“ Charity organization societies are not found in cities as small as the one in which you live (Erie) , for the reason that the necessity for them does not exist. They are a banding together of public and private charities for better administration and for the study and cure of pauperism. ”

“ The ideal administration of charity would consist in every person comfortably established, having among his real friends several poor persons or poor families from whom he himself received a broadening knowledge of life, as well as to whom he gave of physical necessities. In the absence of this ideal situation, he must avail himself of the best means open to him. He must take advantage of the splendid organization of modern charities, but he must not forget also to be on the lookout for individual cases of need that are not likely to appear before the board of any philanthropic organization. ”

“ Last year, Americans contributed more than $100 billion in support of charitable organizations and activities. However, public philanthropy is not just about money. Millions of Americans—people of every age, race, and walk of life—give of their time and their talents in voluntary community service. ”

“ At any rate, it may be said that charities working alongside of the State organizations would become stronger, and State organizations inspired by the charities would become more humane. It costs more, doubtless, to work in co-operation with others, and to subject self-will to the common will as a member of a Board of Guardians, than to be an important member of a charitable committee, but in charity it is cost which counts. ”

“ The true policy of the Legislature is to encourage and supplement private activity in charities by moderate public aid, and to organize a strict supervision. The great danger for all charities is in machinery or "plant" taking more importance in the eyes of its organizers than the work itself. ”

“ We're not asking them to replace discarded and often discredited government programs dollar for dollar, service for service. We just want to help them perform the good works they choose and help others to profit by their example. Three hundred and eighty-five thousand corporations and private organizations are already working on social programs ranging from drug rehabilitation to job training, and thousands more Americans have written us asking how they can help. The volunteer spirit is still alive and well in America. ”

“ Of late years, especially in England and in the United States of America, societies for the organisation of the voluntary charitable activities undertaken by the community at large (the Charity Organisation Society, &c.) have come into existence; these are central organs to effect the harmonious co-ordination of philanthropic efforts, but do not usually themselves directly undertake charitable work. ”

“ Two problems confront the department of public charities: (1) How can it distinguish between those who actually need assistance and those who do not? (2) How can it help those who need assistance temporarily, without weakening their desire to become self-supporting? The same problems must be solved by the citizen in connection with his private charities. In general, it may be said that charitable work is best managed by private organizations, in charge of trained workers, who can investigate all cases of application for aid. ”

“ Instead of more or less lavish care of a few families intimately, all cases of relief that come to the notice of charitably minded persons are, through an organized system of relief, referred to the central agency which is expected when it receives thousands of dollars to do marvelous things with them. The very centralization of charity, however, creates the necessity for offices, clerks and stenographers, investigators, perhaps a training school, salaried heads, publications, and the like which consume funds rapidly. ”

“ It is a great and pleasant feature of all such institutions in America, that they are either supported by the State or assisted by the State; or (in the event of their not needing its helping hand) that they act in concert with it, and are emphatically the people's. I cannot but think, with a view to the principle and its tendency to elevate or depress the character of the industrious classes, that a Public Charity is immeasurably better than a Private Foundation, no matter how munificently the latter may be endowed. ”
