Political responsibility

“ A place where every interest and shade of opinion in the country can have its cause even passionately pleaded, in the face of the government and of all other interests and opinions, can compel them to listen, and either comply, or state clearly why they do not, is in itself, if it answered no other purpose, one of the most important political institutions that can exist any where, and one of the foremost benefits of free government. ”

This is no time for politely consulting our enemies' tastes, or for sparing our enemies' feelings. Be sure, whatever progressive measures you may resolve upon, however progressive they may be, the people are ready to sustain you with heart and hand. ”

“ A political force which can organize the demands and proposals of those citizens and is willing to give direction through obedience. A political force which can organize a solution to the collective problems without the intervention of political parties and of the government. ”

“ How much more sublime is the idea of forming a great nation, by a chain of republicks, subordinate to publick good, than by a chain of satraps subordinate to imperial will, or of chartered companies subordinate to selfish avarice? Such a system stands upon national interest. No people, except ourselves, have seriously attempted to make this interest the basis of civil government. ”

“ The promotion of transparent and enduring democratic governance strengthens and defines relations in the region and should emphasize the rule of law, a robust civil society, respect for human rights, social equality, and effective delivery of public services. ”

“ A weight of public opinion among the people for such a period, uniformly thrown into one scale so strongly, and so decisively, in the midst of all the extraordinary changes of parties, the events of peace and of war, and the trying conflicts of public policy and state interests, is perhaps unexampled in the history of all other free governments. ”

“ The primary objects sought in political association are internal order, security from foreign attack, the authoritative and just adjustment of domestic differences and grievances, and a certain opportunity for individual development; and these several objects are really reducible to two, because internal order cannot be preserved among a vigorous people, in case no sufficient opportunity is provided for individual development or for the adjustment of differences and grievances. ”

“ You will be free to exercise your tried abilities, within the path of duty, in protecting that repose we happily enjoy, and in giving efficacy and control to those cardinal principles that have already illustrated the party which has now selected you as its leader—principles that regard the security and prosperity of the whole country, and the paramount power of its laws, as indissolubly associated with the perpetuity of our civil and religious liberties. ”

“ The true way and the easiest way is to make our government entirely consistent with itself, and give to every loyal citizen the elective franchise,—a right and power which will be ever present, and will form a wall of fire for his protection. ”

“ A government formed on these principles can pledge itself by no guarantee to any particular line of politics, and the country must rest contented in the belief that its interests shall be cared for by those who are placed in a situation to control them. ”

“ But politics, as a profession, as a separate and independent function of activity, has ceased to exist. The state or Government is run on the great universal principle of reciprocity which governs the entire community. It exists for the people, is administered by the people, and acts for the people. ”

“ When we find a Power pursuing that course of policy which we wish also to promote, for the time that Power becomes our ally; and when we find a country whose interests are at variance with our own, we are involved for a time with the Government of that country. ”

“ In these honorable qualifications I behold the surest pledges that, as on one side no local prejudices or attachments, no separate views nor party animosities will misdirect the comprehensive and equal eye which ought to watch over this great assemblage of communities and interests; so, on another, that the foundations of our national policy will be laid in the pure and immutable principles of private morality, and the pre-eminence of free government be exemplified by all the attributes which can win the affections of its citizens and command the respect of the world. ”
