“ In constructing, extending or reconstructing a sewerage system it is well to bear in mind that even though a city has not at present a disposal plant, the time will come in all probability when increased population will compel the treatment of its sewage by some process. ”

“ The main purpose of home sewerage works is to get rid of sewage in such way as (1) to guard against the transmission of disease germs through drinking water, flies, or other means; (2) to avoid creating nuisance. What is the best method and what the best outfit are questions not to be answered offhand from afar. A treatment that is a success in one location may be a failure in another. In every instance decision should be based upon field data and full knowledge of the local needs and conditions. An installation planned from assumed conditions may work harm. ”

“ Sew′erage, a system of underground pipes or conduits for the removal of sewage or the rain-water of a place. Sewerage is required for sanitary reasons in towns and cities. In the country, where population is not dense, sewage can be disposed of without any elaborate system, though care must always be taken that the water-supply is not contaminated. The construction of elaborate sewer-systems is found in ancient cities, as Babylon, Jerusalem and Rome, but it is only within recent years that it has received the attention it deserves in modern cities. ”

“ The problems of proper water-supply and sewerage are still to be solved. An American syndicate are arranging to put in a good system of water-works, and until that is done little can be accomplished in the way of sewerage. ”

“ DISPOSAL OF FARM SEWAGE in a clean manner is always an important problem. The aims of this bulletin are twofold: (1) To emphasize basic principles of sanitation; (2) to give directions for constructing and operating home sewerage works that shall be simple, serviceable, and safe.
Care in operating is absolutely necessary. No installation will run itself. Continued neglect ends in failure of even the best designed, best built plants. If the householder is to build and neglect, he might as well save expense and continue the earlier practice. ”

“ The Plan.—Good practice demands that a comprehensive plan for a sewerage system be provided for the needs of a community for the entire extent of its probable future growth, and that sewers be constructed as needed in accordance with this plan. ”

“ The transporting power of water is dependent mainly on the depth of flow, a minimum velocity being selected rather than a minimum depth of flow. To those who have had charge of the maintenance of sewers, as well as of their design and construction, this principle seems so obvious that it is always a surprise to see it disregarded by designers, who in these days seem inclined to consider sewerage as a system of grades and sizes of pipes installed for ideal, rather than for actual, conditions. ”

“ In the matter of sewer construction, regarded now so necessary in all civilised cities and thickly-settled communities as one of the means of proper sanitation, great improvements have been made in deep sewerage, in which the work is largely performed below the surface and with little obstruction to street traffic. ”

“ The householder may be misled as to the purification and rely on a protection that is not real. He may anticipate little or no odor and find a nuisance has been created.
SEWAGE, SEWERS, AND SEWERAGE DEFINED
Human excrements (feces and urine) as found in closets and privy vaults are known as night soil. These wastes may be flushed away with running water, and there may be added the discharges from washbasins, bathtubs, kitchen and slop sinks, laundry trays, washing vats, and floor drains. This refuse liquid product is sewage, and the underground pipe which conveys it is a sewer. ”

“ He finds, after inquiry, that where, in general, intelligent efforts have been made to produce proper sanitary conditions for towns, cess-pools and vaults have been abolished, and the sewage is removed from the neighborhood of dwelling-houses by dry removal, or by water-carriage or sewerage. The efficiency of the system of removal by means of the dry earth-closet depends upon constant proper attention. ”

“ Sewer gas is a term applied to the air, fouled by mixture with gases which are formed by the decomposition of sewage, and by the organic germs which it carries in suspension, that fills the sewer in the variable space above the liquid stream. It is universally recognized that sewer gas is a medium for the conveyance of disease, and in all well-designed sewers systems of sewerage stringent precautions are taken to keep it out of houses. It is equally certain that the dangerous character of sewer gas is reduced, if not entirely removed, by free admixture with the oxygen of fresh air. ”

“ It is loose, as is the trough, and both can be lifted out when it is desired to have access to the invert of the sewer. The screen is self- cleansing, as any floating matter which may be washed against it does not stop on it and reduce its discharging capacity, but is gradually drawn down by the flow of the sewage towards the diverting plate under which it will be carried. The heavier matter in the sewage which flows along the invert will pass under the plate and be carried through to the outfall works, instead of escaping by the overflow, and perhaps creating a nuisance at that point. ”

“ It is obvious that if the levels of the sewers and other circumstances are such that the sewage can safely be discharged at low water, and the works are to be constructed accordingly, it is most important to have accurate information as to the level of the highest low water which may occur in any ordinary circumstances. ”

“ With a small population the hourly fluctuation in the quantity of sewage flowing into the sewers is very great, but it reduces as the population increases, owing to the diversity of the occupations and habits of the inhabitants. In all cases where the residential portions of the district are straggling, and the outfall works are situated at a long distance from the centre of the town, the flow becomes steadier, and the inequalities are not so prominently marked at the outlet end of the sewer. ”

“ The maximum rate at which the rain-water will reach the outfall sewer will determine the size of the sewer and capacity of the pumping plant, if any, while if the sewage is to be stored during certain periods of the tide the capacity of the reservoir will depend upon the total quantity of rain-water entering it during such periods, irrespective of the rate of flow. ”

“ The natural curve which the sewage would follow in its downward path as it flowed out from the end of the sewer can then be drawn out for the various depths, taking into account the fact that the velocity at the invert and sides of the sewer is less than the average velocity of flow. ”

“ Where a wide surface is given to a small quantity of flowing sewage, it stagnates slowly along the bottom of the sewer, leaving frequent deposits to undergo decomposition and create foul air, if not to choke the sewer, a result often produced ”

“ It has been the writer's practice to design sanitary sewer systems on the basis of the water consumption, and to assume the whole daily amount to reach the sewer in 16 hours, thus providing capacity sufficient to care for the maximum or wash-day flow without causing the sewers to run above the calculated hydraulic gradient, which should be placed within the pipe so as to provide air space for ventilation under all circumstances. ”

“ A separate system of sewers is one in which only sanitary sewage or industrial wastes or both are allowed to flow. Storm sewers carry only surface drainage, exclusive of sanitary sewage. Combined sewers carry both sanitary and storm sewage. ”

“ The sewer should be perfectly straight, with the interior of the joints scraped or swabbed smooth. When the joint-filling material has set, the hollows beneath the hubs should be filled with good earth free of stones, well tamped or puddled in place. It is important that like material be used at the sides of the pipe and above it for at least 1 foot. The back filling may be completed with scraper or plow. No running trap should be placed on the house sewer, because it is liable to become obstructed and it prevents free movement of air through the sewer and soil stack. ”

“ A stream having a depth of flow sufficient to immerse solid matter held in suspension, to a certain extent lifts it and carries it forward. The entire surface is also exposed to the action of the current. A stream having an equal velocity but a less depth in proportion to the diameter of the solid matters to be transported, evidently has less transporting power. * * * An amount of sewage which can be properly transported by a circular sewer of a given size, cannot be as efficiently transported by one of larger diameter. ”

“ The table in figure 26 shows the minimum fall at which 4-inch, 5-inch, and 6-inch sewers should be laid to take the discharge of the 3-inch and 4-inch siphons specified. The line and grade should be set in the same manner as for the house sewer (see fig. 20) , and the construction should be as specified under that caption.
Distribution field.—The distribution field or area is a sewage filter, and its selection and the manner of preparing it largely determine the success of subsoil disposal of sewage. As a rule farm land is not the best filtering material. It is too fine grained and fertile. ”

“ Pumping and Drainage.—Ground water is to be expected in nearly all sewer construction and provision should be made for its care. Where geological conditions are well known or where previous excavations have been made and it is known that no ground water exists it may be safe to make no provision for encountering ground water. ”

“ The method to be employed in ascertaining the exact position of the float from time to time is a matter which requires careful consideration, and is dependent upon the degree of accuracy required according to the importance of the scheme and the situation of neighbouring towns, frequented shores, oyster beds, and other circumstances likely to be injuriously affected by any possible or probable pollution by sewage. ”

“ When opening the valve in the reservoir, or other chamber, to allow the sewage to flow through the outfall pipe, care should be taken to open it at a slow rate so as to prevent damage by concussion when the escaping sewage meets the sea water standing in the lower portion of the pipes. ”

“ Conditions of non-uniform flow exist at the outlet of all sewers, except under the unusual conditions where the depth of flow in the sewer under conditions of steady, uniform flow with the given rate of discharge would raise the surface of water in the sewer, at the point of discharge, to the same elevation as the surface of the body of water into which discharge is taking place. By an application of the principles of non-uniform flow to the design of outfall sewers, smaller sewers, steeper grades, greater depth of cover, and other advantages can be obtained. ”

“ It has also become the frequent practice of designers to give every length of sewer all the grade possible, regardless of the fact, taught both by hydraulics and experience, that the best grade is that which will give as much depth of flow as is consistent with a scouring velocity. ”

“ A tight, underground septic tank with shallow distribution of the effluent in porous soil generally is the safest and least troublesome method of treating sewage upon the farm, while at the same time more or less of the irrigating and manurial value of the sewage may be realized. ”

“ It is frequently more advantageous to discharge sewage into a swiftly moving stream, however, regardless of the conditions of self-purification, as the undesirable conditions which may result occur far from the point of disposal and may be offensive to no one. ”

“ It is impracticable to provide sewers to deal with the maximum quantity of rain which may possibly fall either in the form of waterspouts or abnormally heavy torrential rains, and the amount of risk which it is desirable to run must be settled after consideration of the details of each particular case. ”

“ After a time the salt water becomes diffused in the fresh, so that the density of the water in a river decreases as the distance from the sea increases. The disposal of sewage discharged into a river is due primarily to the mixing action which is taking place; inasmuch as the tidal current which is the transporting agent rarely flows more rapidly than from two to four miles per hour, or, say, twelve to fifteen miles per tide. ”

“ No person shall make or maintain any connection with any public sewer or appurtenance thereof whereby there may be conveyed into the same any hot, suffocating, corrosive, inflammable or explosive liquid, gas, vapor, substance or material of any kind ... ”

“ Since they usually lie below the ground water level it is inevitable that a certain amount of ground water will enter. Various units have been suggested for the expression of the inflow of ground water in an attempt to include all of the many factors. Some of these units are: gallons per acre drained by the sewer per day, gallons per mile of pipe per day, gallons per inch diameter per mile of pipe per day, etc. Since the ground water enters pipe sewers at the joints, the longer the joints the greater the probability of the entrance of ground water. ”

“ Sufficient earth should be removed from beneath the hubs to permit the joints to be made in a workmanlike manner.
The house sewer may be vitrified salt-glazed sewer pipe, concrete pipe, or cast-iron soil pipe. The latter, with poured and calked lead joints makes a permanently water-tight and root-proof sewer, which always should be used where the vicinity of a well must be passed; 4, 5, or 6-inch pipe may be used, depending mainly on the fall and in less degree on the quantity of sewage discharge. As a measure of economy the 4-inch size is favored for iron pipe. ”
