Various,  Harper's New Monthly Magazine, Volume 1…

“ Lord John Russell has introduced a bill to abolish the Viceregal Office in Ireland. The bill gives power to the Queen to abolish the office by order in Council; to appoint a fourth Secretary of State, chargeable, like the others, with any of the functions of a Secretary of State, but in practice with Irish affairs: some of the functions of the Lord Lieutenant will be transferred to the Secretary for the Home Department, others be given to Her Majesty in Council. The Lord Chancellor of Ireland will be President of the Privy Council in Ireland. ”

“ The king in council, wishing to reward his efficiency and rectitude, directed that, after his surrender of the viceregal office and its appendages to his successor, there should be continued to him the address of Excelentísimo é Ilustrísimo Señor, and the honors of a captain-general, the viceroy's guard paying him during the rest of his life the same honors as when he held the office of viceroy. ”

Charles Kingston O'Mahony,  The Viceroys of Ireland

“ Very few Viceroys of Ireland have been Cabinet ministers, and it is, indeed, surprising how any statesman can be expected to act as king in Ireland and as an exponent of his party's policy in Downing Street; but the fact that viceroys do not often sit in the Cabinet does not remove the political aspect of the post. The unwritten law seems to be that while a Tory occupant of the Viceregal Lodge may be as partisan as he wishes, no Lord-Lieutenant chosen by a Liberal premier must open his mouth on the political questions of the day. ”
